Village of Lombard Legistar System

Matt Hernandez spoke regarding the February 21, 2003, article from the Daily Herald

regarding transfer stations and landfills filling up. Hernandez explained that the major

factors in people not wanting them in their neighborhoods is the smell, a perceived

rodent problem and the truck traffic. When a town does host a transfer station, they do

receive a "host fee".

DeStephano asked what Waste Management's strategy is. Hernandez explained that

Waste Management owns two transfer stations and currently takes refuse to Settlers Hill

in Batavia. There are also landfills in Michigan and Indiana if need be. There are still

landfills with a lot of life left, however, you will see rates increase as nearby landfills

close.

Hernandez also informed the committee that yard waste pick-up will begin April 5th and

Waste Management is working with the Park District to get the recycling program started

up.

Chairperson DeStephano gave the committee members their assignments for the

Recycling Extravaganza. They are as follows:

Publicity - Schukat/Lyons

Volunteers - Jendras

Food/Greeters - DeStephano

Site Plan - Loebach

Supervision/Training - Adams

DeStephano also reminded the committee members that everybody has to work that

day, preferably, all day.

Mosquito Abatement Contract

Burg reviewed last years contract and talked about the County's gravid trap program.

Lyons suggested publicizing the fact that the County was setting up gravid traps in

Lombard.

The committee discussed the individual elements of the contract.

DeStephano asked if we should continue with the New Jersey light traps. Burg

suggested that we do. The light traps track the nuisance mosquitos. There was

discussion about how many sprayings should be in the contract and should the number

of inspections be increased. Burg responded that he didn't think it was necessary to

increase the inspections, the traps should be telling you if you're doing the job. Burg

stated that he was fairly comfortable with the program as it was last year.

DeStephano pointed out that the issues were accountability, backyard catch basins and

frequency of adulticiding.

Burg suggested that in the new contract, the Village pay by the mile for adulticiding

instead of banking. That way the Village will only pay for the spraying that is done.

Burg also suggested putting a survey in the Pride or newspaper for people to notify the

Village if they have a backyard catch basin. Schukat will draft a press release.

The committee discussed the necessity of speciation. Burg pointed out that if you are

not going to do speciation, then the New Jersey light traps are useless.

DeStephano asked Burg to have Sam Davis of IDPH email his opinion on several points

and to have the new proposal from Clarke available for the next meeting.

A request from DuPage County to install recycling bins on the Illinois Prairie Path at a

cost of approximately $7,000.00 to be borne by the Village. (DISTRICT #1 & #5)

Jendras suggested that if they are to be next to the trash cans, that there should be a

sign saying recyclables and listing what's acceptable. Burg explained that the cans

would have to be modified. There are specific recycling cans, but they are much

smaller.

It was moved by Jendras, seconded by Schukat, that this matter be approved

The installation of two (2) recycling cans on each path (Illinois Prairie Path and

Great Western Trail), one (1) at a high traffic location and one (1) at a low traffic

location. The motion carried by the following vote:

Sub-Committee Reports

Jendras reviewed the survey concept that is being discussed at the

Multi-Family/Commercial Recycling subcommittee. The goal is to find out if downtown

businesses are recycling and if not, why. Also need to know if they even have

recyclable materials. DeStephano suggested doing the entire TIF area. Perhaps we

could put together a promotional project and give them free publicity for participating.
