It was moved by Preins, seconded by Trustee DeStephano, that the minutes of |
the June 15, 1999, meeting be approved. The motion carried by the following |
vote: |
The committee discussed various sidewalk updates. Stan Rickard informed the |
committee that the Trip Hazard program is up to $33,000 at present with seven (7) |
additional locations to date. No monetary amounts have been set yet. The Fill in the |
Gap program - Arterial collectors were desired to be done first by the Board of Trustees. |
Dave Dratnol added that nine (9) locations were picked for the allocated $20,000. |
Change Order Report |
Stan Rickard distributed the Change Order Report for July, 1999. 1998 Report - 1 |
significant change Project # 10 - appears we will have a deduct of around $200,000.00 |
/will reflect in final balance. Puts change order balance at approximately 1%. |
Stephen Preins: #10 Green Valley. When are we going to get results of this? Stan |
Rickard: Probably in September. |
1999 Projects: #1. IDOT cut us back a little/found a lot of unsuitable material & wet |
weather. Large increase in excavation. Are expecting IDOT to share in some of this |
expense at 50/50, but don't know yet. Joan DeStephano: Has IDOT given us funding |
for this/do they have money? Stan Rickard: This is just a small amount in their scheme |
of things. Also, some things have been added as far as traffic control, street light poles, |
etc. |
David Arnold: Why is the curb so high at St. Charles & St. Charles Place? David |
Dratnol: There is a tighter radius than before. David Arnold: seems like a large amount |
of restoration that needs to take place. David Dratnol: most of it is in the right of way. |
John Kaforski questioned the water service lines. Stan Rickard: developers will have to |
recapture on to 6 inch line. Additional stubbed in line. |
#2. Stan Rickard: Engineer underestimated quantities/wet weather. David Dratnol: |
underestimated quantities that would have had to be paid for by the Village anyway. |
These are not charges for work that had to be redone, etc./it is an underestimate of |
quantities that we would have needed anyway. |
#4. Stan Rickard: 4 components of about $70,000.00 total. Explained these to |
committee. |
Stephen Preins: asked why 50/50 had more locations this year. Stan Rickard: very |
popular because it's done monthly now. |

It was moved by Trustee DeStephano, seconded by Kaforski, that this matter be |
recommended to the Board of Trustees for approval. The motion carried by the |

David Arnold: question about Arno home knocked down. There is a large hole there. |
Could we put in fencing there? John Burg: hole is about three feet deep not real |
dangerous. John Kaforski: 3 feet deep with water could be a potentially dangerous |
situation. John Burg: tried to have them put some of the dirt back in. Stan Rickard: we |
will probe the hole tomorrow and will take care of this. John Kaforski: (to Stan) did you |
look to see if we have the old Green Valley tapes? Stan Rickard: yes, we do. John |
Kaforski: could we review these? Stan Rickard: no problem, we'll have the report in |
September. David Arnold: curious as to schedule for street repairs for watermain |
breaks? Stan Rickard: repairs start this week. First one is on Westmore by 7-11. John |
Kaforski: question about West Road. Seems to be a controversal issue. When is first |
meeting scheduled? Stan Rickard: Public Meeting is scheduled for tomorrow night. |
Resistance is coming from approximately 1 block of West Road. Joan DeStephano: 35 |
people signed petition, has to be more than 1 block. Stan Rickard: it is a very small |
amount of total project. David Arnold: how many trees are being removed? David |
Dratnol: we are taking about 150 total/West Road is from 2 inch size tree on up. We |
are replacing almost as many trees as we are removing. Most of the trees being |
removed are by the hill. People do not understand exactly what is being proposed. |
Stephen Preins: trees that we are removing/are any of these for sidewalk installation? |
David Dratnol: yes. We have some sidewalk that is winding to avoid tree removal, but |
some of it is necessary. Stephen Preins: we could be bending the sidewalk more. |
David Dratnol: will bring plans to next meeting. Will not compromise safety to save a |
tree. John Kaforski: This is a residential street not an arterial street. David Dratnol: |
when they redo North Ave. there will not be access to North Ave. from West Rd. Will |
be less traffic when North Ave. is redesigned. Stephen Preins: I can see why some of |
the residents are upset about removal of large, mature trees. This committee is |
dedicated to preservation of large, mature trees in town. David Dratnol: I understand |
this. Stephen Preins: Madison west of Main Street is really starting to deteriorate. |
Especially in front of Madison School. Stan Rickard: scheduled for 2007. Stephen |
Preins: will not last that long. Stan Rickard: if money situation improves we could move |
it up. David Dratnol: we do reassess these every year, could be moved up. Stephen |
Preins: What is wrong with this area, why is it deteriorating so quickly? Stan Rickard: |
poor materials. Joan DeStephano: just defective materials that year? David Dratnol: |
we try new things, recycled materials, etc. John Kaforski: that laid open for a long time |
also. Stan Rickard: Grinding and overlay may be a fix for this. |
