Village of Lombard Legistar System

This issue has come up in the past at least 2 other times. Need to close off Frontage

Rd. in some fashion/traffic running north and south only. Deputy Chief Jerry Tonne here

to comment on issue. John Johnson stated that the Fire Dept. has a major concern

about response time if barricades are installed/1 idea would be a moderate closure (a

type 3 barricade at DuPage and one at Main). Could also post both ends "Do Not Enter"

and not to use any barricades. This would force all traffic to go up DuPage. This allows

emergency traffic to get in when they need to. The question is "Would we have

compliance/enforcement?" How much violation would there be? In the Spring we could

stripe the road to give better visuals. Then just keep testing to see what works...

Deputy Chief Tonne: He has met with John Johnson several times to discuss this issue.

Closing this road with barricades is not an option as far as the Fire Dept. is concerned.

There needs to be sufficient routes out/can't block entire industrial park in. Emergency

vehicles need to always have access. Agrees with the idea to close the Frontage Rd.

with just signs/barricades would make it difficult for plowing and could cause some bad

drifting. The Fire Dept. would support signage and striping as long as they could have

access at all times with their emergency vehicles.

John Jaugilas stated that future work on North Ave. does have a bearing on this

situation. Bunni Kempa Cassidy asked what's happening with North Ave.? John

Jaugilas responded that it is not in the latest 5 year plan. Tom Johansen stated that we

need a signal installed at Lombard Rd. and North Ave. Stan Rickard replied that the

signal would be installed at the time that upgrades were done on North Ave. John

Jaugilas stated that there is no specific recommendation on this item to date/very

difficult problems at this intersection. (John Jaugilas drew a diagram for the committee

to clarify the issues in question.) John Schwarz asked just how much traffic used the

Frontage Rd.? John Jaugilas responded that there is a lot. Closing the Frontage

Rd./traffic would be forced to use Main St. or Lombard Rd. Declare the area on

Frontage Rd. closed to all Traffic except Emergency traffic. John Jaugilas suggested

we put up signs/do additional police enforcement and observation. If this doesn't work,

we pull the signs. Deputy Chief Cuny feels that taking left hand turns on to North Ave. at

Lombard Rd. is more dangerous/traffic will try to do this rather than go back and wind

their way thru the industrial park. John Schwarz commented that we don't install light at

Lombard Rd., install "No Left Turn" on North Ave. at Lombard Rd. Look in to the

possibility of installing signal with no channelization/go with a $60,000 signal.

Co-ordinate with signal at Rte. 53/North Ave. and Main /North Ave. Tom Johansen

asked John Johnson if there are specific warrants required to post "No Left Turn" on to

North Ave. at Lombard Rd.? John Johnson and Stan Rickard both stated that we could

do that. John Schwarz felt that staff should do traffic counts on turning traffic on to

Frontage Rd.

John Jaugilas stated the committee needs to get 1 week worth of data on traffic flow on

to Frontage Rd./Main St. and Lombard Rd. Then put in some of the signage on a

temporary basis(2 weeks) and take counts again. Also, put up restriction for "No Left

Turn" on to North Ave. at Lombard Rd. No signage until traffic counts are complete.

Staff has direction from committee to do this. John Johnson asked if staff could do

"Peak Hour" counts manually? Make traffic counts at Frontage Rd. and Main and

Lombard and North Ave. Advise Board that committee would recommend installing "No

Left Turn" on to North Ave. at Lombard Rd., and also install "Emergency Traffic Only"

signage on Frontage Rd.

John Jaugilas stated that 2 weeks after signage is installed, data should be analyzed.

Also, staff needs to send a newsletter to the whole industrial park area informing them of

this plan.

John Johnson stated that this is a very unique intersection. There is a slight increase

after the school year started/due to drop offs and pick-ups. There is no other reason for

this type of intersection to be having these types of accidents except for the school year

traffic.

Michael Padecky, 500 E. Edgewood, asked the committee why not put up 4-way stop

signs at this intersections? John Jaugilas stated that their is no warrant for 4-way stop

signs at this locations. Mr. Padecky then commented that the traffic doesn't slow down

for Yield signs/what makes committee members feel that drivers will stop for a stop

sign? John Schwarz stated that police can enforce a stop sign/can't enforce a yield

sign. Lenore Gutierrez, 515 N. Edgewood, asked John Johnson if he could ask the

school to give notices to parents about the new stop signs after they are installed?

Howard Fry, 536 E. Berkshire, concurred with the staff recommendation to install stop

signs at this intersection. In his opinion, it's the cars that come down from Grace,

building up speed that disregard the Yield signs.

John Jaugilas stated that he is familiar with this area. Since Vista was improved and

Pleasant got some resurfacing/speed has increased along with the traffic flow by quite a

bit. Feels that having the stop signs will make a difference/Yield signs are judgement

orientated. John Jaugilas commented that he noticed that Berkshire is getting awfully

quick. Tom Johansen asked if this could be possibly because Berkshire in one way?

Ms. Gutierrez feels this is not a contributing factor due to the fact that the recorded

accidents were not during school hours (time this is posted "One Way"). John Jaugilas

stated that there are not any cars parked on Berkshire/makes for a very wide

thoroughfare. John Schwarz asked Dane Cuny if LPD do additional patrol on

Berkshire/staff perform speed studies on Berkshire and Edgewood. John Johnson

asked Dane Cuny if the Police Dept. could approve installation of temporary Stop Signs

at this location? Dane Cuny replied yes. Based on the Police Dept. okay/Public Works

will post temporary Stop Signs for 30 days, awaiting Village Board approval.
