Village of Lombard Legistar System

Study has been completed and sent to IDOT. Doug Christianson was in attendance at

meeting and expressed concerns about traffic turning on to Elizabeth off of North Ave.

Consultant does not see a problem with the traffic flow on to side streets; there would be

no great time savings to the traveler. Until we see some hard evidence of a problem, we

would not take action. IDOT would require some proof or statistics to post signage of

"No Right Turn", etc. Jaugilas: we won't know about any problems until the traffic

signal is installed. We do not have approval as of yet...possibly put in a "Local Traffic

Only" sign. Gary Rothbardt: what is the normal turn around time from IDOT? Todd

Hager: 3-4 months is normal. There have been letters sent to Lee Daniels, etc. but we

just don't know how long this will take. Jaugilas: this will have to go out to bid, etc. Will

take some time....Motion made by Bill Pool to table this discussion to the October

meeting.

Rothbart:Currently at Main and Progress, there are no signs. Could we place a stop

sign or yield sign there? Main street is considered a through street to North Ave.

Jaugilas: If we don't need a traffic study on this, can we just handle tonite? Johnson:

Yes. Jaugilas:Which options do we have? Johnson: Stop Signs or Yield Signs.

Jaugilas: Temporarily post Yield Signs and bring back results at next meeting. Take

temporary action and then bring back to committee for official recommendation.

Rothbart: Yield sign should be enough to alert truck drivers that Main St. has the right of

way.

This already went before the board; this is just informational. Johnson: what they do

today...will it work 5 years from now? This is what they are looking for. Have modeling

software for this purpose. Jaugilas: the biggest problem seems to be no turn lanes

(people don't use signals, etc.).

Johnson: Pedestrian studies done on Friday, Saturday and Sunday at 3 different times

in good weather. When conditions are favorable, pedestrian traffic is more

concentrated. Videotaped 1 1/2 hour of this to show the difficulty people have crossing

here. Groups, children, senior citizens all are included in study. The way traffic runs on

Main St./people cross halfway until traffic clears, then continue over. Kufrin: should we

study Westmore and Prairie Path also? Johnson: agreed that this is a problem. John

Jaugilas: there is probably as much of a problem on Westmore. Let's do traffic study at

these other locations and report back at next meeting. Kufrin: can we do Grace and

Westmore at the same time? Committee directed staff to conduct a study of Prairie

Path and Westmore & Prairie Path and Grace for next meeting. At 8:10 p.m., the

committee watched part of the video John Johnson had recorded.

Bunni: asked Johnson if the proposal was for an actual signal at Main St.? Johnson:

push-button activated signal with a minimum of 2 minute time on Main St. Gron: In

Glen Ellyn they have an island with a blinking yellow light. What is the feasibility of

putting in an island with the blinking yellow and having that pushed when pedestrians

need to get across? Johnson: IDOT requires the three colors for a standard signal.

Looked at Main and Maple/Main and Hickory; post both no turn on red...have no traffic

moving. 365 days per year. Bunni: what if the cost of this? John Johnson: $75,000

approx. Bill Poole: What about just posting a pedestrian crossing sign? Johnson:

Doesn't think this will work/drivers don't see the sign. Pedestrian sees the sign and

thinks it is ok to go....crunch. Kufrin: Since Prairie Path is County/would there be any

participation from them here? Johnson: In the past we have asked, and they have

denied. Kufrin: can we ask them again? (a few years ago they said they would not

contribute funds)

Bunni: are there any other cities that have had to do anything with the Prairie Path and

crossings at Main Streets? Johnson: not that I know of. Jaugilas & Kufrin: possibility

of funding through Hotel/Motel. Prairie Path is recognized nationally now. Bill Poole:

how many accidents have occurred there? Officer Rollins: doesn't know. The system

would associate this with Willow or Ash; there is no code for the Prairie Path. Jaugilaus:

should we motion to put in a signal there or do you want to bring back a cost figure to

us? Bunni: should we know how much and how may before we hit the board with this

for Hotel/Motel? Kufrin: Can we get a defined cost figure...? Jaugilas: should we

direct staff to prepare an RFP? Kufrin: Are there more than one type of option for

signals here?

Johnson: No, so staff would have to go for a more definite estimate. Direct staff to

request RFP's from companies on cost for this signal/restricted somewhat by

requirements needed. Let's direct staff to go out for bids and take this to the board. In

proposing this, we recommend the funding of this be done through Hotel/Motel funds.

Speed is definitely a factor here along with an increase in the traffic volumes.

Kirsten Lamborn-Schoenke spoke about her accident at this intersection and states that

it would be good idea to install stop signs here. Jaugilas: asked John Johnson if the

accident reports warrant the installation of stop signs? Johnson: yes, they do. Also,

looked at Troy Lane at Meadow and need to install a stop sign there. Greg Gron: Since

there are overgrown trees there, wouldn't people naturally stop? Johnson: you would

hope that they would, but that doesn't mean everyone will/we can't predict that. Greg

Gron: can see that we definitely need something there.
