Johnson - talked with Jerry Tonne today and he has no problem with this. Tross - based

on primarily Fire Dept. input, we are suggesting that this map would be used to direct

staff that these are areas that we would not want to post traffic calming on. Bedard - But

these are the roads that we would want to put traffic calming on. Tross - let's use

Central as an example. If we do find a problem, we could put in a traffic calming device

of some sort, an island (not a speed bump), etc. But the streets here are critical to

Police and Fire. Do not want any physical impediment on these streets. Johnson -

could we bring to the board? Tross - would like to see this after we talk further about

traffic calming and what type of devices would be used. Bedard - I would not like to see

these streets restricted from rumble strips and do not understand why this would be a

problem for Police or Fire. Johnson - if someone had a neck injury, etc. could cause

further damage. Tross - that is why I would like to see us hold off on this until we have

further discussion. Schwarz - another problem with rumble strips is that they are noisy

and traffic doesn't stop at 10:00 pm. Tross - Also, could damage snow plows. Let's

bring this back during the winter months for further discussion. Johnson - would also

like to present some slides. Committee agreed to discuss this item further in the winter

months.

Tross - I received about 4 phone calls from residents, along with Dave Schaffer about

cut-through traffic speeding through this area. To get to park or school, need to cross

Collen. What can we do about reducing the speed? It is not posted, which means that

the speed limit is 30 mph. I did send out these traffic counts to the residents that had

complained about this. I did suggest that they take this issue to the school, and have

them come to us with requests/suggestions. Johnson - It doesn't seem to warrant

reducing speed limit. Tross - I gave this back to the residents to have them take to

school, etc. Schwarz - I don't see a real problem here. Bergeron - most people do not

see a sign, so they actually travel slower. Johnson - yellow/orange on maps are the

areas that were metra collector streets from years ago. Gron - then we only have option

to install Yield signs, Stop signs or lower/enforce speed limit. Tross - if I do not hear

from the schools, etc. I do not see this as a problem. It is far away enough from the

school, park, etc. to not be a problem. Gron - all of the streets that we need to put

some sort of traffic calming on, we can't. Bedard - I do not see this as a problem either,

would like to see more of the streets like this. Tross - just a heads up on this for the

future.

Tross - now that there is a signal at Lombard Rd. & North Ave., the Board will be taking

issue about putting Lombard Rd. through to Fullerton at Sept. 21st meeting. Do we

want to close off Frontage Rd. this far off from North Ave. construction? (advised

committee to think about this over the winter, etc.) We can close off Frontage Rd. at

Main. Gron - we closed it once before, and you remember what happened. Tross - but

we didn't have access out at that time. No one has complained but the traffic

congestion has not changed, we just have 2 spots that are congested now. Schwarz -

Until you punch through the right in/right out, it will not delay problem. Tross - please,

just keep this in the back of your minds. Bedard - does every body have access to

streets? Tross - yes. Johnson - I haven't had any complaints.

Tross - two other items: one from John Schwarz and one about school busses.

Schwarz - reviewed his letter with the committee. Unlike some of the other State

Licensing facilities that use their own property to test new drivers, this facility uses

Lombard streets to perform tests. What has happened is that the Driving Schools have

taken to driving the "route" with their students to prepare them for tests. We have a lot

of strange vehicles in the area. Possibly have Driver's Facility moved elsewhere so that

they could have their own testing facility on their own property. Tross - you know that

we cannot prohibit them from using the streets. Schwarz - this is a mall facility and it is

very busy. Tross - how about if we have Dane Cuny come to the next meeting with who

is using these streets and for what? My guess is that this is being used by the driving

school for prepping their students. Schwarz - just not a good area for this because of all

of the schools, Easter Seals, etc. Tross - let's have them bring us the planned area for

testing and it opens the door for us to see what streets are being used. Gron - State

properties do not pay taxes, but the developer does. Tross - yes, but having this facility

does generate people coming in to our Village and is also a convenience to our

residents. Let's open the door and talk with them and see what we can find out. Bedard

- is it legal to drive on those streets? Tross - yes, they have permits and are with

licensed driver. Bedard - I can understand the concerns here, I have driven behind

some of these students. Tross - I agree with what you are saying, and I hope this is a

reasonable way to address this. Schwarz - Yes, please have Dane check on this and

report back to us. Committee directed Dan to report back on this at the next meeting.

School Busses: Tross - I personally received three complaints about school busses. In

Trustee Sebby's district - it is a complaint of code enforcement. A resident parks a

school bus on her private property/she can take her school bus and park on Grace,

legally, blocking View. Her issue is why can't I park a school bus on my driveway?

Code enforcement states that what is prohibited is vehicles designed to carry more than

10 passengers. 2nd complaint is from Trustee Florey's district - resident parking bus

on street and neighbors would like them to park on driveway. 3rd complaint is resident

on Harrison that has a small bus, and neighbor will not allow her to park on double

divider. Wants to park about a block away in "No Parking, School" area. I suggested

that if she got the school bus with the handicap sticker, handicap sticker takes

precedent. Bergeron - I would rather see the bus parked in the driveway instead of on

the street. Schwarz - I would rather see them bring the bus back to a parking area and

get their private car. Tross - time in between shifts is about an hour, which is not

enough time to do this and complete their shifts. They are allowed to park on the

streets, if it doesn't block any vision during the day (not at night). Johnson - is a school

bus considered commercial? Tros - yes, according to code enforcement staff. Bedard -

What is wrong with parking in the driveway? Tross - she doesn't want to pull the big bus

in her driveway. Secretary of State does not consider school busses commercial

vehicles. They have completely separate standards than other busses. Gron - is our

ordinance different from the State ordinance? Tross - yes. Gron - then I would like to

see it changed. Tross - is it the con census of the committee that if you can put a school

bus on your driveway, as long as it is not overnight or on the weekend, it is okay? If

totally on the driveway and not a safety issue at all, should be okay? Cuny - we know

what they are doing. The concents of the committee was that this would be appropriate.

Millette - I will be attending an information study tomorrow in Wheaton for Rte. 53. Tross
