Terry Hoppie, 41 N. Columbine, spoke about the no left turn signs for Charles Lane,

Madison Street, and Harding Road and the back up of traffic that these signs will cause.

She asked if these signs were permanent and what could residents do.

Trustee Tross agreed with the resident and he clarified the signage.

Trustee Soderstrom was going to cover this issue during the Transportation and Safety

report. He stated that the Village had posted the signs on Harrison and Charles Lane,

and that the township and county had installed the other signs. He commented that the

Village had no prior knowledge that these signs were to be installed that day.

Village Engineer, Dave Dratnol, stated that the signs on Route 53 were installed by

IDOT. He also commented that advance warning signs were put up before Village signs

were installed.

Trustee DeStephano said that the Board never supported blocking off all streets and the

recommendation to the State was to leave Madison open until Route 53 is done.

President Mueller stated that IDOT, the County and the Township would be contacted

regarding this issue. He commented that in discussion with Township Highway

Commissioner, Dick Schroeder, it was agreed to install no left turn on Charles Lane,

Harrison and Harding, but Madison was not discussed.

Trustee Soderstrom said that previous to his chairing the Committee, when the Route 53

scenario was originally discussed, it was the Committee's plan that all four streets be no

left turn. He also said at a recent Board meeting it was decided not to "no left turn"

Madison Street.

President Mueller stated that he received a letter from a resident regarding Madison,

and that he understands that there is a large group of Madison street residents that will

address the issue, as they do not want Madison to become the main thoroughfare.

A Proclamation was read by Clerk Kramer regarding Dan Tani Day, February 19, 2002.

The Proclamation explained that Dan Tani is a 1979 graduate of Glenbard East High

School who was a Mission Specialist on the crew for the space shuttle STS-108 Mission

on board the Endeavour which was launched on December 5, 20021 and returned to

Earth on December 17, 2002. He completed a four hour and twelve minute space walk

to install insulation on mechanisms that rotate the international space station's main

solar panel

President Mueller discussed the events that took place on Dan Tani Day.

Trustee Soderstrom reviewed Dan's accomplishments and also the presentation that he

gave at the Rotary Club. Trustee Soderstrom also commented that Dan will be in a

training session for the next year and half for a future rotation to man the space station

for a three to six month period.

Clerk Kramer reported that the Board of Local Improvements met on Thursday,

February 14, 2002 and addressed the following items of business:

SA213: West/Windsor/Woodland, approved payouts totaling $138,683.31

SA213B: West Road, approved a payout in the amount of $8,694.92

SA214 A&B: Harrison/Pleasant, approved payouts totaling $104,001.43; and passed a

resolution authorizing a change order in the amount of $768.43

SA217: Lombard Lagoons, approved a payout in the amount of $7,785.09, and

approved a contract in the amount of $2,800.00.

Clerk Kramer mentioned that the new BOLI member, Molly O'Toole was welcomed at

that meeting.

The next meeting is scheduled for March 14, 2002.

Trustee Tross thanked President Mueller for filling the vacancies on BOLI. He also

mentioned that Village Clerk, Sue Kramer had been nominated for President of BOLI,

and the vote was unanimous in favor.

Village Manager, William T. Lichter, introduced and welcomed Interim Police Chief

George Graves, who has 40 years of experience, 30 years of which were spent as

Police Chief of Western Springs and Downers Grove.

President Mueller stated that staff has met with AT&T regarding cable service and would

be coming back with more information regarding rates, service, and the upcoming

merger.

President Mueller mentioned that the hotel industry is rebounding and the State has

rebudgeted some of the funds that were cut from the Visitors Bureau budget.

President Mueller also informed the Board that the new Chairman of the DuPage Water

Commission has suggested not refunding the ten cents per one thousand gallons of

water used. He said that this will reflect in the Village's Budget process and to be aware

that the Village is not in favor of this change.

President Mueller commented on the Mayors and Manager Conference which welcomed

the new Director, Mark Baloga, who replace retiring Director Lynn Monte.

Trustee Tross stated that he received four phone calls from Village residents and a letter

from a resident on east Madison. Trustee Tross believed that a hysterical response is

present. He agrees that east access is needed. He stated that Madison is a collector

street, but will not generate 10,000 cars per day.

Trustee Tross went on to say that the Transportation and Safety Committee originally

recommended Meadow and Madison. He commented that his may not have been the

best compromise. He suggested to stay with the pattern and take that sign down.

President Mueller mentioned New York City firefigher Joseph Gick and his wife Marie,

who will be in Lombard on March 1, 2 and 3, 2002. Mr. Gick has been a firefighter for

nine years and was a firefighter for the lower Manhattan Seaport area which lost

fourteen members on September 11, 2001. President Mueller stated that the itinerary for

the three day visit would be forthcoming.

Trustee Tross questioned Fire Chief Seagraves about the EPA levels regarding noise.

Chief Seagraves explained that the newspaper only had a partial transcript of the

ordinance and that this ordinance only applied to construction. He said that emergency

situations were exempt.

