Greg Yangas, 136 W. LeMoyne-Several years ago water lines were put in and some |
curb was damaged. Residents were told at the time, that the curb would be replaced |
when the streets were done. Now they're doing the sewer and more damage has been |
caused. The curbs were damaged by the contractor. Asking that the curbs be replaced |
to the condition that they were in before. Part of the condition of annexation was a |
special assessment for streets and curbs (30 yrs ago). If you look on the south side of |
Goebel and north side of LeMoyne where they drove the tracks down the curb there is |
alot of damage. There is a section in front of driveway that is damaged, chipped, |
cracked. Contractor drove across driveway and scarred it. Pushed blacktop down so |
there is a ridge between asphalt and curb. On other side of street where they haven't |
run equipment it looks fine. Residents feel the curb should be replaced before the |
asphalt is put down. If it is the responsibility of the contractor then make him do it. If it's |
not then try to find some money. |
Stan Rickard addressed the residents. We do have curb & gutter removal in the |
contract. There is 4700' in already. The total amount of curb in the contract is $88,000. |
As of today, Brian has about 3500-4000' marked out. Met with Brian and Szabo today. |
Walked LeMoyne and there is not much there that can be saved. Asked the contractor |
to give us a price for larger stretches of curb. Looks like most of LeMoyne should come |
out. We'll do what we can. |
Rolly Bubert, 140 W. Goebel- Are you going to walk Goebel too? Stan Rickard-We will. |
Inga Stoermer, 644 N Ridge-For sewer connection they took half of driveway out. 2 |
sections off of north side of drive and damaged other half. Would like to know when we |
are taking out other half of driveway. Cotractor should be careful when they remove. |
When they replace it they should put in expansion joints. |
Jeff McLaughlin,141 W Goebel-Where curb crosses driveway it's all cracked up. They |
are using a hole that they dug as a garbage hole. From curb to about 4' in, grass is tore |
up. |
Yvonne Kotowicz, 252 W Lemoyne-When they repaired yards from sewer project, yard |
sunk. Could they put dirt in now? |
Chris Schultheis, 675 Rochelle Ter-When they were putting in clean out, smelled gas. |
Nicor sent someone out about 7:30. At 9:30 Nicor came back and said there would be a |
crew out that night. Question is with damage caused by boring underneath landscaping, |
2 large indentations in yard. Could they look at damage caused by Nicor? |
John Stancy, 28 W LeMoyne-Parkway has sunk around where water line and fire |
hydrant are. If they're going to be fixing up parkway, will they take care of that? |
Cracked 2 sections of sidewalk when putting in line to house. Stan Rickard-We've had |
the landscapers in several times, we'll send them up again. |

Rolly Bubert, 140 W Goebel-Sod put in 2 yrs ago doesn't match the existing sod. |
Ardith Dolamore, 146 W LeMoyne-The contractor used yard for semis (during water |
main project). Dug up 15' tree that was included in the estimate. The middle of the tree |
is dieing. |
Yvonne Kotowicz, 52 W. LeMoyne-Would like the OK to bring a truckload of dirt in to |
bring yard back to grade. Stan Rickard-That is Community Development. |
LaVerne Woloszyk, 40 W LeMoyne-During water project apron was not put back that |
way it was. Now it's chipped again, will they put it back the way it was or they way it |
was originally? |
Steve Preins-We shouldn't have to charge for a permit if it's due to construction. John |
Kaforski-She shouldn't have to pay for the dirt either. (re: 52 W LeMoyne) |
Mr. Stancy, 28 W. LeMoyne-How many gas leaks did we end up with this project? |
Smelled gas several nights. |
Mr. Tony Odrowski, 1049 S Norbury-Has had 6 sewer back ups in the last 2 years. |
Would like 100% reimbursement (under the Overhead Sewer Grant Program) because |
of money that's already been payed out. Mr. Odrowski gave the committee a time line |
of flooding that has happened. Homeowners insurance was cancelled. Payed 5 |
deductibles at $500/ea. 9/6 cost $1400.00 for furnace since no longer covered by |
insurance. Resident feels the lift station can't handle the water in a major rain storm. |
It was moved by Preins, seconded by Kaforski, that the minutes of the |
September 8, 1998, meeting be approved. The motion carried by a voice vote |
Stan Rickard reviewed the items in the package. The memo was designed to address 3 |
applications that do not fall within the current policy. |
Stephen Preins-(re: 1049 S. Norbury) I understand they're point. But they have to pay |
for 1/2 of it. As far as the one from a year ago, it's been way too long. |
John Kaforski-If you do it for one you have to do it for all. |
Gordon Hallbeck-You could wind up with 2 or 3 more people in the same situation as |
413 S Fairfield. |
John Kaforski-If we had 5 more people come in, as long as it's been documented that |
they were working with the village, I wouldn't have a problem with it. |
Gordon Hallbeck-If you start a program on June 1 and somebody does something on |
May 30th it's not eligible. You can't do it. It's not going to be just this program, you're |
going to set a precedent. We help the people that go by the program as presented. |
Joyce Castaldo 413 S Fairfield-I got somebody to do it and then read about the program |
in the paper. Had to have it done for fear of having another flood. |
Stephen Preins-We don't doubt your need to do it. It's very well documented. We just |
need to decide whether or not to cut it off at the date. |
Stan Rickard-The Board of Trustees approved the policy on March 5. Is March 5 |
something that we could consider as a retroactive date? |
Gordon Hallbeck-I think it's wrong to do it. Now you have to go back and change the |
policy. |
Stephen Preins-How many more homes could there be that have done it in that time |
period. I would be willing to go with the March 5 date. |

