Anderson presented the program review. Tross: we used to sub out main sewer lines?

Dratnol: sewer lining to the house. That is very similar to this. Discussion ensued with

committee members and staff. Tross reviewed Village policy with staff. Tross: I do not

want people calling us 6 months later saying you fixed your side and now mine is just as

bad. Anderson: there is only one contractor in the area that works with this. He is hard

to buckle down. Anderson: until we have a feel for this program and contractor we do

not want any promises to homeowners. Dratnol: this will be specialty contractors lining

the services and lines. Mahal: where do you put the tee? Anderson: right at the

property line. More discussion ensued. Mahal: had great success personally with

Russ's Plumbing. Was extremely impressed. Tross: would like to see us offer this to

residents if they also have a problem. As we get more info (a full year) maybe we can

evolve into this. Kaforski: I think it will evolve over the years to have more suppliers,

etc. Dratnol: it will just be a matter of time...the technology is too new. Arnold: on your

next review maybe we could get numbers, costs, etc. Dratnol: explained the lining

process. Tross: we need to revisit this in the future. Anderson: when we have more

data. Will have another review in October, but really need to get another good year

under the belt and then evaluate again. Tross: will revisit this in the Spring.

L. Special Assessment 213B - Change Order #1 (Resolution)

Dratnol reviewed this item with the committee members. Answered questions from

committee members. Dratnol: these are conditions that are not known until the ground

is opened up. Tross: relocate a fire hydrant - why didn't we know where to put it in the

first place? BOLI is really going to scrutinize this on Thursday. We spend a lot of

money on engineering to have situations like this occur. Kaforski: we need to go back

to the design engineer and back charge them if they make a mistake. Dratnol: we do

that where it is applicable.

Frerichs: I know we are stretched for manpower, but I have noticed that under trees we

end up having to cut out sections and replace them (asphalt). Dratnol: there are a lot of

programs out there (Wes will get into some of them). In a lot of cases, someone needs

to report them and then the manpower needs to be there to correct them. Many of the

surface treatments out there are for larger sections. Anderson: we have expanded our

in house grinding/paving program. Anderson presented the Pavement Preservation

brief. Mahal: what about the white topping? Dratnol: we are still tracking that. It

seems to be holding up real well. Anderson continued with presentation. Arnold: do

you have any words of wisdom about cold patch vs. hot patch? Anderson: cold patch

never really locks up tight. Hot patch depends on the size of the hole. Only use cold

patch in the winter time. Tross: counting on this committee to look over CIP and decide

what should be in here as far as pavement is concerned. Kaforski: hopefully we can

get info from IDOT.

Tross: discussed gravel aprons that have not been black topped. Kaforski: do we

know how many of them are out there? Tross: I know there are 7 in my district. I am

looking to see how many are out there.

Tross: need 2 members from this committee to participate in the Community Forum on

Nov. 5th. Two members will be Art Frerichs and Dan Mahal. Village Board has been

trying to cope with Budget issues. Discussion took place about upcoming proposal for

increase in sales tax.

Mahal: downtown light poles - paint on the housing (by Prada)is peeling. Could this be

from salt? Staff will investigate.
