Goldsmith: reviewed item with committee members. Goldsmith presented topo maps of

last 8 storm events to committee and residents in attendance. Tross reviewed changes

to the area of the pond over the past years, including CHAW project, playground, etc.

Goldsmith continued with his presentation. We are still trying to find out why what

happened did happen. Gorman: writing a scope of work for engineering firm for Vista

Pond. Reviewed some of the points with the committee and residents. After speaking

with FEMA, we can submit a worksheet for funding on this project. Tross: have we

televised what goes from there over to Gatz Pond? Gorman: yes, and it was clear.

Kaforski: how close is the pond in Villa Park to this? Dratnol: right next to it. Tross: I

do not understand why this pond had a problem and Gatz did not. All indications are

that this should not have happened at Vista Pond. We need to find out why it did in fact

happen. Hulseberg: the good news is that we are all on the same page with this. Staff

is out there working on this and looking for the solution. Tross: did anyone check

during this storm what was happening at Gatz Pond? Was the water flowing there the

way it should have been? Gorman: I did drive out there, and I thought that Gatz Pond

would have been higher than it was. Further discussion ensued. Adams: there have

been quite a few times that the water has been in my front yard. Frerichs questioned

the possible relationship between the Lake Michigan water and the water table in

Lombard. Could a retaining wall of some sort be built around the pond/path area to

hold the water back? Gorman: that is not ordinarily what you want to do. Hulseberg: it

would not be cost effective. Tross: we can pump the water out quick enough. It won't

work if the straw is plugged. Hulseberg: once we get the report back, we will have the

information that we need in order to address the situation. Tross: I want to know why

this happened. Can we look at how much water we pumped to Gatz Pond over the past

years? Dratnol: not sure if we have the monitoring stations to track this. I'm not sure if

we have the data on that. Mahal: possibly the slant of the area bringing the water in

from Villa Park had an effect. Gorman: we are looking at that. Residents requested

that pumps and lines be kept on hand in case of emergencies that could happen prior to

the study being completed and changes made to the pond. They also questioned

Finance Director Tim Sexton in attendance. Hulseberg: reviewed memo from Carl

Goldsmith through himself. This is just a draft. We are anticipating that this could be a

3-year window. We are going to push off what we can. We need to be prepared for

some things that may just come up, like Vista Pond. Hulseberg: expanded on the

changes, etc. to the CIP. We are buying 513 S. Finley. Also trying to acquire property

next door. We are trying to keep our services going so we need to move some money

around. Hulseberg: reviewed Capital Bill in Springfield. There is still $9 billion out

there. Tross: $1 million in street lighting on Main St. - is this really practical at this

point? What about the money we need for the streets? Pretty soon we will not be able

to resurface some of these. Kaforski: biggest concern is the general maintenance.

Seal coating, concrete rehab, etc. Tross: even the $1 million for the salt dome. We

need to see what streets have been done, what streets still need to be done, and

change some of the priorities. Hulseberg: understand what you are saying, and we will

address this situation. Tross: right-of-way beautification out of Hotel/Motel. Need to

add more to the sidewalk program. Tross: want a specific amount as far as concrete

and asphalt program. We want to know what streets are proposed to be done. Dratnol:

where should we go with the concrete rehab program; what streets do you want to be

done? Tross: really talking about the asphalt program - we need to follow through with

this to keep the streets up.
