Hernandez informed the committee that Waste Management decided to hold off on an

increase for commercial accounts. It could have been 9%.

Hernandez also told the committee that Waste Management has had problems with yard

waste pick up. One of the problems is a high turn over rate. Hernandez spoke with

someone higher up and was assured that it won't happen again.

He also commented that all went well with the Lilac Parade and Waste Management is

in the midst of working on the upcoming Taste of Lombard. They will supply 96 totes

and 6 8-yard containers.

Hernandez commented that Westmont's Recycling Extravaganza was a big hit.

Will start showing 2003 information on the Tonnage Report for comparison.

DeStephano informed the committee that she attended the Materials Recycling

Subcommittee meeting. They have a number of excellent recommendations. Burg

interjected that he did talk to Lane at Arlington and it sound like a good deal. They will

charge $5 per tube and everything else would be free. They would also only charge an

additional $1,000 for anything over the $10,000. He said he's willing to take a risk as a

public service and to get the press. He can make money on the other stuff. He also

said in his experience there is two tubes per vehicle. Jendras suggested advertising

only two tubes per car. Adams commented that he is pleased with the $11,000 cap.

Once of his concerns was possible extra charges because we don't know the quantity.

With this offer, the Village is losing the risk. Loebach commented that because of

publicity, we probably need to get this to the Board of Trustees as soon as possible. He

also suggested that if the Village funds it this year, we should try for a grant next year.

It was moved by Adams, seconded by Jendras, that this matter be recommended

to the Board of Trustees for approval for staff to negotiate a contract with

Arlington to provide electronics recycling at the 2004 Recycling Extravaganza

with a cap of $11,000. The motion carried by the following vote:

Volunteer Training

Adams explained that the majority of volunteers are on books. If we do electronics we'll

probably only have to unload. When the volunteers get there, he'll walk a group

through. Also, the greeters should be adults. If we know who they are ahead of time,

we could go over the survey with them. Loebach suggested checking on the greeters

once an hour or however often you know you're going to have a greeter change. Adams

commented that as people come in, they will need to be trained by whoever is running

that specific area.

Burg said he has the recyclers lined up. Destephano will handle the food and Burg will

handle water, etc.

Publicity Flyer

The committee agreed to use the same flyer format as last year. Will add "residential

recycling only", no pallets and old grills (for metals). Move hangers and pots to end of

metals.

Burg commented that we don't yet know where the traps are located. There was a

positive two weeks ago. Will try to have trap locations for next meeting. Burg further

explained, that part of the problem with locations is they may move the traps periodically

during the season. Loebach commented that he was confident that at the end of the

season they (the County) would be able to give Lombard information. He also asked

how Clarke will know when to call about spraying if they have no traps in town. Burg

explained that they will go by surrounding municipalities counts.

Schukat and Adams will modify the press release to include if people no of a backyard

catch basin that is not necessarily on their property.

Loebach suggested that perhaps the Code Enforcement interns could take a look for

catch basins when their out. Burg pointed out that they are doing commercial properties

this year and to get into catch basins in parking lots you could be looking at thousands.

That money is not budgeted. Loebach suggested that they still look for them even if we

don't treat them, so we have the information available if it's needed in the future.

Loebach informed the committee that the downtown mailing has gone out, 50 letters.

The subcommittee hopes to complete the survey in the next 3-4 weeks. The June

meeting is cancelled.
