Chairperson Sebby reviewed the options from the last meeting.

Ms. Ahrens reported that she talked to residents at 10, 14, 22 & 23 S. Highland Avenue

and they were unable to come to a definite conclusion. They don't want to

inconvenience the residents; the ideal solution would be for the employees to park at the

businesses. Chairperson Sebby explained that he discussed the situation with Mr.

Hulseberg and the issue is that the Police Department can not issue tickets without

signs posted. The Police Department can give a verbal request but two days later they'll

be out there parking again. Ms. Ahrens explained that the "No Parking"

recommendation shown on the map provided by Community Development is a bit

extreme. There are also people that park there to use the Great Western Trail or go to

Westmore Woods. Chairperson Sebby asked Ms. Ahrens if she wanted no parking.

Ms. Ahrens replied that she would like no parking signs north from 22 S. Highland.

DiFino commented that there is a blind spot for the trail, if there were a kid on a bike you

would not have enough time to slow down. Chairperson Sebby asked if signing to 22 S.

Highland is far enough back. Deputy Chief Cuny commented that 180' of walking may

not discourage them and it may upset the neighbors there. Ms. Ahrens explained that

she really believes the used car lot has no where to park but the street. Chairperson

Sebby suggested that if it were moved to 60 and 61 it may discourage them. Murphy

suggested that making the entire length one or two hour parking would still allow people

to access the Great Western Trail. Ms. Ahrens pointed out that if it's signed to 23 it

would at least protect people coming off the path. She further commented that 14 S.

Highland is in favor of Monday-Friday, 8:00 a.m.-5:00 p.m. and 23 S. Highland is more

concerned about the path. They suggested that if the people parking could not park so

close to the path or driveways, maybe stripe parking spots. Ms. Ahrens read the

comments from the residents that she spoke with. Ms. Solyom commented that she

liked the idea of no parking down to 23 and that she would not want no parking in front

of her own house. DiFino added that at the very least it seems you need no parking

from 22 or 23 to St. Charles and then maybe 10 a.m.-2 p.m. to 54. Ms. Ahrens pointed

out that then the residents that live there can't park there either. She told the committee

that although the car dealer doesn't appear to have any other space to park, Goldin's

office has 11 spaces and looks like they could fit a couple more. Ms. Ahrens suggested

that the business east of the car dealer has very few cars, maybe they [the car dealer]

could rent some spaces there. Mr. Ahrens asked if we could try signing to 23/22

Monday-Friday and see if it does any deterring. Chairperson Sebby explained that if the

Village posts signage it will take some time, and we don't want to start putting signs up

and taking them down. Schwarz commented that the Village has gone through this

same situation with commuter parking and the high school. Chairperson Sebby said

that we could start here and move it further south if need be. Mr. Ahrens asked if

anything ever changed at the corner, i.e. a new business moved in there, could the

signs come back down. Chairperson Sebby explained that would have to petition again.

Chairperson Sebby expressed concern that the people at 27, 28, 32 and 33 are going to

end up with all the parking. Ms. Ahrens asked Deputy Chief Cuny if the Police could tell

them not to park behind the driveways. There was general discussion regarding from

what point north the signs would be posted. Ms. Solyom was adamant that she did not

want the "No Parking" in front of her house.

Mr. Slocum explained that he has lived there for 35 years, there is very little parking on

the street during the daytime or evening hours, however, come the weekends there are

more cars parked there. The landscapers sometimes park on the wrong side of the

street. He has never seen an accident. He further commented that the Robinson's

across the street also don't feel it's necessary. Ms. Slocum pointed out that most of the

parking seems to be on the south side of the street. She further stated that when you

put up no parking signs it creates concern about visitors parking on the wrong side and

getting a ticket. There is always someone who's not going to like the fact of no parking

signs. She also commented that there is a Pace bus that comes down Washington.

Schwarz pointed out that the parking that is on the street acts as a traffic calming

measure. Murphy commented that he has been in that area when the buses are trying

to turn from Westmore and if there is a car parked there it can't make the turn. Ms.

Slocum added that when there's a bus coming you have to stop far back and some

people don't know that.

Mr. Urban explained that he's had five accidents in six years all of which were hit and

run. He has to park in front of his house because his driveway is narrow and short. On

the north side there are fire hydrants and it's posted no parking in Villa Park, would like

to continue it one more block. Murphy added that if cars are on both sides, the buses

don't fit. Mr. Urban added that the landscape trailers are a problem and he knows buses

hit two of the cars. In reality there is not that much space between fire hydrants and

with the disaster at Westmore and Washington it should have been done long ago. He

further commented that the Pace buses don't belong on Washington. DiFino asked if

other neighbors share his concerns. Mr. Urban responded that the neighbor to the west

does.

Murphy said that he would be in favor of putting no parking on one side mostly because

of the size of the street. It's more of a safety issue. DiFino agreed and further

commented that there is always progress, and with progress there has to be change for

the sake of safety. Sherretz commented that the times she's driven down Washington

there didn't seem to be a lot of cars parked on the street. Schwarz commented that the

ideal situation would be to get the bus off of Washington. Kuehl drove it yesterday at

5:00 p.m. and didn't see one car on the street, but with the narrowness of the road he

does concur that we should do something and with the hydrants on the north side, that

would be the logical choice. Ms. Alberti spoke saying that she has lived on Washington

for 50 years. They don't have many cars parking on the street. She agrees that the

buses don't belong on Washington. The bigger issue is all the speeders coming off of

Westmore. Motorcyclists are racing down the street constantly. Ms. Slocum added that

there are a lot of accidents at Westmore and Washington. Murphy pointed out to the

residents that if there are not a lot of cars parking out there, then signing no parking

should not be an inconvenience to the residents. It would be more to ensure that you

don't get two cars parking across from each other with the bus coming through.

There was general discussion regarding the bus and whether no parking signs were

necessary.

Chairperson Sebby recapped the discussion; some of the residents see it as

unnecessary, the committee has some concerns with the path of the bus, which isn't

going to change in the near future, the width of the road and quite a few homes that

have to park on the street . Until the road is widened or the bus path changes, we need

to figure out how to get more room on that street. It looks like this may be the direction

we're going to go. Ms. Alberti asked if the street could also be patrolled better by the

Police Department.
