was taken at the time that the item was discussed by the Committee. |
Cambria Subdivision |
Hatfield showed an aerial map of the area and stated that on September 12th Trustee |
Soderstrom held a meeting with all of the key parties. Hatfield reviewed the memo |
outlining the meeting. He went on to say that the Staff recommendation is to sign one |
side, the side with the fire hydrants, No Parking at all times and sign the other side No |
Parking, Friday's Noon-3 p.m. In the memo from Mr. Hulseberg, it is pointed out that |
there are three areas in Lombard around churches that are signed similar. Also, the |
Village does limit parking around a lot of the schools. Another issue was raised |
regarding a queuing problem with parents dropping off and picking up kids on Jackson. |
Staff contacted Villa Park and is working with them. It is creating a line of sight problem |
so staff is looking at putting up No Parking, Standing or Stopping 70-80' west of |
Addison. |
Carmen Cassells |
Ms. Cassells asked which side the No Parking all the time signage is going to be on. |
Chairperson Sebby answered it will be on the fire hydrant side. Ms. Cassells then went |
on to ask if there were no plans for other side. Chairperson Sebby corrected her, saying |
that the staff recommendation is no parking on Fridays. |
Doreen Natalino |
Ms. Natalino explained that she is effected by Jackson Middle School and commented |
that she likes the recommendation and thinks it is pretty fair, especially signing the fire |
hydrant side. |
Steve Pribich |
Mr. Pribich pointed out that the mosque is in Villa Park and asked why they don't park |
over there. Chairperson Sebby responded that he can not answer that. |
Rich Helman |
Mr. Helman asked for clarification on the recommendation. Chairperson Sebby |
repeated to the audience in general, what the recommendation is and explained that |
part of the logic behind the recommendation is that the streets in Cambria are 28' wide, |
back of curb to back of curb. Fire trucks require 18' clearance for staging. As it is right |
now, you only have 12' left and therefore can not set up fire trucks properly. We are |
guaranteeing a 20' path for our fire trucks to set up. |
Allison Horton |
Ms. Horton stated that she is "for" what is stated in the recommendation. Her only |
question is will there be stepped up Police patrols on Fridays or during times when |
there's extra traffic. Chairperson Sebby answered that he would expect that they are on |
patrol all the time. Chief Byrne explained that when the signs first go up, the Police |
Department does give it extra attention until people are educated. Chairperson Sebby |
clarified to the audience that if they are installed, it is no parking for everybody, residents |
will get tickets too. |
Angelika Langenfelder |
Ms. Langenfelder stated that she has lived there for 12 years and seen parking on both |
sides and it has caused issues with pulling out of driveways, etc. She thinks it's a fair |
solution. |
Beverly Thomas |
Ms. Thomas agreed with the staff recommendation with the exception of the signage on |
Jackson. That's going to limit the space that parents can wait and will ultimately drive |
more parents to park in Cambria. If we leave the No Parking on Fridays, the signs |
appear to be discriminatory. She would like to see signs that are more inclusive, like No |
Parking, Monday through Friday. |
Aly El-Dars |
Mr. El-Dars stated that he supports the staff recommendation, however, he agrees with |
his wife's (Beverly Thomas) opinion. We need to make it more generic. There is no |
reason for anybody to break a law or trespass. If somebody is trespassing the police |
have the authority to take them to task, that includes Muslim's going to prayer. |
However, we need a solution that solves all problems in that subdivision. |
Ausaf Farooqi |
Mr. Farooqi said that he is not speaking on behalf of the Islamic Foundation, but on |
behalf of Mr. El-Dars. He went on to say that when a Muslim is driving through this area |
he's going to think this sign is designed to target Muslims. A sign like that will generate |
ill will. The Muslims will agree that if there is a parking problem then have a general |
sign. The legal aspect of a city ordinance that targets one group, is unconstitutional. |
Chairperson Sebby explained that the Village is not targeting one group. The Village |
also has no parking on certain days and certain hours in the vicinity of other religious |
institutions. Mr. Farooqi insisted that it still might be a legal concern and explained that |
