Village of Lombard Legistar System

Cuny: volume of citations down a little bit in November. Have a shortage of officers at

the present time. DUI arrests are in line with the numbers from last year. State of

Illinois passed a law requiring race information along with some other pertinent

information be obtained at the time of any violations/warnings. Lombard Police Dept.

does not issue written warnings. With the new law, we need to obtain certain

information for any type of traffic stop. IDOT will be doing analysis on the data obtained

from the cards. (distributed example cards to committee members present) Trying to

figure out if certain minorities are stopped more than others; do certain officers stop

more minorities than other officers. Law enforcement expects the amount of traffic

stops to decrease out of the concern of stopping certain minorities. Schwarz: this went

in to effect on 1/1/04? Cuny: yes. We customized this card to suit our purposes. The

sheet provided by IDOT is on an 8 1/2 by 11 sheet of regular paper. We needed

something a little sturdier and smaller in size. Schwarz: do you enter all of this

information into a data base? Cuny: yes. The amount of data entry will be

astronomical. Schwarz: is the Village Board aware of this? Soderstrom: this is the first

time that I have heard anything about this. Schwarz: is this something that passed last

Spring? Cuny: yes. The State told IDOT that they are in charge of this collection. We

had to implement a policy that requires this to be done. Gron: you do not write written

warnings anymore, but every time you make a stop now, you need to fill out all of this

information? We are backing up to about 15 years ago! How will this impact the

amount of citations? Cuny: we will know that when we see the January report.

Traffic Calming CD. Soderstrom: I did have an opportunity to review the CD. Some of

it was interesting. Kuehl: did have some interesting information in there about speed

bumps/humps. Johnson: just wanted to get a feel from the committee about their

perception of traffic calming (had a sign on display from Naperville). Sometimes

speeding is more of a perception problem than an actual speeding situation. I am

looking for feedback and direction from the committee. Gibbons: are studies done by

direction from the committee or on an individual request basis? Johnson: normally, I

receive the call from a resident, discuss the situation with Dane and together we

formulate a plan. Soderstrom: I found it interesting on the CD when they discuss the

streets that feed in to the arterial roads. Also, the funding process was extremely

interesting. Gibbons: I see it as 3 things - cost, other problems being caused, and what

are the long-term effects of the traffic calming. Johnson: a lot of times the problems are

just pushed to another location. Johnson passed around a map from 2000 that shows

where the Fire and Police Departments do NOT want any type of calming devices

installed due to the extra time it would take to respond to an emergency. Soderstrom: I

guess it does work in certain situations and it does make the statement that it can lower

speeds by 10 mph. Johnson: just looking to find out what the committee wants to get

into with traffic calming. Soderstrom: the CD talked about speed, volumes, traffic

counts and safety. These are the same things that you look at when you do the traffic

analysis. Schwarz: isn't this something that the PW Committee should look at also?

Soderstrom: yes. Directed Johnson/Burg to supply PW Committee members with

copies of the Traffic Calming CD.

Soderstrom: seems to be pretty self-explanatory.

N. "No Parking" Sign Installation on the East and West Sides of North Craig

Place (Ordinance on Second Reading)

Ordinance authorizing the installation of "No Parking" Signs on the east and west sides

of North Craig Place. (DISTRICT #4)

Johnson: this request came from a resident on the block. Evidently signs were

eliminated somewhere along the line. Just really putting this on the books so that it will

be in writing. Soderstrom: there has been some trouble here? Johnson: at times.

Soderstrom: will this effect the businesses in the area? Johnson: no. I have put the

signs back up and have had no feedback from anyone on them. The signs were there

for the last 15 years or so. Soderstrom: so basically, this is just a housekeeping issue?

Johnson: yes.

It was moved by Schwarz, seconded by Kuehl, that this matter be recommended

to the Board of Trustees for approval. The motion carried by the following vote:

Soderstrom: PACE appeared at the last Village Board meeting with this request to

reroute this Bus Route. I expressed my opposition to this change. The change seemed

to be more of a courtesy to government employees at Eastgate Shopping Center than

better service to all of the residents of Lombard. There is no need for this committee to

address this item because the day after the Board meeting I received notification from

PACE that they were withdrawing this request.

Johnson: found these articles in the Journal about speeding and car manufacturers.

Shows how they do not really discourage speeding when they are manufacturing cars

that perform faster and faster.

Schwarz: signals that are out in front of the fire stations right now, what is the mode of

those? Johson: explained the sensors, Opticom equipment and flashing lights.

Schwarz: this is on St. Charles Rd. and on Highland? Johnson: yes. Schwarz:

advised Johnson this needs to be looked into. May be out of compliance.
