Bill Mueller introduced the DuPage Area Transit Plan. Notified residents in the |
community in various ways about the meeting tonight. Read the six major objectives. |
Introduced John Noel, and Michelle from DuPage Mayors and Mangers. Turned over to |
Bill Lichter for Power Point Presentation. |
Bill Lichter asked that everyone fill out a survey form after the presentation this evening. |
Also, anyone watching the meeting tonight could request a survey form and one will be |
sent to them. Will be opportunities throughout the presentation for people to comment. |
20 year plan being developed by the DuPage Mayors and Managers group. |
Bill Lichter presented. |
Listening to You... |
Richard Mawer,2 West St. Charles Rd.: |
North/South almost non existent. East/West is great. I needed to rely on a friend to get |
me to the meeting tonight. Must have a balanced system with busses that will feed the |
Metra line. Very important for people without cars to have some kind of public |
transportation. |
Bill Pool, Committee Member, 105 W. Park Drive: |
Portland has street cars, even on expressways. Works really good. If we want to |
increase the people taking busses to the train, we need to make it more affordable than |
the commuter parking to entice people to use it. Also, we should look in to street cars. |
Madeline Reynolds,146 W. Sunset: |
Best thing about where we live is the access to various locations. It has increased the |
value to my property. The worst thing is the "kiss and drop" by 7-11. There is no real |
place to stop and let someone out for commuters. People buy houses here because |
of the trees, the houses, affordability, sort of blue collar. Also, coordinating access, |
improvements to the curbs. Sidewalks were negotiated, but there is still one block on |
Sunset that has no sidewalks. This was a waste of money. Has created a safety |
hazard and a major challange. Major miscoordination of efforts. |
John Noel, Glen Ellyn: |
I challange the people here tonight. Who needs public transportation? Most people |
here do not need public transportation. Maybe we are wasting our time. |
Richard Mower: |
Going to have major congestion through out the United States. East/West |
transportation is great. Need to get a system that balances out the North/South. People |
that do not drive, do not have cars, or cannot drive, may be a small segment of the |
population, but we should not be ignored. |
Bill Lichter went on with the presentation. Talked about upcoming events. Public |
Choice Forums in December, 2001. Public Hearing in the Summer of 2002. |
Bill Mueller: |
Expanded upon what John Noel brought up about the challange of what our residents |
want and need. Hope that we hear from people as to what their needs are. Bill Pool |
mentioned parking fees. Just received study from PACE on their budgets. PACE has |
difficulty competing with parking fees in Metra and public lots. Maybe we are spinning |
our wheels and people are not using the public transportation that exists now. These |
are the questions that we need to have answers to. We need to look to the future. |
Bill Pool: |
How many people under 35 years old in this crowd? Where are the people that we are |
looking to make these provisions for? Something is wrong with the routes, etc. if we |
only have 2 people on the bus riding on Madison. |
John Noel: |
That is why we are asking you for input. |
Bill Mueller: |
PACE does have Drive and Ride services, services for handicapped, etc. |
Trustee Tross: |
Issue is not what you are providing for public transportation. The public does not know |
of any other way to travel downtown besides Metra. Need to make the work force |
aware of what PACE has to offer. General riding public probably does not know about |
it. Need more PR on Village network. Rich Mower knows what is available because he |
needs to. |
Bill Mueller: |
Just the other day, a resident communicated to me that the reason he keeps his car is |
for the convenience. |
John Noel: |
This study is focusing on 20/20. 20 years. Things change...price of fuel, job growth in |
DuPage County, costs of road maintenance, minimal capital outlay for busses, |
congestion in the county. Finding a public transit plan that includes busses, bikes, |
sidewalks, trains needs to be looked at. |
Madeline Reynolds: |
Portland works because they have a downtown area that is concentrated with a large |
amount of people, entertainment, doctors, etc. Having more condos downtown in |
Lombard would create more concentration and less need for public transportation. |
Trustee Tross: |
Most residents are not happy with the congestion that is near their residences. Our |
residents want to live in a "bedroom community", not a thoroughfare. |
Bill Mueller thanked everyone for their participation and comments. Asked Chairperson |
Soderstrom to keep this item on the burner at his monthly meetings. |
Chairperson Soderstrom thanked President Mueller, Bill Lichter, John Noel and the |
residents in attendance. |
Continued with the meeting agenda at 8:30 pm. |
Requested by Trustee Tross. Tross: At 10-9-01 Village meeting. Address Harrison |
construction being detoured to Charles Lane. Would like to unitarily post with the |
township and county to restrict left turn from Charles Lane on to Rte. 53. Post "No Left |
Turn" from Rte. 53 on to Madison, Harding and Charles Lane. In the point of safety it is |
very warranted. Bedard: Where are these cars going to go? Tross: Go to arterial |
streets such as Main, St. Charles, North Ave., Crescent. |
Soderstrom: Would like to dot i's and t's before we make any kind of recommendation |
without seeing anything from staff. Tross: That is fine if you are going to have a |
meeting in December. Pool: We took this up when we made our recommendation |
earlier. Tross: Understand that this is an issue that needs to be addressed. Bedard: |
No ordinance changes have been made? Tross: That is correct. If the county or |
township cannot post Charles Lane, etc., we will not redirect traffic to other streets. |
Pool: Not really hard to make left turn between 10am and 3pm. Tross: Harrison was a |
safety problem, Madison was a safety problem. You are looking at a true safety hazard |
situation at Harrison & Rte. 53. Only moving problem if you do not make them all |
prohibited. Pool: Block all streets off to Rte. 53 if you are worried about safety. Bedard: |
If another entity posts these under police powers, can it be enforced? Tross: Trying to |
create porkchops prior to construction on Rte. 53. Schwarz: I have noticed school |
busses turning on to Charles Lane off of Rte. 53 in the morning. Tross: There was an |
issue with School District 89. They have since rerouted that school bus driver to the |
proper route. Schwarz: I would like to see the left turns prohibited there. The traffic is |
so intense at rush hours that this becomes a very tedious situation for drivers. That is |
when people start taking chances and accidents happen. Tross: Confirm "No Left Turn" |
at Charles Lane. Schwarz: Asked Dane Cuny if there were any additional accidents at |
Charles Lane since construction began. Cuny: Not that he is aware of. Tross: I just |
want to proceed with a recommendation. Soderstrom: This is all anticipation of what |
will be addressed at a later date. Asked Staff to bring a formal recommendation to the |
meeting in December. |
Enactment No: Ordinance 5055 Signs |
Johnson: VFW Hall in the process of being torn down. Received a petition from the |
residents in this area to remove "No Parking" signs. The parking in this area is no |
longer an issue. |
It was moved by Pool, seconded by Kuehl, that this matter be recommended to |
the Board of Trustees for approval. The motion carried by the following vote: |
