Village of Lombard Legistar System

Robert Lewis reviewed the preliminary report. Laterals and manholes are the biggest

causes of inflow and infiltration in the area. The sanitary sewers on E. Sunset, N.

Garfield, W. Goebel and W. Potomac need complete repairs to improve capacity

problems. Robert asked for a concensus from the committee to begin strategic repairs

as outlined: Replace manholes and perform structural repairs on the above listed

sewers. The area west of Main St. would be completed first with the road construction

project. The remainder would be budgeted for upcoming years. There was a

concensus among the committee members to proceed per staff recommendation.

The committee also recommended that staff continue to look for ways to reduce the

inflow and infiltration in this area and add this to the CIP as a separate project to be

budgeted for.

Mr. Coons asked if any of this would help his flooding problem. Robert and the

committee explained to him that any incremental work will help him. Robert also

explained that for Sunset he would recommend replacing the sanitary line and installing

a larger sewer to take the additional flow from inflow and infiltration. Right now there is a

50% chance of a surcharge on that line. With the recommended repairs it should drop

to a 10-20% chance of a surcharge in a rain event.

Stan Rickard reviewed the recent events with the committee. Eugenia is part of Special

Assessment 213/214 scheduled for 2000/2001. The policy for basic public

improvements is 28' street, curb and gutter, storm sewer, sidewalks on both sides, trees

and street lights. The residents of Eugenia are asking that no sidewalk be installed and

the street not be widened.

Stephen Preins pointed out that with that policy we're talking about a typical street.

Eugenia is not a typical street. It is certainly an exception.

Robert Lewis explained that it is a policy issue and will have to go to the Board of Local

Improvements. Staff could bring a recommendation to BOLI not to install sidewalk and

street lights.

Mark Ahlenius wanted to make sure that the turning radius would not be a problem for

the Fire Department. Robert Lewis responded that there would probably be a parking

ban on Eugenia. Mark felt that people would be OK with that as long as they did not

lose their mature trees.

Mark informed the committee that Trustee Ralph Borgatell is "for" the residents view on

this. Mark also stated that he hopes the Board of Trustees would heed a

recommendation from the Public Works Committee. Mark also if they only redo the

street, would the residents be charged for a full improvement? Stan Rickard referred

that question to the committee. If there were a lesser improvement would the committee

agree to a lesser assessment? There was a concurrence among the committee

members to charge a lesser assessment.

Monica Kelly was concerned that if the road goes any higher it would increase her

flooding problems. Stan Rickard explained that many times they lower the road. Robert

Lewis confirmed also that drainage is looked at with every project.

Steve Freetly asked if the road were reconstructed would the village still put in a storm

sewer. Robert Lewis responded that it would be a protection of our investment. He also

suggested that the residents work with Public Works Committee and BOLI for some type

of improvement rather than do nothing at all. That way, maybe you will get something

that everyone can live with.

It was moved by Hallbeck, seconded by Preins, that the Public Works Committee

recommend to the Board of Local Improvements that improvements on Eugenia

include only new street and modified curb not to be widened beyond the existing

width. The motion carried by the following vote:

It was moved by Hallbeck, seconded by Preins, that this matter be recommended

to the Board of Trustees for approval. The motion carried by the following vote:

John Kaforski asked if staff could find a better way to mark trees for trimming. People

are complaining about the white dots, because they do not fade quickly.

Stan Rickard assured him staff would look into an alternate method.

John Kaforski spoke to staff regarding his concern for the morale of the employees.

With such a large CIP he wanted to be sure morale was not jeopordized.

Gordon Hallbeck asked what is going on with all the water in the street on S. Fairfield.

Stan Rickard explained that it is overland flow and Public Works will be installing some

edge drains.

David Arnold suggested that when the permanent work is done to the intersection of

Highland and Washington, that maybe it could be done after school lets out to avoid

having the heavy equipment around the kids. Stan Rickard asked if would be

acceptable to do it soon if it were performed in two consecutive days. David Arnold was

agreeable to that but wants the school notified prior to the work.

Joan Destephano asked if St. Charles Road could be plowed differently. The windrow

makes it impossible to make a left turn off of Lincoln. Stan Rickard explained that it is

village policy to remove the windrow that night. The reason for the windrow is to avoid

snow being stacked on the downtown sidewalks.
