JJ: plans were sent to IDOT/had a few issues. Sent back a few corrections they would

like to see. We corrected and resubmitted. Corrections were made by Civiltech in

response to their letter on December 16th. Rothbardt: any change with Main St. and

North Ave.? Schwarz: Looks like there may be more funds becoming available for road

improvements. Bergeron: read that Chicagoland streets are second worse in the

country. Schwarz: only thing we know for sure is that Ryan is not going to approve any

tax increases. Possibly tax collected on motor fuel tax could go towards road

improvements. Door was left wide open when they increased the size of the trucks.

Jaugilas:anything further on this tonight? This has gone back to IDOT the way they

want to see it, so it should be okayed. John Jaugilas directed staff to make sure that

Gary Rothbardt is copied on any correspondence from IDOT.

JJ: situation is similar to Edson and Hickory/Brewster and Edson. Now that roads have

been improved, traffic is moving quicker. When it was unimproved, couldn't go over 20

miles per hour without damaging your vehicle. Cited accident referred to in memo.

Gron: could County clear some of the foliage around this area? JJ: did fill out

paperwork for permit with the County to clear this underbrush. Kufrin: addressed this

before about clearing these intersections of the Prairie Path. How often are we going to

do this and follow up on this? JJ: needed a permit in order to go on their property/we

can use this any time we deem necessary. Kufrin: will need to put this in our schedule

for Public Works crews. Gron: this specific accident cited does not support the request

because the vehicles were going in the opposite direction. Jaugilas: if we put this on

Willow, cars on Edson will zip through there and end up with safety issues at Prairie

Path. Need is to enhance safety for traffic and pedestrians by installing Stop sign on

Edson. JJ: when you stop the major flow of traffic/they get used to no other traffic being

evident and zip through the intersection. Bergeron: never even think about Willow

when I'm on Edson. Gron: is it possible to use pavement markings to notify people

about Prairie Path? JJ: will be installing these to County specifications in the Spring.

Also, new fluorescent green signs are very visible. Cassidy: confused as to whether

the Stop sign is really warranted. JJ: one way is definitely warranted. Site distance is

the major problem. Cassidy: what about a Yield sign versus Stop sign? JJ: feel they

definitely need to Stop, not Yield.

It was moved by Schwarz, seconded by resigned Bergeron, that this matter be

recommended to the Board of Trustees for approval. The motion carried by a

voice vote

Enactment No: Ordinance 4601 Stop

JJ: reviewed his memo in reference to Olde Town streets and improvements. Now that

project is complete, drove the area and checked to see if any areas warranted Stop

signs. Schwarz: already Stop signs at Prairie and Main/Greenfield and Main. Are you

basically you are addressing stopping at the T-intersections? JJ: yes. Want to keep it

consistent, and have the Stop signs installed at all of these T-intersections. Jaugilas: if

we don't have specific warrants to install Stop signs/don't feel this should be done.

Trustee Borgatell does not favor installing unwarranted Stop signs. Gron: placing these

at every one of these intersections does not seem warranted to me. Object to all of

them. I go to work this way and don't feel there is a problem. JJ: once again, I was

looking at providing consistency. Gron: all of those corners are utilized as bus stops for

children for school. Kufrin: Orchard Terrace and Windsor, I can understand. The

improved streets could be causing traffic to pick up speeds. JJ: this could be a problem.

Cassidy: which ones are warranted by State standards? JJ: Elizabeth and Grove.

Cassidy: do we have proof that there was property damage at this corner? JJ: I would

have to go back and pull the accident reports. Gron: there may be a change there now

that there is a curb installed at this location. Bunni: Greg, what do you think? Gron:

curb will most likely make a difference. After living in this area for so many years, I can

see some of them. Hopefully, we don't have to always tell people when to stop and

when to go.

Cassidy made a motion to install Stop Signs north and southbound at Elizabeth and

Grove, and to revisit the other locations in 6 months to check status.