he gets concerned because he sees it as targeting a specific group. It raises animosity |
between neighbors which is never healthy for any town. |
Angela Murphy |
Ms. Murphy said that it sounds like a good recommendation, however, the real issue is |
the trespassing. If that alleviates the trespassing, which is the root cause, it would be |
good. |
Angela Sarno |
Ms. Sarno explained that it was the Islamic Foundation leadership that came up with the |
solution. Additionally, a police report was filed when about 300 people were |
trespassing. The Jackson Middle School issue is several cars not 300 people. |
Lombard has been responsive, Villa Park has not. She said she is glad to hear about |
the No Parking, Standing, Stopping on Jackson. She further said she has a letter from |
the attorney supporting the [Cambria] Boards' decision. The people who live there |
should be able to access their own streets and it has improved drastically since the |
temporary signs were installed. |
Ruth Boburka |
Ms. Boburka commented that since the signs have been up the trespassing has |
improved. She further commented that the Police Department is enforcing and maybe |
she will have grass now. |
Art Kostka |
Mr. Kostka stated that he thinks it's a good idea. He did notice that when they were |
parking on Addison, the east end going around the bend going north, it was a blind turn. |
When the cars line up you can't see anything. |
Donna Colandra |
Ms. Colandra said that she supports everything. She further added that the other night |
was a Muslim holiday and she couldn't access the mailbox because of parked cars, |
therefore, she thinks Fridays only won't help this. |
Gerald O'Leary |
Mr. O'Leary asked if anybody has given any consideration to resident parking stickers |
instead of no parking. Anderson explained that there was some discussion, but it is not |
a viable solution. Chief Byrne further explained that the only allowable permit parking is |
commuter lots. They're very difficult to administer and enforce. |
Ahmad Khan |
Mr. Khan said that he understands we are trying to solve a problem, but he feels like this |
is targeting [Muslim's]. Install no trespassing, maybe the Village could put in only |
resident parking, maybe that would solve all of the problems. |
Naeem Baig |
Ms. Baig explained that she lives near a synagogue. On Sundays there is a lot of traffic. |
All religious facilities, people should be welcome, should be encouraged. She is against |
putting all of these signs where there are services being offered. She went on to say |
that the Chairman of the Islamic Foundation is a good person, but he doesn't live in that |
area. Nobody should be using his name as a reference because he doesn't know the |
reality of what people coming to the Islamic Foundation face. These days, during |
fasting, there are a lot of people going at 8 p.m. Friday is a special day. She also said |
that she has friends in Cambria. There are other members of Muslim faith who park |
there and there are baseball games. The truck being driven over the grass was not |
from the Islamic Foundation. |
Dawood Galaria |
Mr. Galaria stated that if you don't hit the root cause of the problem it won't go away and |
he doesn't believe that putting up these signs is going to solve the problem. |
Trespassing is the problem. Maybe there should be a small sidewalk, then there |
wouldn't be a trespassing problem. This is a planning problem, why did the Village put |
in streets too narrow? The planning and not having a sidewalk is the problem and he |
would recommend removing the sign for Friday 12-3. |
Joan Kostka |
Ms. Kostka commented that on Addison the mail truck can not get to the mailbox and |
that's a Federal offense. There are a number of times when she tries to deliver and she |
has to park in the middle of the road. Legally she could choose to not deliver the mail. |
Carmen Cassells, |
Ms. Cassells asked if the issue is for part of the day, why not just make the signage for |
the time frame, but Monday through Friday; that will eliminate the problem from the |
Mosque and Jackson School. |
Trustee Soderstrom explained that he did hold a neighborhood meeting. There were a |
number of solutions proposed and discussed, none of which had 100% majority opinion. |
After 90 minutes of discussion, it was suggested it go through staff recommendation and |
the Board of Trustees. |
Sherretz asked if there was any problem with Willowbrook students parking in the area. |
One of the residents responded that it doesn't seem to be an issue. Sherretz also asked |
what kind of parking is available for the baseball fields. Hatfield explained that there is |
