Fran Gouley, 439 N Stewart - Came to talk to the committee regarding a big mobile

home sitting in the driveway next to hers that sticks out past the sidewalk (35' long).

According to code you can't have a fence or bushes that high by the sidewalk. The

mobile home is at 431 N Stewart. Dane Cuny-have you talked to the people? Ms.

Gouley-yes, they said to do what you have to do. John Johnson-if it's over the sidewalk

the police dept. can issue a ticket, but there is no restriction on the height if it's not over

the sidewalk. Paul Kufrin-it may be we'll have to take some new action to be able to do

something about it. Ms. Gouley said that she called last Fall and it was supposed to be

investigated but she never heard anything back. Dane Cuny said he would look into it.

John Johnson - The original ordinance for designating a construction zone did not

include detour routes. This year we ran into a problem with parking in detour routes.

This would give Public Works the right to post no parking signs, temporary speed limits

and temporary stop signs if need be. Greg Gron - If these people are in a construction

zone, they are already looking for parking spots. John Johnson - this is only for the rare

cases when something may develop. John Jaugilas - This is essentially changing the

ordinance to, if it's necessary, it can be posted. John Schwarz - Do you have some

criteria for detour routes? Why do you have to wait for detour routes to be in place to

discover these problems? Greg Gron - Another thing to think about would be the elderly

and the disabled. Can't we pick one side of the street? John Johnson - Yes, we don't

want to go in there and do a complete change over. In most cases we won't have to do

this. It just gives us some latitude. Dolores Cassidy - Is there some reason why this

can't always come before T&S. Dane Cuny - Usually time is of the essence.

John Johnson - Residents at 227 Troy Lane requested that the village look at accidents

on Route 53 and Meadow. It appears an increase in accidents started after 1995

approximately when Columbine Glen Subdivision went in. One option would be to

re-stripe Rt. 53 to provide a left turn lane starting at Woodland to the Columbine Glen

entrance. Another option is to wait until all the subdivisions are complete and then

conduct a traffic study to determine if traffic signals are warranted along with full

intersection improvements. Mrs. Paul - Talked to Highway Dept, they said to talk to

John Johnson and whatever he feels it would take to correct this problem they would

come out and do it if it's OK with the Village. Louis Paul, 232 Troy Lane - 8/16/97 was

rear ended at 50 mph at intersection, the car was totaled. Paramedics stated because

he was driving a bigger car and he had on a seat belt, he did not go through the

windshield. The other driver did not even have time to hit his brakes. Marjorie LaBarge,

225 Troy -Amazed to see the number of accidents accounted for. On any given day &

especially on weekends the brakes are constantly squealing. She makes it a point not

turn off of Rt. 53. John Johnson - It is a difficult area. (At this point the committee

watched a video tape of the area) John Johnson - We would have to request IDOT to

look at the proposal. John Schwarz - John is right Rt. 53 is not in the jurisdiction of

Lombard. We should approach IDOT with a proposal and a scaled drawing for the

re-striping. Also ask them to do a study of their speeds. If you open it up with a left turn

lane your probably going to see speeds increased. Dolores Cassidy - Is Woodland far

enough up so that you don't back up traffic? John Schwarz - You can't do it just north of

intersection. John Johnson - It would be north several hundred feet. Greg Gron - With

the left turn lane going in at Meadow is that enough paved area for that? John Johnson

- Yes, this wold provide a protected left turn lane so through traffic can still flow. Greg

Gron - How many cars are going to be allowed to sit there? John Johnson - 4-5 cars.

Stan Rickard - What we're looking for now is a study of probably 10k or less, we'll need

Board concurrance to initiate that study, so a recommendation would need to go to the

Board of Trustees.

Jill Cahill, 831 E. S. Broadway - Concerned about 5th graders crossing kids. Between

7:45-8:15 and 2:15-2:45 there is a lot of school traffic. She has gotten no support from

the school. Major concern is the 15 minute span that is more condensed. This is the

perimeter of the school and these are 5th graders, they're not paying attention. Met with

Sharon Brawn and her idea is stationing herself at the school buses. Ms. Cahill feels

very uncomfortable sending her kids to be crossed. She first got interested when she

went to pick her daughter up at school and there was no crossing guard. The next week

she got a call that her daughter was in the office because there was no crossing guard.

When she met with Sharon Brawn in early February, she was told that most of these

kids don't want to be a patrol guard, they have to be recruited. Sister-in law went to pick

up kid from school one time and crossing guard sent kids running across street when

there was traffic coming. The PTA and school stood her up tonight. Not going to get the

support from the school, they don't feel this is their responsibility or their problem. The

concern is to have an adult crossing these kids. The majority of the traffic that is at that

intersection is between 15 minutes before and after school, with parents dropping off

and picking up their children. The majority of the traffic is school traffic. She discussed

with John Johnson that maybe they could get a pedestrian signal. John Jaugilas -

Would like to hear committee comments. One thing is maybe go to the press. If that is

what you're hearing from the vice principal and or principal maybe other parents should

know about this. What are our options here? You made a comment about a pedestrian

signal? John Johnson - Worked with Westmore School when they were having some

pick up/drop off problems. They sent some newsletters home and it did seem to correct

itself. They do have a safe walking route. William Pool - (to Ms. Cahill) Have you been

to the superintendent alot of principals don't like to make waves. Dolores Cassidy - Our

committe gets alot of requests for crossing guards, yet we are under pressure to stick

with the amount of crossing guards we have. This is a responsibility of the school. Ms.

Cahill - PTA told her because it's not right in front of the school, they're not responsible.

John Jaugilas - With crossing guards we go by the number of kids crossing. Ms. Cahill -

Can we do a study and include the kids from Highland, Ahrens & School and have them

cross at one place. John Johnson - The school should have locations of where children

are coming from, we can do a hypothetical. John Jaugilas - Until there are a larger

number of student crossing there, it would not be warranted. Ms. Cahill - There is a

crossing guard at Maple and Highland, all those kids have to cross Division. John

Schwarz - There's more traffic on Maple. Ms. Cahill - No, when parents are picking up

and dropping off there are a lot of cars. John Johnson - It peaks about 100 cars in the

a.m. & p.m. He will contact the school and get maps. John Jaugilas - Let us see what

we can work out with the school. Maybe they can have 2 person stations with 5th

graders. Maybe they'll start taking some notice of what's happinging. Dane Cuny

suggested to John Johnson that he coordinate with Officer Jordan to meet with school.

Frank Gatz - You'll get alot done with them, if you sit down and talk with them. Ms.

Cahill - Cross walk is a bit faded. John Johnson - We'll look at it.
