Anderson: brought plat map for committee members to review. Tross: right now our

policy states - residential properties - 3 consecutive properties. Should the backyard

drainage grant be available for commercial properties also? Anderson: first paragraph

specifically refers to residential properties. Then, in further paragraphs it does not

specify residential properties, but is understood from the first paragraph. Discussion

ensued. Nachtrieb: there is a lot more pavement in the area now, and this causes more

water to flow to our property. Kaforski: when we first came up with this policy, it was

designed for residential usage. Further discussion ensued. Tross: gave example of 3

consecutive properties on Main St. - Dairy Queen, Carlson's, and Steve Wilk Insurance -

regarding paving, etc. Kaforski: I do not think that this specific policy should apply to

commercial properties. Arnold: I agree, this policy was developed for residential

properties. Commercial should be a whole separate policy. Blakeslee: should have a

separate policy. Tross: we are not going to change our current Backyard Drainage

Grant Policy. Does the committee desire to develop a policy that would address

commercial property drainage issues? Arnold: would like to talk with someone in

Community Development to find out what their guidelines are in these kind of situations.

Maybe it would be better to put in a detention area instead. Further discussion ensued.

Arnold: seems like there is a lot more here than just storm water. Kaforski: then we

need to develop a specific policy for commercial properties. Tross: let staff work up a

grant program for eliminating storm water from commercial properties - give it to PWC

and Economic and Community Development. See what they come back with. Kuehl:

we would be setting a precedent by giving this commercial property money. Tross: it is

not unusual for a committee to ask staff to come up with something to help this

commercial property in order to benefit the community. Kaforski: maybe we could give

him money under some other program, but we need a separate commercial drainage

grant program. .

Tross: This will not be on the August 9th Village Board agenda, will have to be on one

of the September agendas.

Tross: will not be meeting in August. Will be discussing the change order for

Westmore/Meyers at the September meeting. Currently the Village has an ordinance

regarding Dutch Elm disease and trees on private property. Staff came up with the

following: the Village will pay to have the tree taken down, and will lien property. Would

like to see a change in our ordinance regarding diseased horticultural items on private

properties, remove the threat, and lien the affected properties. Directed staff to bring

recommendations to the next meeting.

Kaforski: parking lot by train station? Anderson: Village came to an agreement with the

property owner that they pay 50% and we pay 50%. Kaforski: are we updating the

Opticom at St. Charles and Main? Anderson: we are talking with the Fire Department

about this. Kaforski: west side of Stewart between Madison and Morningside -

new/existing home - street has been torn up for a year. We need to make sure it is

restored correctly. Anderson: this will be given to Community Development. Tross:

Foxworth and Pinebrook needs to be walked for cracked sidewalk issues. Terrible trip

hazard by Oak Creek Apartments on Foxworth just as you come around the corner.