Trustee Tross requested further clarification.

Trustee Koenig informed the Board that she initiated this issue after hearing the

testimony of how disruptive the noise was during construction of the Town and Country

development, from Sheryl Spontak. The residents in the area wanted to increase

enforcement of the noise issues.

Chief Seagraves commented that the ordinance parallels State laws and was drafted in

ordinance form to allow the Police Department to issue a citation in the absence of

inspectors.

President Mueller said it was a good ordinance and asked if a notice will be given to all

builders and remodelers during the permit education process.

Chief Seagraves said that an informational sheet will be prepared and given out with

permit applications.

AN ORDINANCE AMENDING TITLE 9, CHAPTER 93, SECTION 93.02 OF THE LOMBARD

VILLAGE CODE IN RELATION TO DECLARING THE CONDUCT OF ANY BUILDING

CONSTRUCTION, REPAIR, RECONSTRUCTION OR MAINTENANCE INVOLVING LOUD OR

UNUSUAL NOISE A NUISANCE DURING CERTAIN HOURS OF THE DAY

BE IT ORDAINED by the President and Board of Trustees of the Village of Lombard, DuPage

County, Illinois as follows:

Section 1:That Title 9, Chapter 94, Section 93.02 of the Lombard Village Code is amended by

adding a new Subsection (B) thereto which shall read in its entirety as follows:

"(B)" It is unlawful to conduct any operations (construction, repair, reconstruction, or

maintenance), other than within a fully enclosed building or structure, or exterior property

maintenance work (including, but not limited to landscaping and landscaping maintenance work),

which involves the operation of any steam shovels, hammers (including power hammers,

pneumatic hammers and jackhammers), tractors, bulldozers, pile drivers, chain saws, graders,

riveters, earth movers, tree and stump grinders, trenchers, cement mixers, power hoists or

derricks, demolition balls, power shovels, trucks, power equipment on wheels or traction chains,

power lawnmowers, power edgers, power weed wackers or power hedge/bush trimmers,

gasoline powered pumps, directional boring machines, and generators, between the hours of

10:00 p.m. and 7:00 a.m. at any location within the Village in relation to which the buildings

within a three hundred foot radius (300) are used exclusively for residential purposes. (The

300-foot radius is measurable to the actual structure and not the property line.) The provisions of

this subsection shall not be applicable to emergency situations where the building operations or

property maintenance work are being undertaken in response to a situation that poses an

immediate danger to the building or threat to the health, safety and welfare of the surrounding

residents or occupants. Nor does this provision apply to street openings or work performed by

the Village of Lombard's Public Works Department.

Section 2: That if any section, subsection, sentence, clause or phrase of this Ordinance is for

any reason held to be invalid, such decision or decisions hall bot affect the validity of the

remaining portions of this Ordinance.

Section 3: That this Ordinance shall be in full force and effect from and after its adoption,

approval, and publication in pamphlet as provided by law.

NOTES:

The word "building" has been removed from the lst line so that ordinance is all encompassing

and is not limited to construction noise.

Areas in bold print have been added, as per the recommendation of the Code Talkers

Committee.

Mr. Lichter offered to answer any questions, but there were none.

Joe Thomas, the Secretary of the Mar Thoma Church, introduced members of Church,

Rev. V. T. Josen, President, Jacob George, Treasurer, George Varghese, Accountant

and Jonathan Stack, Architect. He continued on to give a brief history of the Church that

dates to the first century. He said that there are forty five parishes in America. Their

current location is in Des Plaines, which consists of 380 families, 100 of which live in the

Western and Southern suburbs. He thanked the Board for their time and consideration

in this matter.

Mr. Lichter had no further comments.

Trustee Soderstrom said this was brought forth on the basis of sight line issues. He

stated that Collen Drive bows to the North and has accident potential.

Trustee Koenig said that she was familiar with the area and its concerns. She stated that

the condo complex has worked hard to clean up problems in the area and the condos

homeowners association was not in favor of parking on the north side of the street. She

said she has heard a lot of ideas, but the consensus is that parked cars slow the traffic

down.

Trustee Tross agreed and talked about street parking versus parking lot useage.

Trustee Soderstrom said that the issue to avoid parking at the condos is not really

addressed. He stated that he was disturbed that resident concerns and constituent

complains are not being addressed.

Trustee DeStephano asked Trustee Koenig asked how many residents in the area are

in favor of this and how many are against it.

Trustee Koenig said that she did not poll all of the residents on Collen Drive. She said

the request came from one person. She sent letters to twelve residents and she

received three responses or 25%. She stated that each respondent wanted something

different, and there was more concern about speeding issues than parking issues.

President Mueller said that the issue was not related to not listening to residents

concerns. He commented that the parking situation has helped the area, due to the multi

family buildings butting up to single family residences.

Trustee Tross stated that there are two buildings, each building having forty units, and

the members of the condo association does not want this changed. He stated that the

request came from one single resident that lives two blocks away.

Trustee Soderstrom said that it was unfortunate that the letter did not come to his

attention.
