Trustee Kufrin discussed the amortization of legal non-conforming signs. The |

Committee found the inventory had not been made and amortization has not been |
|
enforced with a 7-year notice. They will proceed with the ordinance directives. |

|
Trustee Schaffer reported that they had reviewed the budget for the brush chipping |
|
program at the last meeting. |

Trustee Tross reported that the Finance Committee will meet on Wednesday, |

September 17th. |

Trustee Tross reported that the DuPage Convention & Visitors Bureau has not met this |

summer, but will be meeting bi-monthly. Trustee Tross has asked for all Board |
|
members to be informed of their activities by receiving their minutes. |

Trustee Schaffer indicated his committee reviewed about 15 projects that as yet have no |

AN ORDINANCE GRANTING A CONDITIONAL USE PURSUANT TO |

TITLE 15, CHAPTER 155, SECTION 414 OF THE |

(PC 97-13: 1000-32 N. Rohlwing Road (Menards)) |
|
Trustee Kufrin reviewed the request and the action of the Plan Commission. All votes |
|
were two for and two against thus no recommendation. Harry Colty, representing |
|
Menards, indicated their fence is ten feet high with eighteen feet stacking tanks. They |
|
are requesting an eighteen foot fence to protect the area. The question regarding safety |
|
was asked. It was decided that this item be brought back to the Board of Trustees as |
|
an Ordinance, that staff verify the engineering and require a permit. |
|
It was moved by Trustee Jaugilas, seconded by Trustee Borgatell, that this matter |
|
be returned to the Board of Trustees as an ordinance with certain conditions. |
|

legislative initiatives. |

#1 - impact fee - recommended to support - Board concurred. |

#2 - transfer tax - no committee action - No Board action. |
|
#3 - licensing rental property managers - committee recommendation to approve - |
|
Board concurred. |
|
#4 receive sales tax information - business by business basis - committee |
|
recommended approval - Board concurred. Trustee Jaugilas abstained. |
|
#5 - allow non-home rule to increase sales tax 1/4% by referendum only - committee |
|
recommended approval - Board concurred. |
|
#6 - limit property tax levy for pension fund to equal tax cap and separate pension levy |
|
from municipal levy - committee approve - Board concurred. |
|
#7 - independently elected Library Board to approve own tax levy and separating levy |
|
on tax bill - no action as the State of Illinois has already authorized. |
|
#8 - retail theft under local ordinance - recommended to approve - Board concurred. |

#9 - allow State Police to authorize and appoint local police to enforce motor carrier |

#13 - Police Pension to require 7 years credible service before a non-duty disability |
|
pension can be obtained - committee recommended approval - Board concurred. |
|
#14 - require municipal share of State Income Tax paid into distributors fund for |
|
automatic distribution - no action by committee - by concurrence the Board will support |
|
this initiative. |
|
#15 - require insurance company to pay into escrow account demolition cost of |
|
damaged building - committee made no recommendation - Board concurred with no |
|
action. Trustee Gatz left the room at 10:07 p.m. |
|
#16 - allow foreign insurance tax to be used for fire pension fund - committee no action |
|
- Board concurred with no action. |
|
#17 - grant State Income Tax exemption on all municipal debt issued within the State - |
|
committee recommended approval - Board concurred. |
|
#18 - allow combined special assessment but no action as it now is State law. |
|
Trustee Gatz returned at 10:12 p.m. |
|
Amendment to Constitution regarding Home Rule power to all municipalities of 25,000 |
|
which have lost Home Rule thru referendum but without power to tax. |
|
A lengthy discussion followed regarding the merits of Home Rule. Committee |
|
recommended to support Constitutional amendment - Board concurred with the |
|
exception of Trustee Jaugilas. |
|
It was moved by Trustee Borgatell that the Lombard Village Board accept the report of |
|
Trustee Borgatell and the Legislative Committee with concurrence of the Village Board |
|
for items as indicated, seconded by Trustee Gatz. Upon roll call: |

Manager Lichter reviewed the letter from Bethany requesting a joint meeting with the |
|
Board regarding their plans. Trustee Kufrin and Trustee Tross and all others indicated a |
|
willingness to hear their presentation in October but not as a joint meeting. |

Assistant Village Manager Anne M. Gaura presented a detailed report of activities to be |
|
held during customer Service Week in October. There are ten people on the planning |
|
committee. Consensus to move forward. |

It was moved by Trustee Schaffer, seconded by Trustee Kufrin Jr., that the |
|
Lombard Village Board recess to Executive Session at 10:30 p.m. for the purpose |
|
of discussion of collective negotiating matters and sale of real property. The |
|
motion carried by the following vote: |
