Chairperson Tross asked committee to look this over before final goes to board; will also

go to the Public Works Committee. Mike Millette brought plans to display and was on

hand to answer any questions. Pool: asked for clarification about access to North Ave.

from buffer road.

Millette: on south side, access will be Rte. 53, Lombard Rd., Main St., Grace St. and

Joyce. Millette: explained the aerials for the Rte. 64 project by IDOT. Concept was to

eliminate cross traffic as much as possible. What we will see is pretty much what you

see in Glendale Hts. and Carol Stream. Our situation is unique due to the houses that

have driveways that exit on to North Ave. Therefore, there will be frontage rds. This is

scheduled to go to bid next year; 18 month project. Should finish most roadwork in

2001. Also, a "sound wall" will be installed. Temporary signalization at Lombard Rd.

should begin this month with contract being awarded to Aldridge Electric. Will be "No

Left Turns" allowed on to Lombard Rd. from North Ave. because there is no left turn

lane on North Ave. (This is only with temporary signal) IDOT will fix Main St.! Board is

still discussing Joyce St. and Marcus by the Lombard Lagoon. Pool: I feel we need 2

left turn lanes at Main & 64 going southbound; right now proposal shows one left and

one straight/right turn. Schwarz: could be a right of way issue. If you have any

questions, now is the right time to do it. There is going to be less access for people

going southbound due to the fact of the driveway accesses being eliminated. There is

going to be more access for northbound due to Lombard Rd. Tross: our complaints are

not at Grace St. which they are widening, they are with Main and North where we are

not getting additional lanes. Millette: went over the traffic sheets in the committee's

packets. Schwarz: asked Mike Millette to check notes from before as to if we already

asked for this and had received a response from IDOT on this already.

Millette: signals will be interconnected/will even be doing this with the temporary signal.

Will be let as 2 separate contracts. The state has said that we need to remove utilities

that are in the areas of new pavement. Discussed the placement of the sound wall

barriers/possibly some options for trees or vegetation of some sort. Cassidy: asked

about graffiti proof sound walls. Johnson: responded that there is a protective coating

that can be placed on them, but this issue still needs to be addressed.

Consensus of committee was for Staff to address the following issues with IDOT, then

with Board of Trustees:

Graffiti protective coating be placed on Sound Wall; Landscaping be placed in 4 ft. grass

area by Sound Wall; Continuous lighting as throughout the rest of town; Opticom at all

signals; Some sort of abandonment on Joyce by Marcus; Upgrade the capacity at North

Ave. and Rte. 64 southbound.

Chairperson Tross asked the committee if they feel additional communication should be

sent to the residents affected on Rte. 64 (another public meeting?) Cassidy: feels we

should forewarn now/in fall and around the beginning of construction. Tross: we could

just have information available to them to come in and view. Also, go back to the 2

trustees in this area, have them draft up a letter, and keep the North Ave. plans

available for the residents to view? The committee agreed to this. Great presentation

by Mike Millette!

Tross: informed committee that in the near future Rte. 53 and the cut through traffic

issues will need to be discussed.

Pool: when I was in Phoenix, they do use speed humps and they do slow the traffic

down. Two on Wilson would drop that traffic down to zilch. Cassidy: but a lot of these

are not legal? Gron: that is my interpretation also. Pool: they just need to be marked

correctly. Bergeron: just like hitting a pothole. Pool: takes away some of the man

hours for the police dept. Tross: Chicago has installed islands that slow down traffic.

I'm old school. I don't see where adding what we have taken out is going to correct the

problem. Gron: what is liability involved with this? Pool: should check with Phoenix.

Johnson: only 2 lawsuits have been successful and one of those is in appeal. More of a

threat than a danger. Johnson discussed literature in agenda packet with committee

members. Tross: this may become an issue as far as pedestrian safety; but what is our

purpose of streets other than to move traffic at a reasonable pace? Johnson:

discussed Traffic Calming with committee. Is a constant, permanent answer to issues;

24 hour police patrol is impossible. Tross: I do believe that we as a village do use traffic

diversion very effectively. Johnson: talked about study found on Web Site. Would

committee like me to research this further? Schwarz: are we bringing something like

this to the board? Johnson: we have different conditions in different areas of town that

some of this would be more acceptable to residents/act 24 hours a day/cut down on

police enforcement. Schwarz: Villa Park has been very effective with constant police

speed enforcement on various streets (Ardmore for example) Scott Watkins: John

Johnson and I have talked many times about problems on various streets (Wilson...)

and we feel that if there is something out there that we could utilize (different ideas) and

recognize that other areas do have similar problems. Not necessarily the answer for

Glenview and St. Charles, but could be effective for many areas in town. Gron: I see

some definite value to some of these in various locations in town if we can get them

implemented. Johnson: there are a lot of options and issues with any of these. Tross:

Committee would like to see some printout on these options and also some legal

liability/address legal issues/emergency response...etc. Johnson: I could print off 1-2

chapters per meeting over the next couple of months. Tross: please provide a binder for

all members for these.

Tross: will remind you all that we will not be having meetings over the summer.

Tross: Where is the warrant for the speed limit in Villa Park? We are governed by the

laws of the State, and without warrants we are not authorized to set speed limits without

specific warrants. What the committee may want to explore is looking at specific areas

and specific natures that affect these areas, neighborhood by neighborhood, to try to

lower some of the speed limits. (as suggested by President Mueller who would like to

see speed limit in Village lowered to 25mph) Tross: would like to suggest to legislature

that a municipality should be able to have a 25mph speed limit in residential

communities. There have been times that the warrants have caused us to increase

speed limits rather than decrease the way we wanted to go. Is this the concensus of the

committee/is this what you are hearing? Do we want to do this where we feel it is

warranted? We can't wave a magic wand and make this happen for the whole

town/residential areas lower speed limits. Committee would like to try. Schwarz:

explained the State's warrants for setting speed limits to the committee.

Gron: This is a non-safety issue? Watkins: only street that has not been signed and

has become the " gathering ground" for students. Gron: other problems were safety

issues/this seems to be a loitering problem. Johnson: complaints have gone through

the officer about littering, dumping, etc. Cassidy: what is the next street that they

(students) are going to go over to? Johnson: Lincoln or on Elizabeth. Gron: This

already was posted with no notice. People have already gotten tickets. This hadn't been

addressed by this committee yet. Johnson: We do this as a "police emergency".

Tross: Have residents that have received tickets send in a parking ticket protest to Sgt.

Watkins. Maybe we should have sent out fliers so that people would have been aware

of this.
