Tross: state law already is written that you cannot discharge your sump pump on to

your neighbors property. Further discussion ensued. Dratnol: the dividing line is

always right-of-way for Public Works, private property is Community Development.

Kaforski: I would like to ask Dave Gorman some questions about this. Anderson: we

could postpone this item until Dave could be in attendance. Kaforski: would also like to

address the problems being created by new construction causing flooding of

neighboring properties. Tross: I have issues with a lot of information in this memo.

Committee requested that Dave Gorman be in attendance at the next Public Works

Committee meeting in order to answer questions regarding this item.

Anderson reviewed memo with committee members. Discussion ensued. Kaforski: I

would think that anything that someone needs to do to rectify their problem should be

covered under this program as long as they don't go over the cap. Mahal: but a sump

pump issue is not necessarily an overhead sewer issue. This is the "Overhead Sewer

Grant Program". Anderson: not looking for an answer on this tonight. Want committee

to think about this and bring any issues back to the next meeting. Committee would like

to continue this item to the next agenda.

Dratnol passed out information regarding this item at the meeting. Dratnol explained

what is going on with this area and reviewed the information provided by Christopher B.

Burke Engineering, Ltd. Kuehl: why do they have to leave that second hill? Dratnol:

adversely affects even more properties on Madison. This is really just Phase 1. There

certainly will be more engineering and detail involved as this progresses. Arnold: does

this include street lights, curb, gutter, storm sewer, etc.? Dratnol: it would be up to the

Board to decide how they wanted to handle, i.e. Special Assessment, etc.. Tross: this

would be the ideal time to annex these properties and completely improve the whole

area. Dratnol: have sent a copy of this report to IDOT and will be meeting with them to

discuss. Tross: could we install a "temporary signal" the way Glen Ellyn did? Dratnol: I

do not believe IDOT would approve that due to the large amount of traffic. I expect our

share of this to be about $2M; the remaining $1M would be eligible for STP funding.

Dratnol: explained the stages of the project. Tross: when could we feasibly be looking

at this happening? Dratnol: if everything moves really smoothly, it would be about 5

years (2010). This is why we are setting up a meeting with IDOT; have already sent

them a letter regarding this. Mahal: drainage will be looked at to make sure that it is

adequate? Dratnol: yes, definitely.
