Call to Order and Roll Call
The meeting was called to order at 7:33 p.m. by Chairperson Laura Fitzpatrick.

Public Participation
There was no public participation.

Approval of Minutes
The minutes of the October 15, 2007 meeting were approved with one correction: |
Zachary asked that his named be spelled correctly. A motion was made by Zachary |
Wilson, seconded by Andy Draus. Motion carried unanimously. |

Unfinished Business

Discussion relative to the Sculpture Show. |
Trustee Fitzpatrick said that everything was going along fine but when she spoke to the |
Park District about Lilacia Park as a location, timing was not going to work out for this |
year. Trustee Fitzpatrick indicated that timing is everything so it will be spring next year |
as a target for the sculpture show. It is being organized by the DuPage Arts Coalition for |
next year but still needs to get approved by the Park District. |

New Business
A. Seniors
Choosing the date for the 2008 Senior Fair. |
Staff indicated that a few organizations have requested the date for the Senior Fair for |
planning purposes. The committee considered dates and it was suggested to plan it for |
September 24, 2008. Staff will talk to the Chamber so that the Business Expo is not |
the same day. |
Staff gave an overview of a new section being developed for the website designed |
especially for seniors. Staff will integrate much of the information that the Community |
Relations committee is doing regarding seniors and social services into this area on the |
website, should the committee agree. A motion was made by Moon Khan, seconded by |
Zachary Wilson. The motion carried unanimously. |

Medal of Character Excellence Award |
Request to nominate Grace Melton for the Medal of Character Excellence Award. |

