Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the Village of Lombard |
was called to order by Village President William J. Mueller on Thursday, March 5, 2009 |
at 7:30 pm. The Pledge of Allegiance was led by Village Clerk Brigitte O'Brien. |

Proclamation - Change Your Clock, Change Your Battery |
Village Clerk Brigitte O'Brien read the proclamation for Change Your Clock, Change |
Your Battery Day. |
Village President Mueller called Public Education Coordinator Jim Plunket to the front |
and presented the proclamation to him. |
Jim Plunket reminded residents to change their clocks before they go to bed Saturday |
night for Daylight Savings Time and to also change batteries in their smoke detectors. |
He stated it was a good habit to get into to also check smoke detectors on the first day |
of each month so you are sure the detector will work in the event of a fire. |
Proclamation - National Poison Prevention Week |
Village Clerk Brigitte O'Brien read the proclamation for National Poison Prevention |
Week. |
Village President Mueller called Public Education Coordinator Jim Plunket to the front |
and presented him the proclamation. |
Jim Plunket stated poison prevention is simple if you remember that if you wouldn't take |
something to not have it around the house for small children to get into. He felt under |
the kitchen and bath sinks was a place with a lot of dangerous chemicals. He stated |
any questionable item should be placed out of the reach of children. |
Proclamation - Flood Safety Awareness Week |
Village Clerk Brigitte O'Brien read the proclamation for Flood Safety Awareness Week. |
Village President Mueller presented the proclamation to Public Works Director Carl |
Goldsmith. |
Director Goldsmith indicated there were steps residents could take to help prevent |
flooding such as insuring that sump pumps are not discharging into the sanitary sewers |
and clearing debris from clogged catch basins. He encouraged residents to contact |
Public Works if there was flooding. |
President Mueller stated that when he was at Congressman Roskam's office talking |
about flooding, it was noted there were only 49 homes in Lombard that had flood |
insurance. He also encouraged residents to contact their insurance companies. |
Proclamation - Arts Month |
Village Clerk Brigitte O'Brien read the proclamation for Arts Month. |
Village President Mueller called teacher Alicia York from School District #44 to the front |
and presented the proclamation to her. |
Ms. York congratulated the students who participated in the Art Show who were from |
kindergarten to 8th grade. She thanked the families and friends who came and |
supported the participants. She stated she loved holding the Art Show at the Village |
Hall and showing all of the great work that had been done by the students. |
President Mueller encouraged residents when they come to the Village Hall to purchase |
a vehicle sticker or pay a water bill to take a few minutes and look at the art work on |
display in the Community Room and the front showcase. He indicated the artwork will |
be on display until April 5. |
Ms. York thanked the other art teachers including Ms. Hoganson, Mr. Girardi, Ms. Lang, |
Ms. Fitzgerald and Ms. Langley. |
President Mueller indicated this was the third year the Village and School District #44 |
had partnered to hold the Art Show. He thanked Joelyn Kott and Carol Bauer for their |
assistance with the event and refreshments. |
Proclamation - Local Government Week |
Village Clerk Brigitte O'Brien read the proclamation for Local Government Week. |
Village President Mueller indicated the State Legislators adopted Local Government |
Week last year. He stated he spoke with Trustee Fitzpatrick about planning a Student |
Government Day with the schools, but that it was too late in the year for the schools to |
be able to proceed, but they will work with the schools next year earlier to allow an |
event to be scheduled. He indicated the Village will also look at doing something with |
the DuPage Mayors and Mangers Conference to make residents more aware of the |
work local government plays. |

It was moved by Trustee Gron, seconded by Trustee Moreau, to approve of the |
regular meeting of February 19, 2009 The motion carried by the following vote: |

