April 3, 2008

Call to Order and Pledge of Allegiance

The regular meeting of the President and Board of Trustees of the Village of Lombard

was called to order by President William J. Mueller at 7:31 p.m. the Pledge of

Allegiance was led by Village Clerk Brigitte O'Brien.

Public Hearings

Village of Lombard Proposed Budget FY 2008-2009

A Public Hearing for the purpose of hearing written and oral comments from the public

concerning the proposed Village of Lombard Annual Budget for the Fiscal Year

beginning June 1, 2008 and ending May 31, 2009.

President Mueller introduced Village Attorney Tom Bayer who convened the Public

Hearing and explained the nature of the hearing. He indicated the notice had been

published in the paper on March 21. Attorney Bayer turned the meeting over to Village

Manager Lichter to review the budget. Mr. Lichter gave a power point presentation.

Please see attached.

Attorney Bayer asked if anyone wanted to speak for against the petition. There being no

one, the Public Hearing was adjourned at 7:47pm.

President Mueller asked for a moment of silence for the passing of Trustee Dana

Moreau's father-in-law.

Public Participation

Proclamation - Arbor Day

The proclamation was read by Village Clerk O'Brien. Trustee Greg Gron presented the

proclamation to Acting Director of Public Works Dave Gorman.

Proclamation - Child Abuse Prevention Month

The proclamation was read by Village Clerk O'Brien. President Mueller asked Trustee

Fitzpatrick, Chairperson of the Community Relations Committee, to present the

proclamation to Sue Bielenda and Rose Burgess of the Lombard Junior Women's Club.

Sue Bielenda stated the Lombard Juniors host many activities to promote the

awareness of child abuse including the Blue Ribbon Campaign, the Baby Sitter Clinic,

and the Shaken Baby Syndrome program. The group is always looking for donations to

help the family shelter.

Proclamation - Animal Cruelty Prevention Month

The proclamation was read by Village Clerk O'Brien. President Mueller requested

Trustee Laura Fitzpatrick present the proclamation to Chief Ray Byrne.

Proclamation - National Library Week

The proclamation was read by Village Clerk O'Brien. President Mueller requested

Trustee Greg Gron present the proclamation to members of the Library Board and staff.

Jennifer Amling, Library staff member, spoke stating that National Library Week was

April 13 through the 19. She encouraged residents to come to the Library and to join the

Circle of Knowledge.

Proclamation - Idling Gets Us Nowhere

The proclamation was read by Village Clerk O'Brien. Trustee Greg Gron, Chairman of

the Environmental Concerns Committee, presented the proclamation to Acting Director

of Public Works Dave Gorman.

Presentation - Business Ledger Award for Business Excellence

President Mueller requested Trustee O'Brien come to the front.

Trustee Jack O'Brien stated he attended the Business Ledger Awards Dinner. The

Village received an award for excellence in economic development for the work done by

the Lombard Public Facilities Corporation on The Westin Lombard Hotel and Convention

Center. Trustee O'Brien presented the award to President Mueller.

President Mueller thanked the Business Ledger for the award. He stated the Village is

very proud of the Westin and of all of the efforts of the Village Board, the Public Facilities

Corporation and staff who worked in cooperation to accomplish the development. He

stated the Village of Lombard gets better and better each day and we can all be proud of

The Westin not only today, but for years to come.

Trustee O'Brien stated the program was excellent and he was proud to accept the

award on behalf of the Village.

*Proclamation - Safe Haven Awareness Day

The proclamation was read by Village Clerk O'Brien. President Mueller had Trustee

O'Brien present the proclamation to Battalion Chief Ron Rakosnik.

President Mueller asked for a moment of silence for the passing of Chief of Police Ray

Byrne's mother.

Approval of Minutes

It was moved by Trustee Gron, seconded by Trustee Fitzpatrick, to approve the

minutes of the regular meeting of March 6, 2008 The motion carried.

Committee Reports

Community Relations Committee - Trustee Laura Fitzpatrick, Chairperson

Trustee Laura Fitzpatrick, Chairperson of the Community Relations Committee, stated

the committee had met on March 24. The Committee is looking at holding a training

session for new people on Character Counts. Trustee Fitzpatrick indicated she had

been appointed an advisor for the Partnership for Local Education. She stated Chief

Seagraves will speak at the next meeting. Staff is continuing to update the Village

website and looking at adding Senior Citizen services. The next committee meeting will

be April 24.

Economic and Community Development Committee

President Mueller indicated that Trustee Moreau was absent due to the death of her

father-in-law. He reminded residents of the Business Recognition Luncheon held in

cooperation with the Chamber of Commerce on April 16. He stated there had been a lot

of nominations and that the winners would be announced at the luncheon.

It was moved by Trustee Soderstrom, seconded by Trustee Gron, The motion

carried.

Environmental Concerns Committee - Trustee Greg Gron, Chairperson

Trustee Greg Gron, Chairperson of the Environmental Concerns Committee, stated the

committee had not met. The next meeting will be April 22.

President Mueller asked Trustee Gron to comment on the lights out event.

Trustee Gron stated the Police had received calls about the lights out.

President Mueller stated he called his daughters to remind them of Earth Hour. He

stated he had dozens of scented candles burning at his house and it sure was fragrant.

He mentioned that he automatically turned the light switch on as he went from room to

room. He watched the new broadcast about the lights out event in Chicago and San

Francisco. He thanked everyone who participated.

Trustee Gron reported that there was a 5% reduction in the amount of electricity during

that event.

Finance Committee - Trustee Rick Soderstrom, Chairperson

Trustee Rick Soderstrom, Chairperson of the Finance Committee, indicated the Finance

Committee had not met. He stated the Budget Ordinance was on the agenda and that

the Village was fiscally sound. He stated the next meeting would be April 15 at 7pm.

Public Works Committee - Trustee Richard J. Tross, Chairperson

Trustee Richard Tross, Chairperson of the Public Works Committee, stated the

committee had not met. The next meeting is scheduled for May 13.

Transportation & Safety Committee - Trustee Jack O'Brien, Chairperson

Trustee Jack O'Brien, Chairperson of the Transportation and Safety Committee,

stated the committee had not met. He stated he had attended a meeting at the County.

The next committee meeting will be April 7.

Board of Local Improvements - Trustee Richard J. Tross, President

Trustee Richard Tross, President of the Board of Local Improvements, stated the Board

of Local Improvements had not met. The next meeting will be April 10.

Community Promotion & Tourism - President William J. Mueller, Chairperson

President William Mueller, Chairperson of the Community Promotion and Tourism

Committee, stated the committee had not met.

Trustee Soderstrom announced that his daughter was getting married in two days and

he was looking forward to the event.

Ordinances on First Reading (Waiver of First Requested)

PC 08-05: 404 East North Avenue

Requests conditional use approval for motor vehicle sales in the B4 Corridor

Commercial District. (DISTRICT #4)

This matter was waiver of first reading and passed on second reading with

suspension of the rules. The motion carried.

Enactment No: Ordinance 6161

PC 08-06: 455 East Butterfield Road

Requests that the Village approve a further variation from Section 153.503(B)(12)(b) of

the Sign Ordinance to allow for a third wall sign per street front exposure, where a

maximum of two wall signs are permitted pursuant to Ordinance 5917, for the subject

property located within the O Office District. (DISTRICT #3)

Disposal of Village Property

Request authorization to sell one Police K-9 Squad Car to the Hazel Crest Police

Department in the amount of $3,000.00.
