Bonafode from 127 N. Charlotte in attendance. Is still looking for other items that were

asked for including the reduction in speed limit and turn restrictions on Charlotte off of

St. Charles Rd. Soderstrom: remarked about the nice thank-you sign from the children

that was shown by Trustee Sebby at the last Board meeting.

Johnson: reviewed the findings of the speed study for the committee members and

resident in attendance. Bedard: are we looking to go to 20 mph? Sebby: that was the

original request. On the graph what does it mean 53% violation? Johnson: means cars

over 30 mph (31, 32, etc.). Sebby: based on the numbers on your graph, the highest

speed is shown at 41 mph. Schwartz: was this study done before or after the stop sign

was installed? Johnson: before the sign was installed. What you see here is a perfect

bell graph, which is what IDOT looks for in their studies. It is a proven method of what

traffic will normally drive. Bedard: based on this, could the speeds be lower after the

stop sign was installed? Johnson: after the sign was installed, one way was actually a

mile or two faster. The adjustments will probably only be a mile or two. Explained how

studies are done. Bedard: if we were to do this, how far would we want to go on

Charlotte? Johnson: from St. Charles Rd. to at least Prairie, possibly to View or

Pleasant Lane. Bonafode: at least to Prairie. Soderstrom: there are facts out there

that prove that reducing a prevailing speed limit will not effectively reduce the speed on

a street. Bonafode: if you put a speed limit sign about 15 feet after the stop sign you

could prevent the guys from gunning it. Johnson: statistics show that people will drive

at the speed that they feel safe at. Sebby: if we look at lowering speed limit on

Charlotte, I would like to see it lowered to Pleasant Lane from St. Charles Rd. Murphy:

is part of this posted in the area for 20 mph during school days? Johnson: Charlotte is

not posted at all, just Pleasant Lane.

Johnson: discussed results of turn and destination study at Charlotte and St. Charles

Rd. Schwarz: asked Johnson to define immediate area. Sebby: peak times are 5:00

PM to 6:00 PM? Johnson: yes. Sebby: I know you are trying to show us that this is

being used by residents in the area, but it is also being used as a cut-through. I am still

concerned about this. Schwarz: is there any thought as to where the 15% of the

vehicles driving that are out of the area are from? Johnson: not really. Soderstrom:

the interesting thing I saw was that you really did not see a lot of vehicles from other

close towns or even the other side of Lombard. Bedard: I have a real problem with

these no left turns. It effects a lot more people besides the 100 block of N. Charlotte. I

do not support this. Sebby: we, as the Village of Lombard, did create part of this

problem when we sent traffic down here during the St. Charles Rd. construction.

Bonafode: isn't this a lot of traffic for a street the size of Charlotte? Murphy: in the area

where I live off of Roosevelt we have a large amount of traffic also. If we do this in one

area of town, we are going to have to do it all over town. This is a Village of Lombard

street and it should be able to be accessed by residents in the immediate area.

Bonafode: since the people on the street have come to this committee we have only

gotten a stop sign. Murphy: I understand this, and when Roosevelt Rd. was under

construction, we had a lot more traffic afterward. If we continue to post these streets,

we will have no way to get in and out of our town. Bonafode: it is posted on other

streets, specifically Highland and St. Charles. Soderstrom: that was posted due to a

large number of accidents. At Rte. 53, which really is not a comparable situation, the

posting was done to prevent non-residential traffic. If we post this, we will be

inconveniencing Lombard residents here and that is not what we want to do. Bedard: is

there something else we can do here besides turn restrictions? Johnson: this is a

public street and there is not much that can be done. Review the traffic calming CD.

The light at Grace St. is working well. Some people like to get off of the main drags and

drive the side streets. They like to look at what is going on in the neighborhoods. We

did have some old counts from before the construction and the traffic amounts have not

increased that much. Schwarz: the numbers on the study (374) show Charlotte is being

used as a convenience route for many drivers. It would be worth a try to post a "No Left

Turn" during the peak hours in the evening. Bedard: once again I think that we are

restricting residential access. Cuny: a lot of these cars are on their way home. Will

only make the intersection of St. Charles and Main more congested. Murphy: did you

say you had studies from before the construction and after that do not show the traffic

amounts have increased? Johnson: yes. Bonafode: I do not believe the studies and I

think there is more traffic. Sebby: I would like to see a temporary sign posted.