Andy Draus questioned if this award is intended for grade school kids? Trustee |
Fitzpatrick asked if he has a problem with it being her father who made the nomination? |
Draus also asked if the committee wanted to collect nominations and have it be more of |
a bigger deal? Could we get a referral letter from the PADS place? He would prefer to |
get an independent verification for the award. Staff will call Mr. Melton and ask for |
further verification for the award nomination. |
Zachary Wilson wants to have a "Youth Fair" to get people together to recognize the |
young people of the community. Pam Bedard suggested that especially the youth need |
to get recognized and that we should get the word out to the schools, churches, etc. so |
more people know about the award. |
Staff will follow up and bring this back to the committee with verification for further |
consideration. |
Medal of Character Excellence Award |
Request to nominate Jackson Middle School's Builder's Club for the Medal of Character |
Excellence Award. |
Sixth to eighth grade students, are doing a community project to raise $60,000 to build a |
playground at the school at York Center. Trustee Fitzpatrick explained that they will be |
asking for corporate sponsors and holding various events to raise money. Usually kids |
are raising money for kids they'll never see and this is a very community-minded project |
for kids to be doing this in their own community. |
Zachary Wilson commented that this is a fantastic idea and we should recognize the |
entire school. Laura Fitzpatrick pointed out that by giving it right away it will give more |
PR for the event. |
It was moved by Kuehl, seconded by Bedard, that this matter be approved. The |
motion carried by a voice vote |
D. Intergovernmental Relations
Trustee Fitzpatrick directed the committee to go back to the subject areas and she |
would like the committee to look at each of these categories and look over them, get |
some goals, a project or a service project and do them one at a time. The committee |
suggested that a great deal of work had been done with seniors in mind and now we'll |
pick which of the other categories we want to go with and set priorities. |
Zachary Wilson talked about at the last meeting bringing all the governmental units |
together and see what we already have. Whether that's under Intergovernmental or |
Social Services, let's learn what we have so that we can move forward with a plan. |
Trustee Fitzpatrick suggested that all of these things work out to be intergovernmental |
because they cross over. |
Zachary Wilson suggested that we should know what we offer and what we don't offer, |
we can move forward. He also questioned whether or not we want a representative |
from each board to work together on a project such as a public forum. Andy Draus |
agreed that this would be good so that the public can come together to work out ideas |
together, with all boards-library, park district and Village-all together. |
Zachary Wilson asked if the committee could sponsor a public forum with |
representatives from each governmental entity so that people could ask questions. |
Andy Draus said that he could envision it more so that people could come forward and |
ask questions of each group. |
Zachary Wilson asked if we want to have a meeting with each one first so that we could |
have an understanding of what each one does? |
Andy Draus said that he could see it with questions being done ahead of time so that we |
are not waiting for people to get questions….don't want to blindside the participants. |
Trustee Fitzpatrick suggested that it might have to be a leadership forum so that people |
would be represented. They might not have one person be able to represent the entire |
body. Perhaps each group could send a representative. |
Pam Bedard agreed that it would be good. |
Lisa Biegalski said that she thought it would clear up a lot of misinformation. |
Moon Khan said that he thinks it is a great idea but it will more or less be listening to |
them. He doesn't think anyone will show up. Expectations are that we would be the |
only ones that listen to them. Maybe they will send their executive directors. The |
meeting should be open to the public-ready to show up so that we will listen to them. |
Questions could be emailed to staff if people can't show up. |
Trustee Fitzpatrick suggested that maybe it could be more like a fair---where people can |
be in a more relaxed atmosphere. People are stressed when they are at a mike. |
Zachary Wilson said that we could ask each group to speak with a positive emphasis. |
Trustee Fitzpatrick asked how long would it take? Maybe too long. |
Moon Khan asked would there be any members of the Village Board that feel the |
committee shouldn't do this and that they should? Should have someone from the |
Village of Lombard also there as a representative. |
LIBRARY/PARK/BOARD-Laura Fitzpatrick suggested they invite members from each of |
these to the next meeting so that we can talk about how to do this. At the February |
meeting the committee will get the event more organized and then invite the groups the |
month after. |
Next meeting---plan the Intergovernmental Forum-include on agenda to discuss. Have |
this on the agenda to discuss. |
Each body could have five minutes for a positive opening statement and then questions |
would be answered. Could have questions submitted on the internet so that we would |
require the questions ahead of time so that they can have them prepared for the |
meeting. |
E. Diversity
Moon Khan suggested the committee organize a Village picnic once a year. He has |
seen this done in several Villages such as Glendale Heights. It is a great event with lots |
of residents and a full day program or couple of hours in the afternoon. International |
Day/Human Relations Day…not sure what they call it. |
Multi-Cultural Day---Downers Grove---Trustee Fitzpatrick-food and entertainment on |
different days. |
Schaumburg also does this -500 or 600 people show up, all various ethnic groups. Staff |
will contact PR person at Glendale Heights to see what they do. |
Zachary Wilson added that he thinks that diversity should be incorporated into all other |
things not just celebrating diversity on one day. Diversity in religion is the real reason in |
diversity. He thinks it should be mixed in with everything else. |
Moon Khan suggested that it could be organized on July 4th and have a parade and |
then go to the Taste of Lombard. Andy Draus suggested that perhaps could have a |
cultural day at the Taste of Lombard-on a day where they don't have a lot of |
entertainment or on down days. |
Staff and the committee suggested various options regarding a cultural events day to |
highlight diversity. More information from Glendale Heights will be researched and |
brought to the next meeting. |
Lisa Biegalski will be looking at the Youth Coalition and Character Counts. |

Other Business
Zachary Wilson said that this group has a lot of responsibility to the community and to |
each other to be here for the committee. He commented that it is unfair and |
discourteous not to be there so that items can be discussed and voted on. They need |
quorums for voting. |
Pam Bedard and Gerri Kuehl stated they would be appreciative of better communication |
such as the meeting time change for this meeting. Trustee Fitzpatrick explained that |
she changed the time to 7:30 p.m. to make it easier for people to get to the meeting on |
time. |
Staff asked about the future meeting times and the email communication. A vote was |
taken and majority voted for a change to 7:30 p.m. for the meeting. It was also agreed |
to keep the email communication. |
Staff suggested that if someone is unable to make the meeting to please contact either |
Trustee Fitzpatrick or staff so that we can tell if we have a quorum or not. The next |
meeting will be Feb. 18 at 7:30 p.m. |
