Village of Lombard Legistar System

BL: 3rd draft/reviewed his memo. The summary of changes is broken down into

categories and moved projects around to appropriate categories.

Added Special Assessment 219 (Item #4 under Street Construction and Improvements).

Haven't identified all of the streets involved/in as just "other" for now. Mr. Lichter

discussed and reviewed maps with committee members. JD: these maps are what we

requested at last meeting.

BL: page 6 under Sidewalk Improvements/move up Great Western Trail Sidewalk

Crossing project from FY2002 to FY 2000 with funding from Hotel/Motel Tax Fund. JDF:

any funding from County available for the Prairie Path and Great Western Trail

enhancements? BL: we have talked with them/they take care of maintenance but not

enhancements.

BL: was previously proposed by PW committee that we move up the Sewer

System/Stormwater Control System upgrades (Item #1 under Sewer

System/Stormwater Control Improvements).

BL: one other project on Page 8 has been added. Dratnol: watermain along Holloman

Drive. This project replaces just one portion of watermain by Public Works Building to

the Pond. GH: cut street or bore it all? DD: yes, cut street. BL: will come in with our

own crew and do this next summer. DD: have old records from 10-20 years ago.

BL: reviewed Capital Improvements Map from PW. JM: Appreciate the maps being

provided.

BL: SA219 will encompass areas all over the village.

JDF: questioned traffic control devices on section of Hammerschmidt. Dratnol: lines on

here are right-of-way, not streets.

GH: If we could get one more map with combined and seperated sewers, it would be

very helpful. DA: what are the plans as far as all sewers eventually being seperated?

BL: can't give a time frame. GH: we have been doing this when we do street projects.

GH: all of Olde Town and downtown Lombard are on a seperate system. JDS: at least

could we get a first draft of a map like this? Dratnol: part of GIS technicians job is to go

through system and digitize this information. Only as good as the information we

provide him with. BL: updating system is a lengthy, ongoing process. GH: does

anyone verify or spot check as-builts? Dratnol: resident engineers and engineering

firms.

JM asked BL for explanation of $5M difference addressed in cover memo. BL

explained.

JDF asked BL to explain Motor Fuel Tax entries. BL explained to members. We are

keeping local control of funds vs. allowing IDOT to be involved.

Dratnol: 17 watermain breaks so far this year. JM: street maintenance needs to be

addressed further.

GH: Jim Bell's project off of 22nd/is this in the village limits now? Fairfield and 17th?

BL: it is shown there/in Village limits.

BL: will take a look at the maintenance figures one more time if the committee desires.

It was moved by Hallbeck, seconded by Meyer, that this matter be recommended

to the Board of Trustees for approval. The motion carried by a voice vote

GH: 3 items to address....

1. Glenview not plowed correctly/reduced to 1/2 the street width.

2. Corners of some intersections are too narrow.

3. Nice job on Main St. and St. Charles.

RB: declared a disaster area/can we get some funding? BL: Should get something for

that/don't know costs yet.

GH: sewer lining on Finley/Maple and Ash...was this part of a particular project/don't

remember discussing this. Dratnol: took this away from Szabo but was part of the

original project. GH: have seen some indentations north of Maple.

GH: answer to Walk/Don't Walk at St. Charles and Park was totally ridiculous. Dratnol:

we will put sign up for people that says "Must Push Button for Walk Sign".

DA: Sink hole on Main St. water shooting out at curbing on Washington east of Main

St./left turn lane south on Main turning on to Maple. Have John Johnson check loop at

that intersection.

JDS: Traffic count at Elizabeth and St. Charles for dedicated left turn lane on St.

Charles going eastbound on to Elizabeth. What about addressing timing of lights

downtown? Was traffic study ever done?

GH: possible to have a split phase like at Crescent and St. Charles.

GH: addressed Olde Town report from 12/21/98. Dratnol: reviewed Traffic Control

Deficiency Deduction - new special provision to be added to contracts. GH: believes

amounts of penalties should be higher in order to entice contractor to correct problem

instead of paying penalty. GH: will contractor be sent a bill for this? Dratnol: it will be

shown on payouts. GH: should be sent a notice of what he is being charged. Dratnol:

will be informed at weekly meeting. JM: our objective here is to correct the barricade

problem/cost is not the bottom line. JDS: 4 hours seems too long in some instances.

Dratnol: would depend on the specific situation. There is no item to cover every

instance or situation. 4 hours is IDOT standard. Also, not every instance in construction

requires a burning or flashing light on barricade. RB: can we have someone verify at

the beginning of project that all barricades are in working order?

Dratnol: also made changes to the actual Barricade Check Report. Reviewed with

committee members. GH: suggested that the barricade check be performed on various

days of the week/more on a random basis. Dratnol: weekends are the most critical

times. RB: needs to be enforced once it is adapted. JM: form is a big

improvement/add engineer corrected deficiency "date and time"? Dratnol: certainly.
