J.J. reviewed the study and stated that the study did warrant the installation of a |
pedestrian signal. This needs to be done in conjuction with the signal being installed at |
16th and Main. BB: is that on our property? JJ: yes, our right-of-way. DS: what is the |
status of light at 15th & Main? JJ: it is a part of the district's proposed traffic plan. DS: |
What is the timing of that? JJ: None of that has been approved yet. Needs to go in to |
their budget; I would imagine during the summer. DS: We do not want to go without |
any signal there. JJ: No. (Reviewed costs on last page of memo with committee |
members) DS: Can I suggest we address the Main & 16th Street signal first. GG: |
What is the cost of the signalization on Main Street? JJ: that would also be |
$110,000/with Auto Scope $145,000. DS: is Auto Scope more expensive to maintain? |
JJ: Warranty is 1 year. Technology is finally there. All done in house. GG: Every year |
you maintain these loops in the roads? JJ: yes. As roads get older, loops crack, etc. |
MM: Still costs about $1500.00 per loop to repair. With Auto Scope there is less strain |
on pavement. DS: You would prefer Auto Scope? JJ & MM: yes. Less costly to |
maintain. EB: if those go out, will they switch over? JJ: yes. GG: is this what we are |
using now? MM: this is what is out at Yorktown now. We really don't have a history |
yet. GG: you have a $35,000 budget for Auto Scope over and above the $110,000? |
What about maintenance? MM: Haven't gotten to that yet. GG: Cost of new camera? |
MM: $3000-$3500. GG: cost for phone lines? MM: set up in little hubs; cost is similar |
to ordinary phone line. JJ: camera will be on all of the time; can dial up a report as |
needed. |

BP: Should go back to school to ask for some money towards this because of their |
change in their traffic pattern. JJ: I don't know what their budget is towards this. Could |
be done through a intergovernmental agreement. If approved, it would become a |
priority to them. DS: there is no such thing as a free lunch or a free traffic signal. JJ: |
will also benefit the park district. DS: never hurts to ask. |

DS: asked JJ for comments. JJ: There did seem to be quite a bit of cut through traffic |
when I was out there observing. Assign right-of-way at intersections to avoid any |
confusion. Stop Signs will address this issue. EB: how does a "Drive with Pride in |
Lombard" sign address cut through traffic? JJ; Came up with these signs to remind |
people to have pride in their driving. Recommended by Bill Mueller. |

Based upon previously documented studies covering traffic volume, speed, residential |
curb cuts and allowed street parking coupled with neighborhood safety issues to |
hopefully prevent future accidents; a recommendation is respectfully requested to install |
a single solid bold yellow line and reduce the posted speed limit to 25 MPH. |
JJ: solid single bold yellow line...no where does it show that a single solid is used. |
Either a skip yellow or a double yellow line. BC: What is the date of the studies that he |
is referring to here? DC: Over the last year at least 2 were done I believe. JJ: I believe |
one was done last summer. DS: Do the studies show this 25 mph is warranted? JJ: |
average speed was 35mph/can lower by 10% which would still leave the posted speed |
at 30mph. Drivers do have complete visability of side streets. By the structure of the |
road and studies that have been done, speeds will stay around 35 mph. When police |
enforcement was out in full force, speed limits did drop. Putting up signage does not |
necessarily lower speeds. DS: I believe Dick's idea was that if speed was lowered it |
would be easier to ticket 35 at 25 speed. DC: that could be true, but it will not solve |
problem just like on tollways. I would prefer to see a School Speed zone and have the |
25mph on school days when students are present. Termunde: I believe the studies |
showed average speed was 37 1/2 miles per hour. Cars are going over 70-80 mph. |
Police do check it, and they slow down. But as soon as police leave, they speed up |
again. Students arrive at 6:30 am to get to school. BP: Won't get a ticket at 35mph |
with 30 mph speed posted. Termundi: I agree. EB: Why is there not a school zone |
speed posted there? Is it just because this is a high school? DC: That law was just |
recently changed and I believe this could be posted now. But, I don't think this is a |
solution to the problem. DS: Thank you for your time. BC: John, you say at this time a |
solid yellow line is not warranted? JJ: not at this time. BC: And we should only post |
speed at 30mph? JJ: I know this sounds strange, but if median speed of traffic is |
35-37, criteria would be to bring speed limit to 30-32 mph. A study would have to be |
done and put on file. Accident problem on that road is with parked cars, not speed |
issue. When we looked at results of accidents out there, we exceeded in total numbers. |
But when accidents involving parking issues were removed, we fell well below the |
required numbers. Termundi: I believe lowering speed limit would solve the problem. |
GG: I believe that it would take time for people to get used to it, but within a year you |
would see reduced speeds. Termundi: couldn't you put a sign up speed limit strictly |
enforced? JJ: Would have to ticket at 31 mph. Termundi: why is Edwards posted |
25mph? JJ: the only thing I know about that is that it was posted 25mph before the |
improvements were made, they left it that way afterwards. |
After Bill Pool made motion and Ed Bedard seconded, Greg Gron asked for discussion |
and clarification. GG: asked Dane to explain the the 20 mph school zone policy. Dane: |
we could post this but since most of the problems are not during school hours, I don't |
believe this will solve the problem. I really don't believe lowering the speed limit will |
solve the problems out there. BC: what I don't understand is why anyone motions for |
25 mph when John Johnson suggested the median speed should be 30? EB: any |
studies that show people drive safer in school zones? MM: one attached to the |
agenda. DS: is that a legally enforcable speed limit? DC: no one ever really |
challanges this. |
BC: I am voting "No" on this. I want to go on record stating that I do not like when |
something is shoved down our throats. In this case, staff was not even allowed to do |
study; we have had this issue on our agenda for as long as I have been here. I would |
like to see studies, etc. before I make a decision. |
Committee agreed to try the change of meeting dates to the first Tuesday of the month |