Committee Reports
Community Relations Committee - Trustee Laura Fitzpatrick, Chairperson
Trustee Laura Fitzpatrick, Chairperson of the Community Relations Committee, |
reported the committee had not met. The next meeting is scheduled for March 16. She |
indicated the 2010 census will be discussed. |
Economic/Community Development Committee - Trustee Dana Moreau, |
Chairperson |
Trustee Dana Moreau, Chairperson of the Economic and Community Development |
Committee, reported the committee met on March 4. She indicated the committee |
discussed the Downtown Business Grant Program and the committee supported the |
modifications. The modifications will come to a future Village Board meeting for |
approval. She indicated a grant in the amount of $20,000 had been received for |
Clancy's Butcher Shop, a new business in downtown where Java Jungle was located |
that sells meats and a variety of other foods. She stated the business had opened |
today and encouraged residents to stop by. She stated they will also carry prepared |
foods which would be great for commuters as they get off the train. She reminded |
residents and business owners to submit nominations for the various business |
recognition awards. She spoke regarding the program that was recently established |
talking to business owners on how they are doing and what the Village can do to assist. |
The next meeting is scheduled for April 1. |
Environmental Concerns Committee - Trustee Greg Gron, Chairperson
Trustee Greg Gron, Chairperson of the Environmental Concerns Committee, reported |
the committee met on February 24. He stated they discussed the possibility of the |
Village hosting a hazardous waste event separate from the Recycling Extravaganza |
where residents could bring paint, varnish and other hazardous materials for disposal. |
This proposal will come to the Village Board. He indicated there is a new letter |
regarding grants being sent to the schools. The committee has already begun |
discussing the Recycling Extravaganza and the committee is preparing a request for |
electronics recycling. He reminded residents that March 28 is Turn out Your Lights Day |
and encouraged residents participate by turning off their lights for one hour. The next |
meeting is scheduled for March 24. |
Finance Committee - Trustee Rick Soderstrom, Chairperson
Trustee Rick Soderstrom, Chairperson of the Finance Committee, reported the |
committee met on February 26. The committee reviewed the proposed budget and has |
unanimously recommended approval of the budget. This item will come to the Village |
Board on April 2. The next meeting has been rescheduled to March 16. |
Public Works Committee - Trustee Richard J. Tross, Chairperson
Trustee Dick Tross, Chairperson of the Public Works Committee, reported the |
committee had not met. The next meeting is scheduled for March 10. |
Transportation & Safety Committee - Trustee Jack O'Brien, Chairperson
Trustee Jack O'Brien, Chairperson of the Transportation and Safety Committee, |
reported the committee had not met. The next meeting is scheduled for April 6. He |
indicated the Circulator Steering Committee had met and is looking at the vehicles |
Lombard will use and the routes for the 313 line. The committee also worked on an |
Intergovernmental Agreement that will include Addison, Downers Grove, Oak Brook |
Terrace, Oakbrook and eventually Wheaton. He indicated the final meeting was |
scheduled for March 18. |
Board of Local Improvements - Trustee Richard J. Tross, President
Trustee Dick Tross, President of the Board of Local Improvements, reported the board |
had not met. The next meeting is scheduled for March 12 and reminded everyone the |
meeting was beginning at 6:30 pm instead of 7 pm to allow for a Public Information |
meeting regarding Olde Towne scheduled for 7 pm. |
Community Promotion & Tourism - President William J. Mueller, Chairperson
President Mueller, Chairperson of the Community Promotion and Tourism Committee, |
reported the committee had not met. The committee had previously reviewed the |
committee budget. |
Lombard Historical Commission - Brigitte O'Brien
Village Clerk Brigitte O'Brien, member of the Historical Commission, reported the |
commission had not met. She indicated the Cemetery Restoration Committee met on |
February 26. Quotes had been received for the stone leveling and repair. In spring, |
tree trimming will take place as well as putting a landscaping plan into effect thanks to |
the Lombard Garden Club and the Park District. She indicated there will be a special |
program on Memorial Day. In conjunction with Lombard's 140th anniversary and |
President Abraham Lincoln's 200th birthday, there will be a recognition of Lombard's |
Civil War Veterans, of whom 17 names are listed on the Memorial Marker in the |
Sunken Garden. There will be a Civil War re-enactment, Civil War music will be |
played, as well as a visit from Abraham Lincoln, Mary Todd Lincoln and Colonel Plum. |
The next meeting is scheduled for April 21. |

Village Manager/Village Board Comments
Trustee O'Brien thanked Jennifer Henaghan for the excellent job in writing the |
Intergovernmental Agreement for the Circulator Program. |
Trustee Moreau indicated the Downtown Vision Workshops were closed and the results |
were listed on the Village's website. She stated 350 people had participated. |
Community Development Director Bill Heniff advised the final results would be on the |
website on April 2nd. |
Trustee Fitzpatrick stated a Sculpture Show is being planned that will be held on March |
23 at Capone's. She encouraged residents to attend and indicated there will be a play |
and food, Admission is $35 per person. Money raised will help with art scholarships. |
Trustee Tross indicated there had been a significant amount of rain in the Village. |
Director Goldsmith stated crews were out on February 26 assisting residents with |
flooding and closing streets. A full report will go to the Public Works Committee. There |
were 30 structures that were damaged by flood water and the damge was widespread. |
He stated the Village did not lose power. He felt there was a minimal amount of |
damage compared to the amount of rain. He reported this was the second worst |
February storm in Chicago history. |
Trustee Tross reminded residents to contact the Public Works Department if they |
needed waste stickers for any damaged household items. He encouraged residents to |
call and report any flooding issues so that the information was available to the Village |
and the Public Works Committee as they look at the flooding issues and make |
recommendations for solving flooding problems. |
President Mueller indicated that the Public Works crews have had a busy year with |
snow and now rain. |
Trustee Moreau indicated that the owners of the new store that had opened in |
downtown, Clancy's, also had a restaurant called Shannons in Glen Ellyn. She stated |
the meat market will do wholesale and retail sales. |
President Mueller indicated Clancy's had requested a wine license as they have a |
vineyard in California. He announced that Lilac Bakery was open and indicted the |
pastries were as good as ever. He stated there had been a ribbon cutting this evening |
for the Feel Good Hair Salon which had opened at 1 N. Main Street. The salon was |
started in the owner's home. The owner then opened a salon in downtown Lombard for |
the last three years and has now moved the salon to 1 North Main Street. He |
congratulated all of the businesses. He encouraged residents to shop and dine in |
Lombard, not only at the holiday time, but throughout the year. |
