The meeting was called to order by Chairperson O'Brien at 7:00 p.m.

It was moved by Sherretz, seconded by Corbino, to approve the Minutes of the

August 4, 2008, meeting. The motion carried by a voice vote

Residential Area Speed Limit Reduction

Chairperson O'Brien asked if this would include collector streets. Johnson answered

that he did not believe so. Goldsmith reviewed the item. Nolan asked when the last

village-wide study was done. Johnson answered that there has not been one. Difino

commented that it seems when going into economic decline, maybe this would be better

served if we did it on the upswing in a couple years. Chairperson O'Brien pointed out

that looking at the study it says that the reduction of speed limit really only reduces

speed by 1.5 mph. A lot of speeding is just perception. The report basically says it

would make people feel good, but for $90,000 that money could be better spent

elsewhere. Chairperson O'Brien went on to say that he does not think the we need to

do a study at this time. Several committee members agreed with his opinion. Sherretz

asked if it was passed if the Police Department could even enforce it. Deputy Chief

Cuny answered that it could not be effectively enforced. Snead added that the

Committee relies on these studies from the Police Department and Public Works. In

going by what is provided to the committe, everything says it would be based on

perceived safety rather than technical warranting.

Recommendation of the Transportation and Safety Committee

For a proposed ordinance to prohibit depositing ice or snow on public streets, alleys or

sidewalks.

Goldsmith reviewed the item. The ordinance provides clarification which will allow the

Village to enforce snow left in the street by contractors. Chairperson O'Brien asked if

the Village has ever given someone a citation. Deputy Chief Cuny responded that the

PD has, in fact a contractor caused an accident by leaving a large mound of snow on

Johnson reviewed the item. Based on what was analyzed, the data just meets or

slightly exceeds all four warrants.

Mr. Edwards said that he was here to ask that the Committee to seriously consider and

act on this item. First, anybody who tries to get onto those streets with any regularity

can see how busy and dangerous it has gotten. Through traffic on 22nd is very busy.

Secondly, Fairfield is complicated, there are two lanes in each direction on 22nd and

turning lanes for both directions, which makes 6 lanes to try to cross. Also, Target, has

brought additional traffic. Thirdly, residential development north of 22nd has grown. If

you walk to Target it is no easier a task than driving. Some of those people are not as

spry as they may have been and it's a danger when they cross.

Chairperson O'Brien asked if a signal were installed if it would be interconnected.

Johnson answered that it would so that the timing would be coordinated. The only time

it would differ is when and emergency vehicle goes through Highland and 22nd.