Application for 413 S. Fairfield be recommended to the Board of Trustees for |
approval and the retroactive date for the beginning of the Overhead Sewer Grant |

Stan Rickard reviewed the Green Valley Sewer back up report. There were a couple of |
spots that were not separated with the reconstruction project, the extreme western end |
of Park Rd Ct. there is one inlet that drains to the combined, Lincoln Ct and West Park |
Dr / Green Valley Dr. We do have storm sewer on Elizabeth Ct. There were 3 |
addresses where residents wanted more information, a report on what was happening. |
Gordon Hallbeck-What would happen if that inlet was closed? Stan Rickard-Public |
Works staff tried a makeshift restrictor and felt that it would cause excessive overland |
flooding. |
Stephen Preins-Have any of these residents made the comment that until we fixed the |
streets, they didn't have this problem? Stan Rickard-One thing that they picked up on |
was that they always got clear water backing up prior to this. When it's combined there |
is alot of dilution. Now that we've taken most all of the inlets off that line, it's going to be |
more concentrated. John Kafoski-What is the solution? Stan Rickard-Overhead |
sewers. Gordon Hallbeck-Do we have any elevations relative to the top of foundations |
for these homes? Are we dealing with a 6" drop or a 4" drop? |
Stan Rickard reviewed the circumstances at 11 Elizabeth Ct. Gordon Hallbeck-Wouldn't |
it be better if they redirected they're sewer service out to Elizabeth Ct? Stan |
Rickard-That is an option. But it would be better and less expensive to install an |
overhead sewer. We've talked to our water supervisor. One of his guys went down |
Hickory and knocked on every door to try to find out the situation out there. Some of the |
residents just don't call us. John Kaforski-The overhead sewer program is the answer. |
Dick Tross-The Board of Trustees is approving televising and root cleaning this |
Thursday. Those residents are going to have to be made aware of the sheeting if we |
put a restrictor in the inlet. Stan Rickard-If these restrictors don't work we'll consider |
installing storm sewer there (on south end). |
Ralph Borgatell reviewed the memo written by William Lichter. When the streets are |
replaced it is a good thing to do the underground, but because of this, the street |
program has been somewhat retarded. The underground should have come from the |
Water/Sewer Capital Fund. I would rather have a user fee than a tax. This program |
was sold to the people as a street program. Gordon Hallbeck-If you use the money |
strictly for repairing streets but you don't have sufficient funds in Water/Sewer you come |
back and tear up your new street. The reason you wouldn't have the money in |
Water/Sewer is because you would have to raise the water rates. That would cause |
more havoc with the constituency. With the utility tax they see businesses picking up |
their share. So, we either delay building the road or you tear up the new road later with |
the water/sewer. Ralph Borgatell-There are steets in this village that have been done |
twice with utility tax money when some haven't been touched. Mr. Lichter reviewed |
which improved streets have been done. Gordon Hallbeck-If the utility tax came up |
before the Board of Trustees every 2 yrs, every Board would get to see it. Mr. Lichter-It |
could complicate the ability to borrow short term money. Ralph Borgatell-The sunset |
provision is strictly a political issue. Feel very strongly that this thing should come |
before the Board of Trustees periodically. Feel it's a safety valve, looking forward to |
maybe someday at least being able to lower it if we could do it and not short our funding. |
At the same token the Water/Sewer Capital Fund has not been touched in 8 yrs. Hope |
you understand that I've got the other side of the page here. Stephen Preins-If you feel |
like there are areas in your district that need attention, it's a good time to bring it up with |
CIP coming up in the next month or two. Stephen Preins-As far as the sunset clause, I |
think we're going to need this utility tax for years and years. We're never going to reach |
a time when everything is done. John Kaforski-When we decided to use it for utilities we |
were afraid of using too much of it for utilities, but I haven't seen that. At a time when we |
feel it's going haywire then we need to take care of it. The concensus of the committee |
was to keep it the way it is. |
