Kuehl: is this what was done on Finley? Dratnol: not everything was done on Finley. |
We left some spots because there will be a project out there in a few years. |

Street Lighting Prioritization |
Anderson: this is the previous brief (completed by Justine Gembala) modified with the |
direction given by Board of Trustees. Reviewed changes with the committee members. |
Discussion ensued. Anderson: looking for a recommendation from the committee to |
bring back to the Board. Tross: how is this prioritized? Can I just put numbers down |
this list and that is how they should be in importance? Kaforski: how do we know how |
much is going to be assessed for each part of the project? Tross: I live on Main Street - |
has it ever been considered not making major thorough fares an SSA? Dratnol: the |
funding segment is not a consideration for this committee, it would be for the Board. |
Blakeslee: originally when we discussed this, it was going to be about 10 years down |
the line. Arnold: we wanted people to have street lights in areas that didn't or when |
projects were occurring. We were not to worry about where the funding is going to |
come from, just needed to choose what kinds of standards are acceptable. Anderson: |
we need to tweak some of the definitions to fit into this policy. Kaforski: could create a |
special service area (SSA) for properties that do not have street lights and want them - |
mostly for aesthetic purposes. Tross: Special Assessment - you have no legal |
opposition to fight. Special Service Area (SSA) - 51 % of electors or 51% of the |
residents need to come in and say do not want this and it will just go away. Why can't |
we get opinion first before we put money towards this? Dratnol: that would be a legal |
issue. Tross: you do not have to have specific costs for a SSA, just need to have |
estimate. Dratnol: will have to ask the attorney about this. Kuehl: I live on Finley. Are |
you planning on redoing those lights also? Dratnol: not as part of this program; this is |
only for areas that do not have lights. Tross: SSA is based on EAV. Goes up every |
year based on the EAV. Anderson: going to stick with original recommendations? |
Kaforski: if residents want them in their area, they need to petition for them. Available |
by funding in the CIP only. Once money is spent, no more available for that year. |

1) Arterials and Collectors move forward in priority - no participation mandated to the |
property owners. |

Emerson Flooding Issues - Update |
Anderson: reported to committee that Tom Czajka did go out to these properties and |
also checked mains. Went to each home individually. In that area, we have cut out the |
center of the sewer grates to allow more flow but this also allows leaves and other |
debris to go into the system. Tross: all parties were informed of the results? Anderson: |
talked with resident with the tree roots. Haven't been able to communicate with Ms. |
Nowak as she has been traveling. 610 is in attendance here. Recommended that he |
raise his walkway. Tross: we have an ordinance that if you change grading by more |
than 2 inches you need extensive engineering, etc. to be done. Anderson: spoke with |
Dave Gorman and in this type of case changing level of outside entrance would be |
acceptable. Kaforski: in a high rain event, changing landscape level, etc. would |
alleviate problem? Anderson: depends. Could even put a sump pump in that drain if |
needed, just have to pump to an area where it is not going to come right back in. At 606 |
he did have a backup because of the tree roots. 616 was seepage coming in from walls |
and drains. Arnold: sewer in the street in front of residence - how far away is the |
opening from the "84"? Anderson: it is in Emerson. There are 2 catch basins, one on |
each side of the street. Tross: they are on a lateral that leads to the "84". Arnold: |
where is it connected? Is it at a low area? Anderson: only problem that could have |
caused an air pocket was one of the catch basins. None of the other storm basins could |
have. This connects up at the top. Arnold: is the size of the opening in the street - is it |
lower than the other side? Kaforski: I believe east & west is the lowest side. Arnold: |
there is a house that has a window that is actually lower than the level of the street. |
Anderson: that is Mr. Geraghty's house. Arnold: could we put another opening in the |
street? Anderson: we are trying to control creating any kind of sewer overload. |
Geraghty: I changed the direction of the catch basin lid and still nothing went down. |
Arnold: let's say they do their landscaping and the water no longer swills to the back |
door, will it go to the front then? Anderson: they will need to create a sort of dam in the |
front to prevent penetration. Kaforski: their problem was actually caused by flooding in |
that stairwell. If that is alleviated, that doesn't necessarily mean that the front of the yard |
will flood. Dratnol: building up the step around the stairwell will alleviate the flooding |
there. Did it flood to the elevation of the window in the front? Kaforski: if that is the |
case, there is nothing that we can do. Anderson: each house is a little different so there |
are different recommendations for each home. Tross: Gatz Pond - does that affect the |
"84" at all? Anderson: it goes down Maple. Tross: directed Anderson to get copy of |
report to Tross and Florey. Geraghty: we are going to try building up around the |
stairwell to see if this helps. Tross: talk with neighbors to see if backyard drain could be |
of help in any way. Dratnol: putting sump pump into the drain would just pump out what |
the drain cannot handle. It is one extra measure that you can take. Kaforski: could we |
put remote control readers into the sewer lines? Dratnol: we do have some in some of |
our sewers. Kuehl: where does Finley come in on the "108th"? Tross: the far end is |
Charles Lane Pond, and the other end is the pump station on Finley. Anderson: we are |
looking into possibility of cracks in the pipes under the pond. |
Overhead Sewer Grant Program-List of Applicants |
Arnold: area behind my house has been flooded for the last two weeks. Advised staff of |
location that is flooding. Affects about 6-8 houses. South of Washington, west of |
Edgewood. Frerichs: how is the water table since we started getting Lake Michigan |
water? Dratnol: the water table has been going up. Kaforski: brought up work being |
done by NICOR. We need to make sure that the contractor doing work for NICOR |
comes back in Spring and restores everything. Also, there is no excuse for all of the |
mud and muck left in the street that ends up going down into the sewers. Anderson: |
they are logged into our computer because of the right-of-way permits. Staff will keep |
track of them. |
