RE:                                          BID WAIVER/MASONRY FIRE STATION 2 TOWER

I request permission to waive bidding and award a contract to Brian King Masonry, Inc.,

of Villa Park, Illinois, in the amount of $18,400.00.  This will encompass the repair of

brick and block on the drill tower located at Fire Station 2.

Originally, the engineer for the project, Wiss, Janney and Elstner, thought masonry work

would be less than $10,000.00, and the engineering costs to do complete specifications

for this type of work was unnecessary.  However, during site inspections by the Masons,

it was discovered that more brick needs to be removed than estimated by the engineers.

Four masons were contracted and two returned quotes.  Brian King Masonry was the

lowest quote at $18,400.00; and Du-Cook of Bensenville, Illinois, was $18,917.00.  Du-

Cook was the low quote for the ground sign, and a purchase order will be given to them

for this work in the amount of $3,866.00.

Our engineering firm reviewed the additional work and finds the quotes to be in order

and appropriate for the work.

It has taken two plus months to get quotes.  Masons of any respect are busy and I believe

it would be difficult to get bidders for such a small job.  The bids also would not give us

any better prices, but would increase our engineering costs.  I am also concerned that we

could run into weather issues, if we delay the project to bid.  The main part of the

restoration project is the masonry and it should be done first.

We have budgeted $45,000.00 for the entire project and the Fire Department is acting as

the general for the project.  Our project to renovate the drill tower is as follows:

PHASE I

Masonry (quote)                                                                                                         $    18,400.00

Replace stairs (engineer)                                                                     7,800.00

Steel shoring second floor (engineer)                                                1,200.00

Asphalt roof tower (engineer)                                                                     3,000.00

Replace down spout (fire department)                                     150.00

New main doors (quote)                                                                             1,730.00

Remove electric (fire department)                                                  200.00

Sub Total Phase 1                                                                                                                              $  32,480.00

PHASE II

Replace shingle roof (fire department)                              $    4,600.00

Ladder stand offs (fire department)                                                  900.00

New hatch cover (engineer)                                                                     1,200.00

Seal brick/concrete block (fire department)                           4,000.00

Sub Total Phase II                                                                                                                              $  10,700.00

PHASE III

Window frames (fire department)                                                               $     4,500.00

Electrical (fire department)                                                                     3,500.00

Sub Total Phase III                                                                                                                              $   8,000.00

Grand Total                                                                                                                                                    $  51,180.00

The project is phased to insure the most critical items are completed first.  If required,

additional funds will be requested in fiscal year 1999, to complete the entire project.

Respectfully,

cc:                                          Deputy Chief Tonne

                                          Lieutenant James Streu