no formal parking. Sherretz said that as far as the safety aspect it definitely has to be no |
parking on one side of street, but she also thinks we need to broaden the other signs |
because there are too many issues in that area that would result in parking problems. |
Difino said that he went to the site on Friday, but did not get there in time to see if the |
Islamic Foundation parking lot was at capacity. He does not know if it's a shortfall on |
parking or if it's just people parking there so they can cut through to get out. If they have |
sufficient parking his opinion is different. There is the perception that 12-3 is |
discriminatory. Another gentleman talked about root causes, you would need to make it |
Monday through Friday, which would greatly effect the residents. Difino went on to say |
that he would like to know if the homeowners association has considered installing a |
fence because that would stop the cut-through. However, right now he would lean |
towards No Parking both sides with one being Monday through Friday instead of just |
Friday. |
Nolan explained that last month this came to the Committee with very little information. |
The residents in attendance filled us in a bit. It was not brought to the Committee |
originally as a safety issue. With understanding a little more now, she thinks that |
parking should not be allowed on both sides. Specifically picking the one time that |
people are coming to worship seems incorrect, however, this is a residential street and |
the mosque is not on this street. The people that should be there are the people who |
live there. Because there is not sufficient parking for the Islamic Foundation, the people |
of Cambria are feeling the brunt of it. She further said that she does not think that's fair |
that the people who live there have to live with the trespassing. She does not think a |
12-3 restriction will solve the problems. There's still the problems with baseball and the |
people from the school. She would like a recommendation for Monday through Friday. |
Murphy commented that it is the size of the street that causes a problem. He also |
agrees that the no parking on the side with the hydrants is a great idea. However, he |
thinks that the 12-3 is discriminatory and that's a problem. If we're going to fix the |
problem, we need to fix the whole problem. He would recommend Monday through |
Friday. The trespassing is a huge problem and people in Cambria deserve to have their |
property the way they want it. |
Larkin agreed that the Cambria residents have every right to not have people |
trespassing. He further said that he is not sure he would put his name on the 12-3 |
signs, although he does agree with signing the fire hydrant side. He asked if anyone |
would be getting the baseball schedule to say no parking during games. Chairperson |
Sebby asked Larkin what he would recommend. Larkin answered that he does not have |
a recommendation because he does not think it's going to solve the problem. |
Chairperson Sebby stated that it appears that there is no question that the majority feel |
there should be no parking on the fire hydrant side, 7 days a week. However, the |
opposite side sounds like a mixed consensus, with the exception of no parking Monday |
through Friday. Nolan asked how early the problem with the students occurs. |
Chairperson Sebby reminded the Committee that another option is not to sign the |
opposite side at all, but that will not solve the trespass problem. He summarized that it |
sounds like there could be a recommendation to install no parking on the fire hydrant |
side only, and additional information would be needed before other signage is placed. |
Nolan said that she would like to see what restricted parking on the fire hydrant side |
would do for the sight distance problems. She also commented that the idea of a fence |
may be good and perhaps the Islamic Foundation would pay for it since it's their |
members trespassing. |
Chairperson Sebby reiterated the recommendation. Difinio said that he believes the |
Committee is considering signage for the other side but nobody wants to do the 12 p.m. |
-3 p.m. He also thinks that if the Committee is talking about 7 days a week, the |
homeowners need to do a poll or maybe consider some fencing options which would |
allow us to do one side and still have the other side for guests, etc. Larkin said that he |
would like more information on what Villa Park is doing with Highridge. Murphy |
answered that there is no parking on Highridge. Larkin commented that also restricts |
the Islamic Foundation parking. |
