John Debelevich and Doug Behrens from AM Regional Taxi Company in attendance.

Doug Behrens gave a short history of the company. (In item # 020097) 24 hours per

day, like working with seniors, work with taverns. Financially strong. Own all of their

equipment and cars. Want the business from the town of Lombard. Debelevich: we

really want to work with seniors. They are steady business and need service. We help

them in and out of the cars and are concerned about their safety. Would like to service

Lombard as a community.

Ellen Balsamo: Jean and I have looked carefully at their application and everything is in

order. We would like to bring this to the board if you approve. Reminder...still looking at

DuPage Transit program. Want AM Regional Taxi to be aware of this.

John Schwarz: What did you do before opening this company? Debelevich: I worked

for Courtesy Cab in Downers Grove. Everyone needs to get through me before they

can drive for this company. We test them on the maps and knowledge of the area. To

take 65% of the other company's business by earning the seniors fares is a great

accomplishment and we have done that in Downers Grove. John Schwarz: Do any of

your drivers have their own cars? Debelvich: Yes, but they need to go through us first.

John Schwarz: What is the anticipated response time for a call? Debelevich: 15

minutes. John Schwarz: (to Ellen) Is this a good response time? Ellen Balsamo: It is

in our ordinance, I believe, that the response time needs to be within 30 minutes.

Haven't received a lot of complaints about this lately. John Schwarz: Is the police dept.

satisfied with the application? Dane Cuny: Yes. Ed Bedard: I believe we did away with

the police dept. doing safety inspections any longer. Art Kuehl: How many vehicles do

you have? Debelvich: We have 10 vehicles. Average year is 1994,1995. I purchase

these vehicles myself and am very mechanically inclined.

Ginny Macaione (District 44 coordinator): addressed the Rte. 53 left turn lane issues.

Macaione: Circulated drawings of the bus routes. Park View School - borders go south

of St. Charles Rd. on Rte. 53. Madison School - length of time on bus, safety issues.

Same with Glenn Westlake School. Creating a length of time on the bus that is not safe.

Talking with Township and Village to see if they can post signage "for Busses only". Bill

Pool: Village has jurisdiction over Harrison and Charles Lane. Township has

jurisdiction over Madison and Harding. Trustee Soderstrom: Board took this and

recommended that all intersections be posted "No Left Turn". This committee's original

recommendation to the Village Board was to post only Harrison "No Left Turn". John

Schwarz: Our recommendation was overturned by the board. Trustee Soderstrom:

First recommendation was to leave Madison as the only street open as a signalized

intersection. The board changed the recommendation to close Madison also. Art Kuehl:

Is Madison the only street that you need to make a left turn at? Macaione: Either

Madison or Charles Lane would be sufficient.

Jackie Scott.: I use all four of those streets to get back and forth to work. My initial

feeling was that if most of the residents that live on these streets really do want this I

would just go with it. I took a poll and hit 52 houses, 15 not home, 9 happy, 30 are not

happy. (submitted a copy of poll to committee) No access for the people who are living

in this neighborhoods. The people want access to their neighborhoods. They want a

monitored speed limit. Harrison was the easiest road to turn on. Charles Lane very

potholed, Madison has the hill, Harding has site hazards. Cost is an issue along with

safety, and need to notify people of changes.

Renee Laske: It has been wonderful since they put the signs up. I do not want to bear

the brunt of the traffic coming through Lombard. It has been great; I can actually back

out of my driveway. Don't dump all of the traffic on to Madison please.

Trustee Dick Tross, 752 S. Main: To the District 44 representative that is here. We

Trustee Karen Koenig in attendance to address the committee about this issue. Trustee

Koenig: This issue was brought before you in September or October. The board chose

to deny this request for a 4-way Stop sign at 17th and LaLonde. Since this time, I have

had some new things come to light. One of the residents in this area is blind and a Stop

sign would be helpful for her. At Highland and Eastgate there is a new medical center

being opened sometime this summer. Speeding issues are with Montini students and

parents. 5% increase in traffic will be caused by the new medical center. Looked at

many different things to try and solve traffic problems. I believe that the committee

commented that if 17th was stopped, there was a concern that it would just funnel the

traffic to 18th. I think that this would be the better way for the traffic to flow. I told the

residents that I would come and present this to the committee to ask for a positive

recommendation by this committee to the Village Board.

John Johnson: If there is a worry about cut through traffic, would they consider putting

up "DO NOT ENTER" signs at 17th and redirecting traffic to 18th? Trustee Koenig: We

did look at the option of cul-de-sac with the developer but there was not support for this.

I think that there would be support for this depending upon where the residents live.

Personally I do not want to put up more Stop signs in the village than are warranted.

John Johnson: It would be an inconvenience to the residents on 17th but would reduce

cut through traffic by 50%. John Schwarz: How many doctors will be in this medical

facility? Trustee Soderstrom: Not sure but will be a 2 story building that takes up about

3 lots. Art Kuehl: What criteria would we need to post Stewart "One Way"? John

Johnson: We do not have jurisdiction over Stewart. Trustee Koenig: I believe that we

did incorporate Stewart along with the Medical Center. Trustee Soderstrom: Once the

medical center comes in, they will petition for this. John Schwarz: Has anything

changed at LaLonde and 17th since we last visited this item? Traffic conditions are

pretty much the same, but we are looking at the future on this. Let's wait until the

medical center is built and then revisit this item. Trustee Koenig: There was no other

way I could find to help ensure these residents some sort of a solution. Not sure if you

are aware, but the speed limit was reduced to 25MPH in this area. Art Kuehl: How

about posting "Do Not Enter" sign n/b Eastgate and Stewart for n/b traffic on Stewart?

Ed Bedard. John Schwarz: I can see another Rte. 53 issue coming up here. Would like

to have Trustee Koenig go back to the residents in this area and ask their opinion about

the "Do Not Enter" approach to solve the problem.
