Call to Order and Roll Call

The meeting was called to order by Chairperson Sebby at 9:37 p.m.

Approval of Minutes

It was moved by Kaforski, seconded by Mahal, to approve the minutes of the

September 10, 2002, meeting. The motion carried by a voice vote

Unfinished Business

Kaforski asked for an update on the Highland Avenue sidewalk.

Dratnol-I met with a representative of the County, he agrees with our reading of the

agreement. They're working with us on the STP project and as a part of that we would

be looking to construct that sidewalk. Kaforski-What about the maintenance

agreement? Rickard-They might throw in some money for local share of the STP

project. Kaforski-But they will absorb the cost of the sidewalk? Rickard-They should.

New Business

David Arnold spoke to the committee and staff members regarding a product called Soil

Clean for oil spills in agricultural fields. It eliminates the need to amend the soil or

remove it. They also have a line of products like grease cleaner, etc. Rickard explained

that the Village would have to check to see if it's EPA approved.

D Mahal-(re: street lighting) If we do new streets, can we put the infrastructure in the

ground and add the lights later? Dratnol-You can't easily do that. It's unit duct which is

plastic conduit, if you put an empty duct in, you risk it crushing at some point. You've

also got to stub out a length of extra unit duct and wire, there's no easy way to do that.

If we were to go into a new neighborhood we would spec it out for directional boring.

You would still have small pits every 200-300'. Arnold-This street lighting policy, do we

want to make it a plan? Sebby-Yes, and we'll have to look at how we fund it too.

Kaforski-Put it on the agenda next month for discussion. President Mueller-When we

did the study weren't we talking about doing a one shot sweep and a special

assessment? Rickard-There were a couple ideas that were kicked around. Sebby-I do

like the idea of doing this with construction projects. Arnold-My preference would be to

take down all of the ComEd poles if you're going to talk about a policy of doing

everything when the streets are open. Dratnol-That's about $400/ft to bury ComEd.
