Kathleen Halligan lives in condos on Finley/no "Speed Limit" signs posted. Cuny: speed |
limit is 30 miles per hour in residential areas. We do not like to post a lot of |
signs/unsightly. Cassidy: Possibly needs signs posted? Committee directed John |
Johnson to put some traffic analyzers out to check speed/drop a note to or call Ms. |
Halligan with results (630-792-1707). |

Johnson: nothing to report. Erica Nelson: What about the Metra Project we have heard |
about being proposed in Addison? Gary Rothbart: understands that there may be a |
Metra project in Addison...is this going forward and how will this affect Lombard Road? |
Johnson: talked with the Village of Addison engineer/possibility of opening up a |
commuter line to Aurora. Just talking now/nothing will be done with this for at least the |
next 5 years. Gary Rothbart: any update on the IDOT light at Lombard Rd.? Rickard: |
the last word we had is that the permit has been approved/we are hopeful that this is |
true. Gary Rothbart: this is good to know. Also, any update on the Burger King at |
North Ave.? Rickard: we have not heard an anything further on this. Kufrin: apparently |
for some reason this is at a standstill/will look in to this with Dave Hulseberg and give |
you a call. Also, will direct Community Development to give this committee an update |
on that situation. Rickard: will call John Schwarz to get an update on the signal at |
Lombard Rd. and then will report to Mr. Rothbart and Ad-Hoc committee. |

Kufrin: John Johnson has distributed a lot of information to the committee. See this as |
2 major issues. 1st: Prairie Path crossings at Main and Meyers Road. 2nd: the lesser |
crossings....recommendation as far as cutting back and improving sight/markings. |
Relatively simple answer to that part of our dilemma. Let's take care of that portion |
directly. |
Johnson: the study includes 16 crossings that include the Illinois Prairie Path and the |
Great Western Path. 2 of the crossings warranted pedestrian signals: Main and |
Westmore. Other intersections throughout the bikeways have views obstructed in some |
way. By clearing these back (40 ft. from curb), it would open up sight. Also, some |
areas need new pavement markings and signs. The Village Board directed me to look |
at funding/grants; there is a list of sources in your packets. Came down to 2 sources: |
IDOT & the Illinois Dept. of Natural Resources. This would possibly qualify for both; |
less hangups going the route of the Dept. of Natural Resources (can ask for a waiver of |
retroactivity with this option) Pool: how many accidents have happened at Westmore |
and Main crossings? Cuny: doesn't have this info. Pool: Could we just use a yellow |
flasher? Johnson: needs a regular ped. signal with a delay action of time to keep the |
flow of traffic moving. Studies have shown that speeds and attention drivers give to |
flashing yellow and red signals is not effective/IDOT removing flashing yellows. Gron: |
in California, they have a pedestrian traffic law/does Illinois have this law? Johnson: no. |
Cassidy: can we apply for both grants? Part of one/part of another. Rickard: could |
apply for both. Kufrin: agrees with Bunni's suggestion. If we apply for both...even if it |
takes years to come back with the money...we'll still take it. |
Kufrin: Let's clean up sight obstructions....Have Public Works try to get assistance from |
the County. After exploring help from county/the Village would take on this procedure. |
Let's address this is 2 phases: |
Phase 1: Clean up site obstructions at various locations/redo pavement |
markings/update and install signs. |
Phase 2: Ask John Johnson to go ahead and apply for grants. Ask Public Works to |
spell out exactly what is being proposed (submit an Engineering site plan of proposed |
signals). Also, check funding through Hotel/Motel tax. Since site plan is not developed |
yet...do this for the earliest possible Village Board meeting date. Sometime in |
November is probably realistic to present to the Board. |

Johnson: met with Safety Committee at Westmore School/they want the Bus Drop Off |
Zone as it is now/rearranged some things out there and painted some yellow areas for |
Bus Drop Off only. Made a better drop off Zone for parents to drop off children/posted |
better signage. Have educated the parents. School reports that the new system seems |
to be working out very well. They are very satisfied. Kufrin: Should we close this item? |
Johnson: before the buses were pulling in on angles/school has sent home newsletters, |
etc. to educate parents. Gron: Is there a teacher on duty out there when buses drop |
off? Johnson: yes, and they can enforce different signage and zones. |
Dick Tross: Please forward a report on this back to the board/wants curb cuts by |
schools. District 45 may agree with this... but this is not safe. Keep this open for further |
information in the future. Kufrin: we have satisfied the school and district requirements. |
Tross: You know the problem with parents dropping off kids by a school bus dropping |
off. Kufrin: we have satisfied their requirements. Tross: Madison school now does |
have children dropped off in the parking lot...otherwise the children are dropped off in |
the street. Need to put children out of harms way. Cassidy: Are children being |
discharged on curb side? Johnson: yes, and by curb cut. Cassidy: bus drop offs are |
covered. If parents choose to drop children off in unsafe areas...what can we do? |
Kufrin: seems to be very congested in this area ...asked Dane Cuny if there have been |
any injuries in this areas. Cuny: not that he is aware of. Johnson to forward report to |
the Village Board on exactly what has been done at Westmore School Bus Drop Off |

