| The Special Meeting of the Public Works Committee of February 3, 2004 was called to |
| order by Chairperson Steven Sebby at 8:25 p.m. |

| It was moved by Blakeslee, seconded by Kaforski, to approve. The motion |
| carried by a voice vote |
| Chairperson Sebby noted that some pending items such as traffic calming, |
| improvements to West Wilson, the street lighting project and as directed this evening, |
| sidewalk programs will be addressed at the March meeting. |
| David Arnold commented on the traffic calming CD they received and said that he would |
| like to see some device at Finley and Wilson, a very congested area. He added that as |
| long as improvments are going to be done there, traffic calming could be done at the |
| same time. |
| Dan Mahal suggested that traffic calming be done at Main and the Prairie Path as well |
| as at Westmore/Meyers and the Prairie Path. Some discussion ensued regarding the |
| fact those were the only two four lane roads one had to cross while on the Path. |
| Trustee Sebby mentioned that perhaps there are test programs out there that would |
| eliminate the Village having to fund the traffic calming. |
| John Burg suggested that since the Committee of the Whole and Public Works |
| Committee meeting was held previously, the subject of traffic calming be discussed at |
| the next meeting. |
| H. FY 2004 Dust Control Program Final Change Order #1 (Resolution) |
| Resolution authorizing Final Balancing Change Order No. 1 to the contract with Boecker |
| Road Maintenance reflecting a $32,250 decrease due to the termination of the contract. |

| David Dratnol explained that this is really a matter of paper work to close out a |
| terminated contract. |
| It was moved by Arnold, seconded by Mahal, that this matter be approved. The |

| Enactment No: Resolution 88-04 |
| J. Prairie Path Lighting - Change Order No. 1 (Resolution) |
| Resolution approving Change Order No. 1 to the contract with Aldridge Electric, Inc. in |
| the amount of $19,749.50 for work associated with the Prairie Path Lighting project. |

| Mr. Dratnol explained the increase in amounts, saying that it represents as-measured |
| quantities of directional boring, conduit pushed in place, and a deduct for unit duct |
| length. It also adds four poles, and additional house side shields which would have |
| been added if residents wanted, but they decided that they would include them in the |
| contract. |

| N. Lombard Hills - East (Phase IV) (Resolution) |
| Resolution approving Final Balancing Change Order No. 2 to the contract with R. W. |
| Dunteman Company reflecting a decrease of $51,321.27 for the total quantities |
| associated with the Lombard Hills - East (Phase IV) project. (DISTRICT #4) |
| Mr. Dratnol said that the increases where due to small added handholes and some |
| splicing that needed to be done. Some of the lighting had to be temporarily spliced into |
| new lighting. He said that conduit had to be pushed under Goebel and that cost had |
| been omitted from the original contract. |
| Trustee Sebby questioned whether there was any way to have avoided the handholes |
| and Dratnol explained that either the handholes had to be used or the wiring rerouted |
| due to the small poles in the area. He further explained that these poles are smaller |
| than at major intersections. |
| Dan Mahal questioned the protective coating. Mr. Dratnol explained that it is usually |
| included in contracts to prevent salt damage. |

| Art Frerichs complimented Green Horizon and the work that they do with sidewalks. |
| John Burg said that sidewalks were actually done by a different company and he would |
| pass these comments on. There was some discussion of snow removal on business |
| and residential sidewalks Trustee Sebby said that he will talk to Community |
| Development Director David Hulseberg and have Code Enforcement observe and write |
| violations. |
