Village of Lombard Legistar System

Came per request from Dave Schaffer. DT: Went over Options A,B,C in memo. Close

to 4 Seasons Park. Schaffer: Spoke with Stan. What did not appear was the option of

a traffic light to be installed there. Residents are isolated at Pinebrook with no way to

get to the park. DT: Intersection would have to be scoped a little differently, would have

no objection to doing the traffic study to see if this is warranted. A full intersection light

could cause more traffic on Collen. Also,could be a 2nd way out of the Industrial Park.

Tom Scheidt: I have an 11 year old that cannot go across the street without parents.

There are 10-12 boys in immediate area that would love to use the park. Of these

options, I would favor Option C. Loran Eatman: Are we talking about what is at Christ

the King? DT: No. Loran Eatman: What does that mean, traffic would just slow down?

Do we have any other lights like this in Lombard? JJ: No. DT: Christ the King has a

light specifically for pedestrians. Would have to be done at Pinebrook and Collen. Tom

Schedt: Can't we put a pedestrian light at that intersection? JJ: Can do it mid block,

but not at the intersection. DT: Would have to be midway, and the residents would

already have walked halfway to the existing signal. Loran Eatman: What is least

effective...cars are picking up speed, so Option B is useless. Would favor Option A or C

. Stacy Dunber: I have 2 small children and find it treacherous to try to cross Finley. At

first, we would try to wait for all traffic to clear, but now we do the median. I would favor

Option C. Linda Connell: I have a 3 year old and am a retired municipal attorney. Can

give you real life stories about cases where crosswalks, etc. were not marked correctly,

and municipality was held liable. Linda Fricano: I have 3 children and cannot make that

crossing. I used to take my children to that park, but I cannot do it anymore. The park

is in walking distance, but I can't cross the street with 3 children. There is a light in

Elmhurst, not even a block from existing light; they put in an intersection and light. It is a

full 4-way intersection or a T-intersection. John Gottlieb: anything to make it safer

would be best. They would have to have a "no right turn on red". Tom Wagenaar:

President of Homeowners Association. There are kids that walk over to the park for

soccer. Keiko Olsen: I have 2 children. I have seen people trying to cross and

stopping in the middle. This is very dangerous. At dusk it is even more dangerous. DT:

Elmhurst has home rule; we use state statutes. We are required to follow state

warrants. Elmhurst doesn't have to do it. We do not live by Lombard law, but by state

law. If it is not warranted, we cannot put it up. BP: Similar situation in Glen Ellyn and

they lost 1,000,000 dollars. Schaffer: wondering if flashing yellow signal might work.

DT: Do these kids go to school in Glen Ellyn? JJ: Yes. GG: Let's go back to Main

Street Prairie Path crossing. Speed limit is different, but a lot more traffic there than in

Pinebrook. Trustees voted this down and told people to go to Hickory and Maple. Now

you want us to go for $145,000 for light here? Doesn't make sense. Schaffer: There

are different precedents here, and is like this comparing apples to oranges. BP: need

to come up with something feasible and need to have it go to the Board to be approved.

90% of drivers go speed limit or above? 4-way stop could be answer. BB: A light of

some sort there would be a good idea. BC: Option C gives a false sense of security to

children. I like Option A; this would be the safest crossing. Also, I understand children

would take the shortest route. Personally, I would like to see more options.

Chairperson Tross introduces Ed Bedard, the new committee member, to committee.

Bedard: Am not excited at any of these options; would like to see more options. DT:

Let's proceed with Option B for right now; neon signs, pavement markings, etc. Let's

find out what we can discover with traffic studies for both pedestrian crossing and traffic

light. We need to know what the state will allow us to put up and enforce. Schaffer:

Christ the King would not run a full $70,000? DT: Let our staff get the counts that we

need. Keiko Olsen: To have to go all of the way to Oak Creek and cross back over is

ludicrous.

Committee directed Staff to proceed with Option B and to perform traffic studies for both

a pedestrian crossing and a traffic light. Table until studies are performed.

It was moved by Pool, seconded by resigned Kempa Cassidy, that this matter be

tabled. The motion carried by a voice vote

Enactment No: Signals at Finley Ro

Pam Schau explained proposed traffic plan to committee members. Schau: I met with

JJ to talk about traffic flow and parking. This is the plan they came up with. By next fall,

we will be looking at putting in the signage. JJ: it would depend on where we are with

West Road construction when the signage will go in. Schau: we are concerned about

kids crossing at West & Greenfield (2-way) now, would like it changed to 4-way stop

during construction. DT: I have counted at least 18 children that cross at West &

Greenfield and go down Prairie Path and our easement. You have no crossing

guards/one of the only schools that does not. Trustee Borgatell would like this also.

Borgatell: have had numerous contacts with residents in area, and they want a stop

sign there. It does not warrant it. Only pedestrian traffic there is before and after

school, otherwise it is very quiet. With West Road construction, the school could utilize

the crossing guard their best advantage. DT: (to committee members) I'm supporting

the stop sign at Greenfield and Elizabeth against the recommendation of the committee,

and instead of the crossing guard.

(Taken out of order as third agenda item) DT: My understanding of this issue is that

there was an incident of a child grazing a car. Some signage out there we can install

rather quickly. Charles Wilson: Father of child hit by car. Works for the State of Illinois.

I am familiar with the process that needs to be gone through. Thanks to the Village

President for coming to my home. There is concern on part of the whole complex. This

is not a first time request. Our entire complex seems to be a cut through for people to

avoid the stoplight at Jackson. Entire complex is winding streets. There are 2 Yield

signs; flashing blue lights have disappeared. Seems to be a lack of police monitoring in

this area in terms of speed enforcement. DT: What do we have out there? JJ: we

have 2 Yield signs, no Speed Limit signs, no No Parking signs. Have not receive any

complaints about parking. Have received: Wilson & Addison (request for Stop Signs)

on east Addison at Wilson. BC: when was that? JJ: about a year after the complex

opened. DT: Addison & Wilson, east end? JJ: Yield signs are there. DT: Let's not get

into speed limit signs. GG: there are no signs in this complex. BC: is there anything

here that you are concerned about John? DT: Nothing warranted here? JJ: possibly

there would be No Parking signs and Speed Limit signs. Curves are not severe enough

to warrant any other signage. Wilson: my attorney is in process of subpoenaing

records from the Association. Watkins: the accident/police report shows that this

accident happened on Wilson when it actually happened on Addison. GG: Did this

accident occur at an intersection? Wilson: No. DT: John, do you have any

recommendation? JJ: All I have for the traffic counts, on every street in town, you have

a certain percentage of people that speed. What I'm seeing here, average speeds are

low. There was a study done, I would have to look up exact date. DT: 413 cars in this

intersection? JJ: Yes. BC: Any obstructions that would warrant anything? DT: Let's

have JJ go back out and do further studies to see what else we can do. Wilson: would

like to have more police enforcement during rush hour traffic. DT: this item will be on

our agenda in December. Committee directed staff to meet with Trustee Kufrin and the

Cambria Homeowners Association re: Stop Signs at Cambria & Cambria, Wilson &

Addison and Addison & Wilson. Watkins: one of the big complaints we have is parking

in warm weather times/residents parking across sidewalk. Could this be a site issue?