Kufrin: talked to principal of Glenbard East, Jackie DeFazio/is in attendance. This |
public response was predicted with the last accident that occurred out on Wilson. |
Kufrin: any comments from public or Dick Tross? Tross: I can't believe that this |
committee is addressing something just from a Speak Out article. I talked with residents |
recently about the approved parking on Harding again...now they want the "No Parking" |
back. I think the parking should remain on Wilson. Lombard had enough forethought |
to address this issue 3 years ago. That parking is right up to the fields and schools. It is |
in the best interest of both the school and the community to allow those limited parking |
spaces. Kufrin: this item was brought to this committee because it was an issue |
brought up by the residents. It was not the intent to jockey around the parking spaces. I |
talked to Jackie De Fazio earlier, however we were looking for safety measures. Could |
the students be prohibited from going after fly balls and wait until the end of the period? |
Asked about some sort of a chain link fence with limited accesses to the fields. Her |
reaction was that this was something that could be studied. Looking for input from the |
committee for suggestions to improve the safety conditions there. |
R. Termunde: Wilson is used as a cut thru to avoid Roosevelt Rd. Most of the speeding |
offenders are women...has called the Police Dept.and asked"Can you slow down the |
speeding on Wilson Ave."? PD sent out the bike patrol which is not working. What we |
really need is to post Stop Signs at Elizabeth and at Edson on Wilson. Kufrin: You |
would probably have a lot of rolling stops....Asked Dane Cuny how much control can |
you offer to help this situation? Cuny: he requested that this be put on the agenda...felt |
that a Public Forum is the best way to discuss this situation. This was a very |
unfortunate incident. M/M Polak: Possibly no cars parking in that specific area or open |
up area somehow by the tennis courts. Cuny: wasn't aware that this occurred right at |
the spot where the tennis courts open up...will have someone check this out to see if |
possibly a parking spot would need to be eliminated. PD has limited resources...gets |
down to the point that we cannot have someone posted on Wilson 24 hours a day. |
Agrees that the Bicycle patrol probably isn't a real deterrent. Speeding is happening all |
over town...continuous problem that needs to be addressed constantly. Kufrin: asked |
Mr. Termunde if certain hours are worse than others. Termunde: 4-6pm and 7-9 am. |
Kufrin: what are out capabilities here (speed bumps)?? General Response: No way. |
Johnson: Posted speed limit is 30 miles per hour. Tross: speed trailer placement along |
here would be difficult...if we find a resident that doesn't have a parkway tree...could we |
put in parkway? Possibly westbound and eastbound on different days...Cuny: We don't |
want to cause more accidents with this..need to try to keep it off of street. Try to put in |
someone's driveway apron after they leave for work. Gron: What is the criteria for |
lowering this speed limit? Cassidy: couldn't John analyze this for next meeting/look at |
safety conditions and report back to us. Cassidy: do we need this analysis to perform |
an action? Pool: what does it take? Johnson: Need to perform the traffic analysis or |
we can't enforce/won't hold up in court. Cassidy: Everything we do is just a band aid for |
Glenbard East/parking is a problem. Kufrin: There will be increased patrol/electric |
patroling/safety study and analysis. Kufrin: asked Johnson to clarify that in fact we |
cannot post the sign to lower speed limit without the study? Johnson: if we post it can't |
be upheld in court. Cuny: if they are speeding, lowering the speed limit may not be the |
answer. PD will put out a decoy car....with sleeping officer...have sleeping officer be |
awake! Kufrin: seems that the problem really is not the parked cars...it is the speeding. |
Johnson: there is a marked crossing at Wilson and Elizabeth. M/M Polak: there is no |
marked crossing by the tennis courts, and this is where the kids tend to run out. Kufrin: |
both Jackie DeFazio and John Johnson will look at and address the issues discussed. |

Cuny: he submitted this item/PD brought to his attention that cars were parking on both |
sides of Morris Ave. which caused cars to have to stop on Main St. for long periods of |
time when turning on to Morris. Felt this was a dangerous situation/requested that North |
side of Morris be posted "No Parking". Dick Tross: would like to see both sides posted. |
Cuny: feels that posting one side is adequate. |
