The Regular Meeting of the Board of Trustees May 17, 2001 was called to order by |

Ms. Brown proceeded to explain the item and asked anyone wishing to be heard to step |

Student Trustee for District One, Christine Gaberbauer, made a comment on the |

importance of Staff providing thorough documentation for all items on the agenda |
|
presented to the Village Board for consideration and approval. The documentation |
|
submitted May 11 for Board Reviews had no cost information for consideration of the |
|
petition for BOT 01-05,regarding two variations to provide relief from Chapter 151 |
|
"Flood Control" and Retention/Detention Basins. In the future, the residents of District |
|
One request that staff provide full information on items before the board. She pointed in |
|
particular to the retention/detention item before the Board this evening |

DuPage Theater Murals
|
Assistant Village Manager Edwards explained that the intent of the murals is to create |
|
an opportunity for unique individual expression as well as to beautify the Theater. |
|
Trustee Sebby commented that the murals are a good idea and will showcase art in a |
|
tasteful manner. |
|
Trustee Koenig commented that there is a cross and a mention of Jesus in one of the |
|
murals and feels this may offend some. She reminded them about separation of Church |
|
and State. |
|
When the issue was referred to Attorney Bayer, he commented that he needs to look at |
|
the nature of the groups who were invited to participate and if the opportunity was |
|
opened to all groups, what the assignment was that was given and if the same topic was |
|
given to all of the groups. Mr. Bayer said he would feel uncomfortable until that is |
|
investigated or if it appeared that we would be promoting one religion over another. |
|
Trustee DeStephano announced that as an advocate for the Theater she will support all |
|
of the murals, including the mural from St. John's Lutheran School and if any conflict |
|
arises, she will support removing the mural at that time. |
|
Trustee Soderstrom feels this is a showcase for all the schools in Lombard. |
|
Trustee Tross spoke of the separation between church and state when a cross was |
|
taken off of the vehicle stickers. |
|
Trustee Lichter made a motion to table the matter to the June 7, 2001 Board Meeting in |
|
order for Attorney Bayer to review. |

Manager Gibson called upon Fire Chief Robson to give a staff report . She reviewed the |

bids which included an Excellence Ambulance for $112.200.77, less trade-in and |
|
Midwest Emergency for the cost of $104,185.00, less trade-in. Both bids received were |
|
above the estimated purchase price . The Fire Chief's recommendation was to award |
|
the contract to Midwest Emergency Vehicle Sales, and sell the old unit out right rather |
|
than trade it in to offset the higher purchase price. |

A motion was made by Trustee DeStephano, seconded by Trustee Tross to approve all |
|
of the murals subject to legal review. Both Trustee Soderstrom and Attorney Bayer said |
|
that they were uncomfortable with the motion. Attorney Bayer said he questioned it's |
|
legality. |
|
Trustee DeStephano said that she had not intended to make things difficult but that she |
|
wanted to move forward with the murals because students will soon be out of school. |
|
Laura Fitzpatick spoke saying that school ends June 7 and the students could continue |
|
with the murals but that school closing may impact installation. |
|
Trustee Sebby said that he is concerned with the change in the discussion being so |
|
rapid. |
|
Trustee DeStephano said she brought the subject up again because of the schools |
|
closing. She said that she wants to be fair and proceed in a low-risk manner. She |
|
agreed to withdraw her motion to approve the murals at this time. Trustee Tross |
|
withdrew his second. |
|
It was moved by Trustee Sebby, seconded by Trustee Florey, that this matter be |
|
tabled to the June 7, 2001 meeting. The motion carried by the following vote: |

Agenda Items for Discussion

A presentation was made by Student Community Director Amy Soehren regarding the |
|
Census 2000. She went over demographics and results of the census. The result of the |
|
2000 Census was a population of 42,322. Staff will provide updates as data becomes |
|
available. He stated there was an increase of 2,914 people, a 7.4% increase. Also |
|
discussed were the increases in neighboring communities such as Addison, Glen Ellyn, |
|
Elmhurst, Villa Park, and Wheaton, The change in DuPage County on the whole was |
|
also discussed. The growth was attributed to annexation of previously unincorporated |
|
areas and the development of previously undeveloped lots. The estimated population of |
|
the year 2004 was 44,421 people. |

President Hwang asked for comments on population and the opinions of the students. |
|
Student Trustee Robins commented on the involvement of students in light of the |
|
population growth at the Glenbard East. Student Trustee Glennon commented on the |
|
sports programs and would like to see additional intra mural sports. |

Student Trustee Lichter concurred. |
|
Student President Hwang told students in the audience they may comment. |
|
Student Trustee Glennon commented that she hears the girls' teams will increase. |
|
Student Trustee Lichter stated a survey was done of the students involved in |
|
interscholastic sports and there was a money issue. |
|
Student President Hwang stated additional sports teams needed to be approved due to |
|
the money issue and must be recommended by a teacher. |
|
Student Trustee Robins commented some clubs could showcase their performance in |
|
order to show students what is involved in their organizations for additional participation |
|
by students. |
|
Student President Hwang concurred. |
|
Student Trustee O'Connell also concurred. She believes many students do not know |
|
what is going on in some of the clubs. |
|
Student Trustee Robins stated overcrowding is a definite problem in sports and clubs. |
|
Student Fire Chief Robson felt some of the clubs could have talks in second period to |
|
inform students of the functions of clubs. |
|
Student Trustee Robins suggested some solutions might be career day and intra |
|
murals. |
|
Student Trustee Evans spoke of competition being a positive influence that will carry |
|
over into the work force. |
|
Student Trustee O'Connell felt that adding intramural sports would create a problem in |
|
regard to practice times. |
|
Student Trustee Glennon commented on the band and drama club being open to |
|
students. |
President Mueller thanked the students and commended them on a job well done.

|
regular meeting of President and Board of Trustees of May 17, 2001 recess to |
|
Executive Session at 9:34 p.m. for the purpose of discussing the Acquisition of |
