The meeting was called to order by President Gerhardt at 7:05 p.m.

Approval of Minutes
It was moved by President Tross, seconded by Hogan, that the minutes of the |
October 21, 1998, meeting be approved. The motion carried by a voice vote |

Old Business

Ray Schwab reviewed the four alternatives and the drawings for each for Eugenia. |
Alternate 1 is essentially repaving. Alternate 2 consists of 2 12-1/2' lanes curb & gutter, |
sidewalk and street lights. Alternate 3 is the same as alternate 2 excluding sidewalk & |
street lighting. Alternate 4 is 2 11 foot lanes, no sidewalk and no street lights. |
Engineering has recommended to the Board of Local Improvements that Alternate 4 |
would be the minimal acceptable cross section for the roadway. The Fire Department |
now accepts pavement sections to 25". |
Steve Freetly, 518 Eugenia-Has it come to this committee already that the Public Works |
Committee did not recommend this plan? Mr. Freetly showed pictures of 4 cul de sacs; |
none have 40' cul de sacs even though they have more traffic. He would like to not |
have 40' cul de sacs in a 50' r-o-w. Would like to see the road ended with a simple |
ending. Don't see the point in large cul de sac [large emergency vehicle will still have to |
back out]. |
Karen Lahey, 40 N Glenview-If emergency vehicles are still going to have to back out |
why is that cul de sac necessary? There's already a variance because there is not |
enough r-o-w as there is. We are not comparing apples to apples, this is not a typical |
street in Lombard. |
Frank Lahey-To come to us and tell us that you want to do this to Eugenia, we're really |
not interested. We like the country setting and all the trees. If you start cutting trees |
down your going to have people leaving. James Hogan-This is being done as part as |
other work in the area. This is an opportunity to get it done, if we don't do it now it won't |
be done. |
Mark Ahlenius, 22 N Glenview-Where will people park? Will they have to park on |
Glenview and walk? Ray Schwab-with the underground, in the evening you'll generally |
be able to get in. The only time you're out of your driveway for a length of time is when |
they're getting ready to do curb & gutter. Mark Ahlenius-There is a child in a wheelchair |
at the end of the street. Ray Schwab-We make special arrangements for people in |
those situations. Mark Ahlenius-Regarding the cul de sacs, do not see a need for them. |
The Fire Chief told him unless it's 92' they can't turn around anyhow. It would be best |
left alone. |
Richard Tross-So you're not suggesting that we abandon the project you want it |
modified? |
Mark Ahlenius-In Glen Ellyn they use alot of rolled curbs. Richard Tross-I think that |
Glen Ellyn, as most communities, is getting away from rolled curbs. Lorraine |
Gerhardt-The main reason for any kind of curb is for stormwater control. Rolled curbs |
do not do that. |
Frank Lahey-If we proceed when do they come along and reassess us for |
improvements? Ray Schwab-The township and the county do not view the street |
differently unless homes go up for sale and they notice a jump in resale. Richard |
Tross-The cost of the special assessment can not be greater than the increment value |
of the property. Frank Lahey-Would that same real estate person say that the mature |
trees in the area add value to the proeprties? Ralph Borgatell-Not necessarily. The loss |
of one or two trees is not going to decrease your property value, but an improved street |
will increase your property value. |
Richard Tross-What if we take alternative 4 take out the cul de sac and just make it a |
button? |
Mark Ahlenius-17 people do not want sidewalks. We do not feel there is a need for it. |
Richard Tross-How will we then deter the people on West Rd, when they hand in a |
petition saying they do not want anything. Mark Ahlenius-There are times when |
sidewalks are not necessary. |
Kurt Engelhart, 43 N Glenview-You keep using the term connect the dots. What dots? |
Lorraine Gerhardt-It would connect your area to St Chas Rd. |
Ana Ahlenius, 22 N Glenview-Everybody here purchased their property fully aware of |
those situations. We have not had a problem as far as safety or flooding problems. We |
don't have a problem we love the neighborhood the way it is. Richard Tross-So you're |
saying skip us? |
Ana Ahlenius, 22 N Glenview-How much would the cost be to the homeowners? Ray |
Schwab-Your in the range of the low $70's per lf. |
Ronald Misch, 436 Eugenia-Living on a fixed income, have 177' on Eugenia. There is |
no way I can pay for a special assessment. I've already put house up for sale to get out |
before the bulldozers come in. |
The Board and residents discussed financial aspects of the special assessments. |
Mary Law, 427 Eugenia-Sidewalk would be a total waste of money. They are going to |
use her backyard anyhow. |
Steve Freetly-Public Works Committee said there is no way the Board of Local |
Improvements will leave their street alone. Is it a possibility to bypass Eugenia? Would |
you consider taking this off of the project? James Hogan-We could vacate it or improve |
it. Lorraine Gerhardt-To vacate the street would mean that whoever bought your house |
would have to understand that they own the street. Ralph Borgatell-If you choose to |
vacate the street the price of your property will considerably depreciate. Ray |
Schwab-The Board of Trustees will have the final say concerning the issue of vacation. |
Mark Ahlenius-Isn't another option to just leave it alone? |
Steve Sweetser, 431 W Eugenia-Vacating is not an option. |
Mark Ahlenius-With the removal of the sidewalks do you see very little change to the |
cost? Ray Schwab-Very little, it's still in the $60's per lf range. You will be assessed at |
a different rate than the people on West/Windsor/Woodland. |
Mark Ahlenius-I thought this was added on to taxes. Lorraine Gerhardt-No. Ray |
Schwab-Once we make our first payout there is a period of a certain amount of days |
that is interest free. Lorraine Gerhardt-It is up to the individual property owner to make a |
decision to pay up front and it's interest free. If at any point in time during the 15 yrs, |
you can pay the balance off and the interest ceases. Richard Tross-The Department of |
Human Services has been known to help people who can't pay special assessments. |
Dave Dratnol-The spreader determines how to equitably distribute the cost of the |
improvements. This has to go through the court system and a judge has to say yea or |
nay. Lorraine Gerhardt-The special will not take place for another 2 yrs. Richard |
Tross-We'll send this recommendation to the second Board of Trustees meeting in |
January. |
Lorraine Gerhardt-What's in the best interest of the community is this boards bottom |
line. |
Ronald Misch-I think this is a nice package that the village has come up with. They've |
found a middle ground here. I feel pretty good about what has happened. If we put it off |
for another 20 yrs. nobody will be able to afford it. |
A motion was made by Tross that this special assessment include sidewalk. The motion |
died for lack of a second. |
It was moved by President Tross, seconded by Barry, that a recommendation be |
sent to the Board of Trustees for a variance for this portion of Eugenia to include |
25' street from back of curb to back of curb, with the elimination of sidewalks, |
street lights and the 20'radius/40' diameter cul de sac. The motion carried by the |
