The meeting was called to order by President Tross at 7:00 p.m.

It was moved by Vice President Soderstrom, seconded by O'Brien, to approve |
the minutes of the November 8, 2007 meeting. The motion carried by a voice |

BOLI Consent Agenda
A request to declare a rebate for Special Assessment 209 (Brewster, Edson, Maple, |
Vance and Willow). The contractor and all vouchers, bonds, and bills relative to SA 209 |
have been paid in full, with a balance of $423,077.79 remaining in the Fund. This entire |
amount will go into the Public Benefit Fund. (DISTRICT #4) |
In the amount of $8,638.16 for design engineering services. (DISTRICT #4) |
SA 217A Tree Towns Payout |
In the amount of $512.45 for printing additional plans and specifications for sale to |
prospective bidders/suppliers. (DISTRICT #4) |
It was moved by O'Toole, seconded by President Tross, to approve items |
080075, 080076, and 080077. The motion carried by a voice vote |

Award of a contract to R. W. Dunteman Company, the lowest responsible bid of twelve |
bidders, in the amount of $1,587,393.30. Bid in compliance with Public Act 85-1295. |

Ray Schwab notified BOLI that there were six objectors at the Courthouse for that day's |
court hearing. The attorney could not negotiate a settlement within the parameters |
given to him by the Village Board. The objectors are expected to give a counter offer to |
the Village Attorney on March 19th, 2008. There is an executive session of the Board of |
Trustees on March 21, 2008. One of the items of discussion will be the settlement of the |
objections to Special Assessment 217A. |
It was moved by O'Brien, seconded by President Tross, that this matter be |
recommend to the Board of Trustees for Approval. The motion carried by a voice |

Appointment of Ray Schwab as Assistant BOLI Secretary. |
It was moved by President Tross, seconded by Vice President Soderstrom, to |
approve item 080080. The motion carried by a voice vote |
SA 217A (Lombard Lagoons Phase I) Resident Engineer Contract |
BOLI Board members will be phone-polled on February 27th regarding |
recommendation of Resident Engineer contract for Special Assessment 217A. |

Trustee Soderstorm expressed his reluctance to do a phone poll for such a potentially |
large dollar contract. He requested that BOLI convene to discuss the award of the |
Resident Engineering contract for Special Assessment 217A. Trustee Soderstrom also |
wished to be briefed about the professional engineering services selection process as |
utilized by the Engineering Division of Public Works. Trustee Soderstrom suggested |
that BOLI convene prior to the March 6, 2008 Board of Trustees meeting. Trustee Tross |
suggessted a 7:00 p.m. meeting time. All members were in agreeement |
SA 219 Connection Letter & Resident Database |
Letter sent to residents in the Special Assessment 219 area (including Ahrens) detailing |
the timetable and procedure for connecting to Village water and sewer services. |
