Residents in attendance to address Finley and Crescent guard rail installation:

JJ: the PW Dept. is in the process of getting approval for a work study from Civiltech.

Should have this sometime in the next week or two. S. Nails: how long is this process

going to take/when would guard rail be installed? DT: could take 6 mos. to 2 years.

Don't even know at this time if this intersection can be redesigned. S. Nails: guard rail

needed for children. There have been two accidents in three years at this location. DT:

the Village and this committee does not jump to put in guard rails. Will only be installed

if shown to be incremental to save & protect individuals. BP: the location needs to fall

within the criteria established by the State. DT: we are governed by the State of Illinois

law. When engineers come back with all of the criteria: if physical improvements are not

warranted, that can be done quickly. S. Nails: this accident was not as serious as the

last one/why would I believe you would do something about this now? DT: I am on your

side but we are not going to give you false hope. (Chairperson Tross moved this to

"Other Business" at this time)

Tross: I assume that all of you on this committee would like to be reappointed/let me

know if you have questions or concerns.

Pam Schau from District 44 in attendance. JJ: requested that Ms. Schau help explain

proposal to committee.

PARKVIEW SCHOOL

DT: you want to put this on the pkwy.; could they put in a pork chop to lead traffic

certain ways? Ms. Schau: we could go back to architect with this. GG: very sharp

turns in and out.

MADISON SCHOOL

JJ: explained changes to be made. Ms. Schau: entrance to Lot on Green Valley and

Madison will be permanently closed. GG: school buses in lot by A? Can this be

accommodated? Ms. Schau: architects have been asked that question many times and

have assured us that they can.

DT: turned over to Dane. Cuny: memo from Lt. Watkins. DT: survey from residents

unanimously wanted parking on both sides of street. When you do have home games,

graduation, saw no problem. Ambulance could have gotten through there. May not

"maneuver" well/but can get through. I do not know that this is a critical safety issue.

Cuny: I do not believe that it is. BP: school can solve that issue. DT: thank Lt.

Watkins for his concern but do not see a safety issue. DT (to committee): now is the

time to take action if you want to/do a survey? DT (to Cuny): ask Chief Seagraves, etc.

if you want further action. Cuny: will ask Scott to readdress this issue. DT: is it

possible considering study we saw, to make a school speed limit more prominent in this

area? Could we put in a double yellow line? JJ: possible but very tight as it is now to

put in another stripe. GG: narrows it down, but would it make people nervous and

cause an accident? BC: my concern is Lt. Watkins saw something/maybe we should

send to staff to check this out and come back with a recommendation. GG: posted

speed limit is 30. JJ: prevailant speed is 30. Will look in to this about law in High

School School zones. JS: must have key items addressed (pedestrians, etc.) Cuny:

what are we trying to accomplish? DT: speeds are way out there. Cuny: if we post 20

or 25 we may have a hard time enforcing. I'm not sure that going to 20 will solve any

problem. DT: have staff address issues from memo of side street parking to see if

there is a critical issue there and check on double yellow. Let's let the speed issue go.

Added Finley and Crescent accident tape to viewed. J. Lata & D. Menine explained

what committee was viewing on tape. K. Lata: children play out there and wait for bus

right there. D. Menine: asked school board if they could move bus pickup; responded

that it could not be moved. S. Nails: nothing there right now to protect this area. Slope

alone could take a car down in to the parking lot. Owner and Management Company

representative if attendance. (L. Nicholson/Key Management) D. Menine: only thing that

stopped car from going in to the building was the angle. S. Nails: due to the fact that we

are an apartment vs. home/ you show precident to home owners. DT: this apartment

building would not have been built today vs. years ago. GG: I beleive that this man in

the last accident had a medical condition. D. Menine: that does not prevent us from

taking precautions. From the 1st to this recent accident nothing has happened. We

have had cooperation from PD to put extra police patrol in the area. K. Lata: Police

report does not show any medical condition. D. Menine presented a petition to

Chairperson Tross. BP: owner of the apartment could put whatever he wanted on his

private property to expedate this issue. Cassidy: 33 years ago the Village promised

barricade/still have not received it. JS: when do you expect approval for Civiltech

proposal? JJ: sometime this week. We met with the owner on May 17th to talk about

different proposals. It came down to everyone wanting a complete study/proposal of

private & public property to show what it will take to improve the whole intersection. BC:

will the study show both? JJ: yes. DT: we are working with a limited parkway. GG:

who did you talk to from school board? D. Menine: talked to school board office on

Madison. There were 8 children that got picked up at this stop this year. DT: Greg,

let's not go there. We are looking at pedestrian safety/not private property safety.

Committee directed Public Works Department/staff to bring proposal directly to the

Village Board and bypass this committee if proposal from Civiltech recommends

installation of guard rail.

BP: can this committee recommend to the Village Board to get a couple mannequin's

placed in the empty police cars? Cuny: we are working on a speed control unit and will

add mannequin's to the list of items..

DT: it is my understanding that G.E.H.S. is actually going to lose parking spaces on the

last study I saw. I suggested working with Village to build lot around drainage ditch but

response was that school does not need additional parking for students. See no plans

for a parking solution.

DT: is it correct that the engineering from years ago has been

redirected/Lombard Rd. signal has been approved? JS: IDOT has for review.

DT: asked John Johnson to put on the next agenda a request for 4-way Stop

Signs at Park & Grove (Made by Trustee Borgatell). Asked Johnson to look at it

and copy Trustee Borgatell with the results. No meeting will be scheduled in July

at this time. The motion carried by a voice vote
