Village of Lombard Legistar System

Village Board asked Tom Bayer to read and comment. This will be going back to the

board this week for final disposition. Paul Kufrin, Jr. stated that Dick Tross asked Tom

Bayer to give the board some flexibility on this position. John Jaugilas said that Tom

Bayer stated that there is not any room for flexibility. Bill Poole stated that we could also

add something at the end about Department Head being able to override or use their

own judgement. Tom Johansen believes that it exists in the policy already at some

point. Paul Kufrin, Jr. stated that using the word "may" doesn't provide for exception on

both sides. Greg Gron stated that if it is not written in the guidelines per say, you need to

add it. John Jaugilaus stated that this is just informational for our committee/will go back

to the board to decide. Already passed on the first reading. Over more recent history,

board has been passing on first reading and just accepting in to record on second

reading. Allows time for questions and input before final decision is made.

Ed Cummings in attendance. John Johnson met with Mr. Cummings last Thursday to

run some radar during rush hour. The reports show the average from the last 3 years.

Mr. Cummings commented that there are 2 school bus stops on Hickory/children are in

danger because of this. Mr. Cummings still believes that Hickory warrants a speed

reduction/there is a genuine problem with safety for children crossing the street. Dane

Cuny stated that his depoartment held off on spot checking until John Johnson finished

his reports. Speed limit is not posted at 30 miles per hour/people could assume it is

higher. Greg Gron asked John Johnson if we can post street at 30 miles per hour/put

up a sign slow children at play/caution children at play/steep grade?

John Johnson reported that these are the 4 items that establish criteria. Tom Johansen

stated that this is the basis that establishes speed limits. When you have too low of a

speed limit, drivers just ignore it. This is why we need to have criteria to establish speed

limits. Penny Arnold feels there should be more police patrol and more education of

public. A sign is a reminder to the driver as to what the speed limit is. John Jaugilas

stated that a sign only serves part of the purpose. The new radar sign could be used as

a warning/deterent to speeders. Should start using in problem areas. Tom Johansen

moves to reject lowering of speed limit/Greg Gron senconded with the stipulation that

speed limit signs of 30 miles per hour be posted on Hickory. Also, add warning sign, if

possible. John Johnson will investigate and see if this is possible.

Tom Johansen asked John Johnson if he gave any consideration to "No Parking"

limitations? John Johnson stated yes, but majority of traffic is right in that one area/no

reason to extend zone any further. Can be addressed in future if further problems

occur. John Johnson talked with Penny Arnold several times about this/elevated rate of

speed on this area of Washington. Street is posted with Speed Limit signs/study shows

there are some elevated speeds at this intersection. Ms. Arnold stated that the real

problem is that a lot of drivers just don't stop/very hazardous for students walking to

school. There are 3 different bus routes along this area. Ms. Arnold would like to see

more police enforcement/Palatine has a program where the radar guns are passed out

to residents. On 5/28/97, Bes Perry made police report/someone drove up on her

parkway and private property around 9:30 pm. Ms. Perry resides at 448 Edgewood

(near the s/w corner). Most of the speeding occurs going west. Greg Gron asked if

installing "No Parking" could cause traffic to speed up/by eliminating parking they would

have to swerve? Penny Arnold stated that there are a lot of blind spots in this area.

Tom Johansen asked Ms. Arnold if this will help the particular situation/problem? She

stated yes. Ms. Arnold and John Johnson will ask the PTA about painting cross walk

lines/wouldn't be able to be done this year due to weather. Can be done in the Spring.

John Johnson remarked that the PTA usually works with us on these types of situations.

John Jaugilas asked Dane Cuny to look into Palatine's program about citizens using

radar guns and doing traffic studies and report back to the committee. Would cause

citizens to become more active/can assist the Police Department. Tom Johansen stated

that Legal Council should be consulted as to the legality of this type of situation. Ms.

Arnold asked if John Johnson could take a look at the 30 versus 25 mile per hour

variations on Washington? The committee felt that drivers are driving at the speeds that

they are comfortable at. John Johnson will address the speed limit sign locations.

It was moved by Johansen, seconded by resigned Bergeron, that this matter be

recommended to the Board of Trustees for approval. The motion carried by a

Ms. Cathy Nails asked if notification will be given to home owners by the Village or will

Club Croix Home Owners Association be responsible to notify? John Johnson stated

that normally the Village does not notify residents in this type of a situation. John

Johnson will let Ms. Nails know the dates that the signs will be installed, so that the

Home Owners Association can notify the affected residents.

Paul Kufrin, Jr. asked John Jaugilas if there was a way that the committee could

promote safe driving/possibly a safe driving proclomation? Could we tell Bill Mueller

that the Transporation and Safety Committee recommended that since we have a lack

of safe driving in the Village limits that we would like to promote a Safe Driving Week in

Lombard? Tom Johnansen asked Dane Cuny if there is a State or County Safe Driving

or Driver Awareness week? Dane Cuny didn't know/will find out. John Jaugilas stated

that there could be a Safe Driver Awareness Week a couple times a year (when school

is starting, inclement weather in the winter...etc.)

Paul Kufrin, Jr. asked John Jaugilas how important this meeting is/could we move our

meeting to another night? Possibly a Tuesday? This way there would not be 2

committee meetings on the same night. John Jaugilas stated that at times when an

important or controversial issue is addressed, the Transportation and Safety Committee

meeting could be broadcast on Channel 6. There have been situations where people

would like to attend both committee meetings. John Jaugilas stated that we will

address this at the next meeting that we are going to have. John Johnson stated that

the next Transportation and Safety Committee meeting will be on December 1st, 1997 at

7:30 pm.
