Village of Lombard Legistar System

Taken out of order as last item. Tross: BOLI is doing SA214 A - Harrison to Rte. 53.

Residents wanted a cul-de-sac or Right In or Right Out only. Will be on next Village

Board meeting agenda. If state permits us to do it, we will go ahead. If not, SA214 A is

dead and has to be redone.

Tross: Board saw a presentation by State on 5 Lanes for Rte. 53. Two of the Board

members have had discussions about this. Concensus related to the Board is

everything will be Right In, Right Out with exception of Meadow, St. Charles Rd and

Madison. NIFTY has proposed that it be 3 lanes (1 being a suicide lane).

Tross: asked committee if they were in agreement with Right In, Right Out streets with

the exception of Meadow, St. Charles and Madison. Committee members: Yes.

Pool: could we start putting in signage, etc. ahead of time since we know what we want

to do? Tross: we designated Madison the collector. Harding & Charles Lane area is

not ours (Chas. Lane right of way is ours) Johnson: residents on east and west sides of

street state it's dangerous to pull in & out of drives. Tross: down side is Madison has 2

schools on it. Millette: most of the traffic will turn down Finley. Tross: NIFTY says we

should provide for pedestrian safety, bike paths, etc. Bergeron: push pads, cross at

light. Tross: there are a lot of residential homes on Rte. 53 - to Prairie Path, Churchill

Woods, Great Western Path. I believe we should concur with NIFTY on this Pedestrian

Safety issue. Next was aesthetic appeal. Board & Committee agrees with NIFTY.

Tross: reviewed NIFTY's suggestions. Schwarz: noise level will be louder due to

increase in amount of traffic. Noise abatement as needed. (Committee agreed)

Wayne Roloff: I came to hear what committee has to say. Rumors have been flying

about 6 lanes, etc. Tross: right now State has made a proposal - My understanding is

that they own enough property right now to make a 4-lane highway. Lauren

Schumacher: I know everyone calls it a suicide lane, but I have seen accidents occur

with people pulling in and out of drives. I still think we need the middle 5th lane. Pool: I

think this will take traffic off of 355. Schwarz: No, I don't think it will.

Bunni: I am in favor of the 5 lanes. We have had problems with accidents over there.

Schwarz: adding lanes creates new situations with new opportunities for accidents. Will

be more breaks in traffic.

Pool: Would prefer 5 lanes.

Bergeron: 5 lanes in residential areas?

Bedard: I am in favor of 5 lanes. Keeps traffic moving.

Pool: If we can't get 5 lanes, we at least need left turn lanes.

Tross to Rickard: we will be doing some of our own work too? Watermain, sewer work.

Rickard: yes.

Tross: Zoning plan with regards to Crisis Intervention Center on Finley by Charles Lane

Pond. County owns this and 4 homes. Have been working with Community

Development as far as having them have access to Rte. 53. Pool: isn't that designated

wetlands? Millette: No, isn't designated. Tross: I will draft a resolution that we will

agree with NIFTY on the items that we concur with. If south of us wants 3 lanes, let

them worry about it. Tross: this will be coming back to this committee. Once we have

plans, have residents in both affected districts notified and have plans available for them

to look at.

Bedard: What's the latest on North Ave.? Rickard: looking at 2002.

Pool: asked Dane Cuny how many tickets or warnings have been issued with regards

to bike riders not having appropriate reflectors, etc. on their bikes? Tross clarified that

this was addressed to Lt. Watkins, and he did write a memo to Chief Kutzke about this.

Bedard: Would like to see officers wear lighter colored uniforms. Pool: Would like to

see my street posted 25 mph. Johnson: how about if staff puts out some traffic

analyzers to look at this? Tross: let's check this out and also check the number of

driveway cuts on the block. Pool: asked Dane Cuny to look at crossing guards cars

being parked too close to the corners. Also, asked staff to look at this.

Tross: asked John Johnson to contact Mr. Fett, 303 W. View and explain to him why

there is "No Parking" on his street. He is on the corner of Elizabeth and View. John

Johnson will call and talk with him about this.
