Tross distributed memo at meeting addressing this issue.

Tross: Do not know if what I am proposing is feasible. I am afraid that if we do not

propose this, we will have something forced down our

throats. Pool: then we will just work up to the barrier and stop. Tross: would be hard

pressed to enforce this. I feel this is a win - win situation for everybody. If we do not

enter into some sort of intergovernmental agreement now, we are probably going to

have it stuck to us. Bedard: would this mean that we are entirely responsible for this

maintenance? Tross: everything except the infrastructure. Do not know what the

funding mechanism will be at this time. Pool: have we finalized borders between

Addison and us? Millette: yes. Rickard: could be done as a jurisdictional transfer and

give to Addison, or have them pay us a certain amount of money per year towards

maintenance. My suggestion would be that we keep the road, and get a certain amount

of money towards maintenance. Tross: my argument with this is that if the money is

gone, what if we still have maintenance issues? Millette: we do have schedules for

maintenance now, so we would be able to give them a budget amount.

Suggested referring to the Public Works Committee as framework for this. NOT a final

proposal.

A motion was made by Pool, seconded by Bedard, that this matter be referred to the

Public Works Committee. The motion carried unanimously.

Ms. Dana Bethel addressed committed with her concerns about this intersection.

Bedard: does this get traffic from O'Neals? Bethel: I do not know, but does get traffic

from Allied Dry Wall. Pool: why not a stop sign? Johnson: based on volume of traffic,

a stop sign is not warranted. Pool: what about truck traffic? Johnson: do not really use

this route except for deliveries. Cassidy: some of this may be caused by cars/vans

parked close to intersection. Are there any No Parking signs out there? Johnson:

various types of No Parking out there. Gron: anything by the intersections? Pool: what

are you asking for (to Bethel)? Bethel: anything that will slow the traffic down. Tross:

why are we having Grove yielding to Garfield? Johnson: north & southbound carrying

more traffic. Schwartz: we are revisiting two items tonite converting Yield signs to Stop

signs. Cassidy: I am not opposed to Yield or Stop, my question is do we need more

parking control out there? Watkins: 25 N. Garfield has added a driveway in the last

couple of years. Do not know if No Parking signs have been reevaluated in the last few

years. Parking up there for apartments is at a premium, and there is probably a need

for people to park there. Tross: I am not sure that parking is the issue. Pool: made

motion to change to request Stop Signs instead of Yield signs.

Ms. Bethel: thank you, I appreciate the quick response.

Tross: what has been communicated to staff is that IDOT will be constructing a 4- lane

Hwy. Rte. 53 & North Ave. would be redone - turn lanes, etc. From the Village

boundaries would likely be fully improved - street lites, sidewalks, "pork chops", right

in/right out only (except for Meadow, St. Charles & Madison). Want traffic to flow as

easy as possible for our Village. Madison is our collector street, not Harrison. IDOT has

indicated that there is warrant for traffic light in that area, and logically would be at

Madison. Bedard: will there be a school crossing there? Schwartz: would need to

improve the rest of Madison. Tross: will address that when we accept that area in.

Have to allow some form of truck traffic in and out. Despite the fact that the school

districts have assured me that none of their busses take Harrison to Rte. 53 and turn

left, I have seen them do it. Very scary. Gron: the North Ave. improvements - is that

what opens up Meadow? Tross: trustee in that district has asked for a full blown

intersection in that area. Would like a signal if possible. Whole northwest corner of the

Village will be locked in after North Ave. construction. Large contingency of people that

need to get in to that area because they live there. First step of pork chops will be at

BOLI in spring.

Pool: I have new business. With darkness coming earlier and earlier, I have almost hit

3 people on bikes dressed in black with no reflectors at all. Could police give them

warning tickets? Bedard: aren't they subject to same laws as vehicles. Williams:

public education through the schools is a possibility. Pool: a ticket would be more

effective. Tross: there are better ways to communicate this without tickets. Under 16,

issue them a parent ticket. Bedard: I would rather have them get a ticket then a trip to

the graveyard. I hit one the other night; dressed in black. Gron: I like the idea of the

parent tickets. Pool: what about the adults? Williams: have had good response with

the positive tickets for free slurpees for wearing helmets. Have also had good response

with calling parents (beat officers have cell phones). Tross: possible to look at a

compliance ticket for children and adults for different issues. Bedard: I would like them

to look at this issue because it seems to be an increasing problem.

Some Old Business - Watkins: parking issue for football games. If something serious

happens, we will have a problem getting emergency traffic through here. Residents in

area are still opposed to having No Parking imposed on one side of the street.

(North/South streets) Bedard: could we make it limited to the events? Tross: always

opens up issues to be debated. Bedard: could we post signs on nights of events?

Tross: I cannot see imposing on staff to post these signs. Bedard: concern is at the

intersections? Tross: yes, the trucks cannot make these turns quick enough. Cassidy:

how many spots are you talking about? Just a few? Tross: I am talking about the

whole blocks. Watkins: also, COD class nights are a problem. Tross: could we check

this out without homecoming, or football events? Watkins: yes, we could try. Tross: I

would like to have them see if they can do it. Gron: ignorance to the law is not an

excuse. Tross: am not concerned about the tickets issued, or problems with residents

having No Parking in front of their homes. I am concerned with the feasibility of a full

size fire truck being able to make a turn at these intersections. I would like us to check

this out before next Sept. Watkins: has there ever been any thought to having a blue

ribbon committee made up of students, staff, residents, park district etc.? Tross: we

had one years ago, and also this year.

Secretary of State Driver's Facility issue. Johnson: Van Dillenkoffer spoke to the

Secretary of State office. Have to run their specific routes. Tross: have the Village of

Lombard and the residents in the area obtain of copy routes. John Johnson will obtain

this for next meeting.
