Residential Traffic Speed and Enforcement |
Cuny reviewed the report. No consistent constant problems.3 Months in a row no |
consistent complaints. Bedard: Do we track warnings/if someone receives more than |
one? Cuny: No. Soderstrom: Parking citations/what have we brought in? Asked Cuny |
to bring report of Parking Citations to next meeting. |

Johnson: 6 month report. Finley crossing was recently rebuilt. Railroad did the |
improvements. |

Soderstrom: At last meeting asked staff to review costs of accommodations of these |
types of parking spots. Johnson: Least costly would be to build our own device. Sign it |
properly for motorcycle parking only. Bedard: What about liability? Johnson: |
According to our attorney, if someone chains their bike to this pole, and something |
happens to their bike we would not be liable. We are only liable for the maintenance of |
the pole and lot itself. Kuehl: Would they be put to the far east? Johnson: Yes. Painted |
with bright paint so they would be noticeable. |
A Motion was made by John Schwarz, seconded by William Lepins to paint and stripe |
the 9 spots at the DuPage Theater lot and to also install pole for cycles to be chained to. |
It was moved by Schwarz, seconded by Lepins, that this matter be |
recommended to the Board of Trustees for approval. The motion carried by the |

Soderstrom: Board's intention is for us to address left in/left out intersections on Rte. |
53. St. Charles to North Ave. will be 4 lanes with raised median in between. St. Charles |
to Roosevelt will not be considered for expansion at this time. Would like us to review |
North of St. Charles and South of St. Charles. Joan and Dick in attendance for this |
purpose I assume. |
Items to be considered: General access, increased traffic volumes, effects on residents |
in immediate area. Request to IDOT of expansion of Rte. 53 from St. Charles to |
Madison and have signalization at Madison. One has an impact on another. |
Michael O'Neal (resident living on Rte. 53): My parents live on Harding. No complaints |
with police at all, they are doing all that they can possibly do. Drivers are flagrantly |
disobeying the signs/know where the police are going to be. People feel they do not |
have a safe way to enter our town. They are tired at the end of the day and just want to |
get home. I assumed these are out of town residents, when in actuality they are mostly |
Lombard residents. Schwarz: what would your recommendation be? O'Neal: I spoke |
with Dick Schroeder and he said he will open Madison as soon as Charles Lane |
reopens. DeStephano: it is difficult for people to get out, but there are many people |
that are trying to get home. Has forced traffic down to St. Charles Rd., North Ave., and |
Roosevelt. During rush hour it is impossible to get out on to St. Charles. People on |
Columbine can't get out of their driveways due to the large backup of traffic. Would like |
to see these signs taken down. Please consider a safe alternative to posting these |
signs. We owe people the right to get home in a safe and timely manner. Soderstrom: |
Would you like us to look at Meadow also? DeStephano: hopefully it will be a |
signalized intersection by IDOT. |
Tross: s/b Rte. 53 on to e/b Meadow is prohibited. Woodland took precedent over that |
years ago because of cut thru traffic. Soderstrom: exactly the same reasons for |
Harding, Harris, Charles Lane, and Madison. Tross: Needs to be Meadow fully |
signalled and Madison fully signalled. IDOT only paying for Meadow. We are giving |
ourselves a problem to all of the people that live there and making them unhappy. We |
need to open up Charles Lane and have the township open up Madison. This is just not |
doing anyone any service. |
Soderstrom: when we decided to close Charles Lane, the commissioner was requested |
to close Madison and Harding. Considerable decrease in e/b traffic on Madison after |
Finley. One of the considerations was cut thru traffic thru Madison, Harding and |
Harrison. |
Johnson: there now is an increase of traffic on St. Charles, Finley, Maple and Main. I |
believe that North Ave. is causing some of the problem. |
Bedard: why will they not open Madison unless we open Charles Lane? Is it political? |
Soderstrom: Yes. Kuehl: What are the school bus patterns here? Soderstrom: |
Haven't heard anything from 44, have heard through grapevine that 87 does not have an |
issue with this. Bedard: Raised median/what about access to driveways? Soderstrom: |
Breaks will allow for u-turns. Bedard: lowering of bridge will cause less problems at |
Meadow. Soderstrom: won't eliminate completely, but will help. Madison will |
lower/higher by IDOT if decided to do. Schwarz: We need to address first of all if IDOT |
proceeds as planned (stopping at St. Charles) what we need to remedy are some of the |
restrictions that we have placed out there. Do we listen to the residents of Lombard the |
way that we should. Some of the ways to relieve these problems is to open up some of |
these restrictions that we have imposed. Kuehl: Northbound 53, southbound 53, or do |
nothing. North Ave. to St.Charles will be done within the next few years. St.Charles to |
Roosevelt nothing will happen withing the next 5 years or longer. |
Soderstrom: If Charles Lane was to be reopened the estimated cost would be $300,000 |
for necessary improvements. Lepins: IDOT has established that they are doing project |
from North Ave. to St. Charles. Schwarz: No they won't. Soderstrom: there |
commitment now is to stop at St. Charles Rd. |
Expansion stops at St. Charles what should we do? |
Motion made by Art Kuehl, seconded by Ed Bedard to open up Charles Lane with full |
access in conjunction with the immediate reopening and full access of Madison by the |
Township Supervisor, |
It was moved by Kuehl, seconded by Bedard, that this matter be recommended |
to the Board of Trustees for approval. The motion carried by the following vote: |

A motion was made by John Schwarz, seconded by Art Kuehl to propose that the |
Village Board reopen discussion with IDOT concerning the expansion of Route 53 to the |
southern most limits of Lombard, with signalization at Madison. |
It was moved by Schwarz, seconded by Kuehl, to recommended to the Board of |
Trustees for approval. The motion carried by the following vote: |

Bill Lepins brought up the fact that the "No Parking" signs on Brewster are not being |
obeyed. Soderstrom asked Cuny to check this out and report back to the committee at |
the next meeting. |
