Committee member Greg Gron brought up petition from Eugenia for "No Parking". |
Chairperson Jaugilas asked committee if they would consider adding this item to "New |
Business" on tonight's agenda? Committee members agreed on this. Added Legistar |

Tremunde: Wilson Ave. speeding/in last month saw speed trailer posted twice. This |
slowed down traffic considerably while it was up. When it was removed, speeding |
picked up again. Busses and other traffic constantly speeding; Bus #8043 speeds |
every day. First day trailer was up police stopped 2 cars, don't know if they were |
ticketed. Cassidy: John, did you do traffic counts , etc? Johnson: met with school |
about safety issues. Cassidy: could we get some traffic studies? Tremunde: what is |
going to happen is there will be a fatality. Cassidy: run traffic counts and let's see |
exactly what we can do with this. Pool: Would a 3 way stop at Elizabeth slow them |
down? Tremunde: I think it would. Jaugilas: would have to see speeds, counts, etc. to |
determine if a sign is warranted at that location. Schwarz: need to pick up traffic patrol, |
not add stop signs. Cuny: has anyone seen the decoy car? Response was negative. |
Cuny: directed staff to do this, will check in to this. Kufrin: have citations been issued, |
etc.? Cuny: don't know. Jaugilas: Anyone else on this? Tross: thought we were |
going to do a traffic study, etc. Jaugilas: let's just address this item now. Old Business |

Johnson: turn over to Harry Gilmore from Civiltech who did this study. Gilmore: briefly, |
this exhibit is an aerial photo shot of area. Main focus was Rte. 53 and Meadow. |
Gilmore explained attached traffic study in detail. Need two lanes both directions on Rte |
53/this is warranted by high traffic volumes. Ultimate solution would be to create 2 lanes |
each direction with a left turn lane at Meadow. Start widening out after the bridge. |
Estimate of cost: slightly over $600,000. Jaugilas: is Rte. 53 maintained by the State |
or the Village? Johnson: the State. Jaugilas: because this is State, State would have |
to approve? Johnson: correct. There is no money in budget for this |
improvement/possibly apply for federal funding when the hotel is built. Would take 3-4 |
years to complete process. Schwarz: study addresses safety and capacity issues. |
Can tell you right now that the State has no money to do this. The best way to address |
the safety issue would be to develop a left turn lane at Meadow. Jaugilas: in other |
words, cut down to one lane of traffic there, in each direction, and install a left turn lane. |
Schwarz: do this even beyond the bridge. Jaugilas: the assumption was that with |
introduction of I-355, traffic on Rte. 53 would be substantially diminished. This only |
happened for 2-3 months. Is it feasible to have a left hand turn lane there/are we within |
the appropriate limits to install a left turn lane there? Gilmore: Start just down from |
Woodland to narrow. May be a small amount of widening needed, but not a significant |
amount. Schwarz: traffic narrows to one lane north of Meadow. Jaugilas: if we could |
put in left hand turn lane it would address the safety issue. Tross: the safety issue you |
are citing is just like the Harrison one in my district. By doing what you are proposing, it |
would enable more out of town traffic to cut in to our town. Jaugilas: the difference here |
is that this increase in traffic is due to all of the building in the area. We already did cut |
off left turns on to Woodland. Issue there was to not increase the traffic flows, but to |
address the safety issue . Tross: issue is s/b traffic turning e/b in to town. Jaugilas: |
issue was accidents here coming across hill, etc., not inviting more traffic to come in to |
town. Gron: people will start coming in to my neighborhood to avoid the St. Charles Rd. |
left turn. Would rather see traffic on Rte. 53 kept where it belongs/rather see this money |
invested in streets in the area that are constantly flooding. Schwarz: accident ratio |
would warrant a "No Left Turn" at this intersection. Mr. Paul: this study does not show |
that the problem is that people are not paying attention. A car ran in to my son at this |
location, the man who hit him said he didn't even see him. Heading north on Rte. 53 at |
the bottom of overpass, putting a signal in to turn left is just as dangerous. Correct? |
Schwarz: accident study does not show this. Mr. Paul: they aren't going to be able to |
squeeze this in. Put sign up on n/b just like on s/b for "No Left Turn". Put "No Left Turn" |
on s/b. Schwarz: Civiltech directed to do this study by this committee for safety issues. |
Mr. Paul: this committee is afraid to upset residents on the other side of the street by |
posting a sign. Jaugilas: we do not just post signs, etc. casually/we study accidents |
and safety issues, then decide how to address each specific issue. Do not just want to |
put something up as a knee jerk decision. Need to decide what sort of signage is |
warranted in order to provide safety. Committee does not seem to favor the $600,000 |
option. We are not worried about public reaction to our decisions. Mr. Paul: I did not |
make that comment. Poole: when I was in office years ago, I wanted to post signage at |
Harrison/people on the block did not want it. It went in anyway. Jaugilas: if there is a |
safety issue to address/this not a matter of popularity. Gilmore: look at putting a single |
left turn lane in 3-lane section. Could provide you with a price, etc. for this option. Need |
to address with the State. |
Cassidy: there are 3 lanes north of Meadow/open a lane for right turns/post"No Left |
Turns". Keep traffic moving. No left turn n/b on to Meadow/make right turn lane. |
Jaugilas: major problem area is s/b on Rte. 53 making left turn on to Meadow. Gilmore: |
developer was proposing right turn lane with completion of development. Jaugilas: |
committee needs to either direct Civilitech to look more at one lane each direction with |
left turn lane/or install no left turn lane? Schwarz: if you install no left turn/where will |
traffic go? Would like traffic go all the way to St. Charles and not turn on North Ave. No |
left turn heading s/b on 53/may need to revisit this in the future. Jaugilas: Let's propose |
the posting of no left turn . Will revisit this if warranted at a later date. Schwarz: |
Civiltech pointed out the statistic of just how much traffic travels on 53. |

