Dratnol reviewed the change order and passed out a corrected memo to the committee

members present. Discussion ensued. Dratnol: grind and overlay going on right now

on Westmore/Meyers is not related to this project. Further discussion ensued. Tross:

this change order is from the Underground Project. Frerichs: feel that the project is

running businesses out of town with the construction. Can we help them out somehow

by saying "businesses open during construction"? Dratnol: this would need to be done

by Village Board direction. Possibly this is something that the Chamber of Commerce

could help them out with. Frerichs: we created this problem for these people and

should help them out somehow. Tross: what would you like to see? We say "driveway

open" during construction. I do not know of any business that have had a driveway

blocked where there was not an alternative entrance. Frerichs: just looking for some

kind of goodwill to help some of these businesses out. There is nothing there that says

that the businesses are open during construction. Tross: next time we should be

concerned with the public being informed that the businesses are open during

construction. Tross: how did we go from 1M 600K to 2M 700K? Dratnol: explained the

problems that occurred to cause these increases. Tross: does that mean that Burns

and McDonald have a significant liability to reimburse? Dratnol: they have a liability to

reimburse the Village for what the project would have cost over and above what the cost

would have been if the design engineering had been done correctly. Anderson: that

also includes any rework. Tross: the Wilson/Westmore project was done during my

tenure on the board. I am disgusted with this whole project being so messed up.

Further discussion ensued.

It was moved by Frerichs, seconded by Arnold, that this matter be recommended

to the Board of Trustees for approval. The motion carried by the following vote:

Anderson: reviewed the item with the committee. Discussion ensued. Tross: my

concern is that most of this committee did not live through the Dutch Elm disease

problem in Lombard. Is there a way to make it "any type of an infestation issue" instead

of being problem specific? Anderson: part of the problem is that each infestation comes

with different issues. Further discussion ensued. Anderson: will have to speak with

Tom Bayer to find out if we can just say "other identified tree infestations defined by

Dept. of Agriculture" or some other specific government agencies.

Frerichs: impressed with Public Works response during and after the 8/23 storm. I was

upset seeing the Park District out clearing the Parks while the streets were still blocked.

In an emergency situation like this, the Park District should have been helping us.

Tross: we asked the Park District for their assistance for the use of their chipper, etc.

Their response was that they would help us, but the Parks were their first priority.

Frerichs: as a taxpayer I am upset that the Park District is worrying about branches on

a jogging trail when the streets are blocked. Tross: your concern should be expressed

to the Park District. I believe they meet the 4th Tuesday of the month. Frerichs:

another issue I have with Forestry is that we have all of this lighting in town and the

trees are blocking a lot of the light. Arnold: I have a problem with Grace St. north of St.

Charles to North Ave. The lights are up in the canopies of the trees and if you trimmed

them enough to be seen, you would have to cut down the trees completely. Dratnol:

with the Main St. Lighting program that problem should be alleviated. Discussion

ensued about street lighting priorities and design. Arnold: previously we had an issue

going on with a house at 376 N. Vista. Anderson: will talk with Code Enforcement.

Arnold: noticed that Edgewood north of Madison is nothing but skid marks caused by

the garbage trucks. Believe I talked to Dave Gorman about this. Anderson: will check

with Gorman. Discussion ensued about the red handicapped ramp sidewalk pieces.