Trustee Soderstrom spoke, saying that it is his desire to work out an arrangement that |
best suits the residents because it's their neighborhood. Everybody has already agreed |
the side of the street with the hydrants should be signed. He explained that he has |
already spoken with the residents and they agree that they want something. Perhaps a |
suggestion would be to include in the recommendation that the other side be no parking |
Monday through Friday, 8 a.m.-5 p.m., which then does not target anybody, but allows |
Cambria some flexibility. Trustee Soderstrom said that he believes that would be a |
recommendation that might be acceptable to all parties. Difino commented that he |
agrees with the suggestion but does not know that 5 p.m. addresses the baseball |
problem. Trustee Soderstrom added that it has been expressed to him that the baseball |
issue is minute. |
Chairperson Sebby asked the Committee members if there was any disagreement with |
a recommendation of No Parking on the fire hydrant side and No Parking Monday |
through Friday, 8 a.m.-5 p.m. on the other side. Larkin said that he does not agree. |
Sherretz pointed out that one resident was questioning if a service truck had to park on |
the street during the day. Chief Byrne explained that the Police would only respond to |
somebody complaining about the vehicle. There was a consensus of agreement with |
the proposed recommendation among the majority of the committee members. |
It was moved by Murphy, seconded by Difino, that this matter be recommended |
to the Board of Trustees for approval to sign the fire hydrant side of all roads |
within Cambria "No Parking" at all times and to sign the opposite side "No |
Parking 8 am to 5 pm". The motion carried by the following vote: |
22nd Street and Fairfield Avenue |
Recommendation that the need for signalization at the Fairfield and 22nd Street |
intersection be studied further at a later date. (DISTRICT #3) |
Hatfield reviewed the issue and previous staff recommendation . To do another study |
would cost $3,000.00. The recommendation from Staff is to wait for the Convention |
Way signal to be installed. |
In answer to a Committee members question, Hulseberg responded that Walsh is |
responsible to construct the Convention Way and 22nd Street signal and they are on |
schedule. |
It was moved by Nolan, seconded by Larkin, that this matter be recommended to |
the Board of Trustees for denial and to wait for the construction of the signal at |
22nd Street and Convention Way and then reassess. The motion carried by a |
voice vote |
Anderson reminded the Committee members that there will be a joint meeting October |
10th at 7p.m. with the Public Works Committee to discuss the Union Pacific |
Right-of-Way barrier. Chairperson Sebby asked staff to inform the area residents. |
Chairperson Sebby informed the Committee members that the December and January |
meetings will have to be changed. It was decided that the Committee will meet |
December 11th and January 10th. If January 10th does not work, then it will be the |
15th. |
Difino asked if aerials of the entire Union Pacific Railroad right-of-way through Lombard |
could be provided at the joint meeting. Then it can be illustrated that it's a unique set up |
there. Chairperson Sebby asked if those could extend to Addison Road. Anderson said |
that we can provide those, but they would be different slides. Chairperson Sebby asked |
staff to extend an invitation to the people in Villa Park. Difino asked about the |
discussion at the Board meeting regarding maintaining the easement created by the |
fence. Anderson explained that we will be installing the fence under the beautification |
agreement, therefore, we will have to maintain both sides of the fence (trimming the |
fence line, etc.). Chairperson Sebby asked how far into the right-of-way the fence will |
be installed. Anderson answered that we have to stay at least 16' away, so we're |
looking at 19', thereby creating an alleyway. We'll have to make the perpendicular piece |
removable because we have a lot of utilities in there. Difino summarized that the |
concern is creating an alley between the new fence and private fences, where they |
exist. Larkin asked if we are also responsible for mowing the Union Pacific right-of-way. |
Anderson responded, no, they will mow up to the fence. |
Chairperson Sebby reminded the committee that another thing that was pushed around |
was putting fence on cul-de-sacs only. Difino commented that it doesn't make sense |
since you can not guarantee maintenance of the private portion. |