minutes and memo, is a need for a fence, etc. Johnson: discussed what was reviewed |
with Glenbard East High School) G.E. has enacted a "No Retrieval Policy". Also, G. E. |
requested that busses not be allowed to park on Wilson Ave. Tremunde: at Lincoln and |
Wilson, kids go right across to their cars without even looking/a stop sign here would |
definitely help. Jaugilas: I don't understand how this "No Retrieval" policy will help the |
problem. Johnson: coaches and teachers were instructed to tell students about "No |
Retrieval" policy. They were previously instructing students to go and get balls, etc. |
randomly. Tremunde: talked to school about driveway by tennis courts/sign says "Enter |
Only". There is not s sign posted on other side/people are going out this way when they |
shouldn't be. This is not enforced. Jaugilas: were we expecting a traffic count/traffic |
study? Johnson will have this for next meeting. There is a request from school to post |
"No Bus Parking, Standing or Stopping on Wilson. Schwarz: I can't believe that they |
park out there. Gron: they do, I have seen them many times. Tross: will the traffic |
study include time, speed, counts, etc. Johnson: yes. Committee directed staff to |
complete a traffic study on Wilson Ave. between Finley and Main; them report back to |
committee at next meeting. |

Johnson: met with Tom Wilson in reference to this issue. Have a lot of activities going |
on and a day care at this facility. People are using this a shortcut. Stop sign will |
actually be posted on their property/but traffic will be stopping on our street. |

Already posted due to safety concerns/petition from residents. Lois Haligas: was told |
that this petition helps. Is that correct? Jaugilas: Yes. Haligas: Does school have any |
concern about the plight of the students? Tross: School authorizes parking by permit |
only in their lot. Parking on village streets is the only other option. Jaugilas: school is |
not dealing with the issue. Jennifer Donath: it is difficult for us now/concerned with the |
safety issues with Hammerschmidt School, etc. Kufrin: also, access of emergency |
vehicles. Craig Donath: it seems as though you are just moving the problem further and |
further/possibly you could compromise with no parking on one side of street? As they |
push the issue further and further it does spread out the flow of cars. Johnson: have |
you noticed an increase? Donath: not as crowded as 900 or 1000 block/but there are |
5-6 cars that don't belong there. Jaugilas: if there is an enforcement issue/contact the |
police. Poole: concur with staff. Still say they should pave football field/haven't had |
winning season in years. |

John: received petition tonight from residents/it was previously thought that this problem |
was caused by the Maple Street parking lot being closed for repairs. But since the lot |
has reopened, the problem has not diminished. This is the only road around the Olde |
Town area that is not posted "No Commuter" parking. Jaugilas: Johnson, do you think |
that this is ok? Johnson: Yes. |
