Mr. Soldwisch addressed the committee with a request to recommend that the proposed

sidewalk, as part of the Route 53 Improvements, on the west side of Route 53 south of

St. Charles Road end at his north property line. There are 13 mature trees that line the

current property line, which currently serve as a sound-break, help with air pollution and

shade the house. If IDOT goes forward with the property acquisition for the sidewalk

those will then be in the right of way.

The committee discussed the pros and cons of sidewalk installation in front of Mr.

Soldwisch's home. Dratnol explained that deviation from the sidewalk policy has only

been allowed in very specific circumstances. In the future, someone else may own the

home and want a sidewalk there. Frerichs pointed out that the sidewalk does not serve

any public interest since it dead ends at a bridge abuttment. Sebby suggested any

further sidewalk deviation requests from the area be looked at on a case by case basis.

Dratnol-Sternberg and Archibald have been in for presentations. I would like to talk

tonight about what the committee would like to see. We'll come back with a draft policy

incorporating the committees recommendations. For residential areas, I believe the

committee recommendation was Sternberg Main Street fixture with a cut off fixture, light

topmounted, type 3 photometrics (light projected sideways), prismatic lenses. Sebby-I

want to make sure that the guys in the field can work with what we're purchasing.

Dratnol-We're comfortable with the product and it gives us a standardized product so we

know what to stock. We're looking at concrete poles. Kaforski-The flared looks better.

D Mahal-Is that still direct bury? Dratnol-We can look at that.

Arnold-I don't know if anybody had any interest in that other style bulb. It's a difference

in power consumption, life of the bulb, and light output. If you could have it sealed up

better, use less power, less poles and less fixtures and extend your maintenance out a

few more years. I think we should look at it a little further. They claim that with lower

wattages you get the same intensity or more. I'd have to pay somebody to do design

and run a side by side comparison. Arnold-I would like to go see what it looks like in

Oak Park. Dratnol-We would have to do a side by side comparison. Sebby-If we gave

our specs to this contractor would we be able to utilize their services as a possible

marketing tool? Dratnol-I would question what they gave us if we give them Sternberg's

photometrics. Dratnol-The minimum lighting you want is to light intersections and mid

block. So you're talking about a 300' spacing. The original criteria in CHAW the

photometrics were not the governing criteria, it was just 150' spacing. It was an arbitrary

standard. If you run the photometrics, the spacing went down to 100'. Kaforski-That's

an example where the photometrics may say one thing but when you go look, you don't

like it. Dratnol-But when you do an arbitrary standard you open up to liability. If you

don't do anything, you can't be liable. When you change the conditions you open the

door to liability. Kaforski-Regardless of liability, to come up to some standard and it's

too bright, I'm not going to like it and I doubt the people on that street are going to like it.

Dratnol-For arterial streets we need to talk about what we'd like to see, for example

Main Steet through residential, do we want to distinguish between residential and

commercial? Sternberg had proposed an acorn style light with the pedestrian light. On

the south end we've also got the spun aluminum with a cobra head. Do we want to

have a single standard for the arterial collector street and what doe the committee want

to see in that regard? Kaforski-The acorn light, in my opinion, that's what all of Main

would be at least from Roosevelt Road to North Avenue. Rickard-Once you get into the

TIF area would you go back to the TIF light? Would you want the TIF lights to stop at

Maple and then pick up the other? Kaforski-Yes. Arnold-I don't know if I'd agree. As

you go past there down toward the Prairie Path, that's where the businesses are. You

have more pedestrian traffic there. Rickard-You can transition wherever you like.

There's no reason you can't have a TIF style light outside the TIF district. Kaforski-But

we can change them at anytime. If we were to put in the TIF style light to the Prairie

Path, you would have to tear up the sidewalk right? Dratnol-The streetscape would be a

separate project or a project that included the pavers and the lights. Kaforski-To me, at

this point, it would be a simpler job just to change from the cobra lighting. Arnold-Do

you have to have the pavers with the TIF lighting? Dratnol-no. Is the standard you want

for all the arterials; Main, Finley, Westmore, St. Charles outside of TIF, 22nd Street,

Highland? Arnold-I don't think that's appropriate for Grace. D Mahal-I think it would be

OK for a 4-lane road. Sebby-It would be appropriate for Grace north of St. Charles.

Rickard-That's back to the transition, it's more important to pick a style of light now.

Sebby-So the goal would be, as we move forward, to get everything swapped out.

Dratnol-In regard to what we've talked about, the only difference we have right now is

the Lombard Hills East project. The first phase we used halophane. For finishing up

that neighborhood we would continue using the halophane. Sebby-That would make

sense.

Rickard-To go back to the preference on the concrete residential pole. Was there a

consensus to go to the larger diameter base concrete pole? That's going to be a
