Mr. Lichter reviewed the changes from the 2nd Draft. The changes are as follows:

Third draft reflects sidewalk on both sides of Route 53 (except section on west side

south of St. Charles) and underground work. Lighting is not included in the $1.2 million.

If lighting does go in, other projects may be affected.

Oak Creek was pushed back one year.

Special Assessment 219 was added (catch-all for remaining unimproved sections of

street throughout town).

Money was put back in for Phase 2 of the stormwater studies. Pushed back the south

Lombard elevated tank 1 year.

Mahal-The cost for the North Industrial Park, is that asphalt or concrete? Lichter-It

assumes asphalt, but because it's an industrial park we would want to look at doing it in

concrete.

David Dratnol reviewed the presentation.

Dratnol-The proposed section is 5 lanes, 2 through and a continuous left turn. At the

Forest Preserve where we cross the East Branch, IDOT is reconstructing the culverts.

Through Lombard the majority of the median is going to be a painted lane. At some

intersections there will be a raised median.

Kaforski-How close are some of these homes in Flowerfield? Dratnol-They have not

finalized the right-of-way acquisition, but I don't think they're looking at any property

acquisition through there.

Dratnol-The east leg of Wilson is treated as a driveway. They will construct the curb

and gutter through the driveways with a depressed curb. IDOT is looking at relocating

the entrance to Sunset Knoll Park to line up with Parkview Blvd. The east legs of

Harrison and Harding are proposed right in, right out (porkchop) intersections. Madison

is a proposed porkchop, however, the Board of Trustees was looking at maintaining full

access and a possible traffic signal. Charles Lane is a porkchop. At the Illinois Prairie

Path there is a proposed connection between the sidewalk on the east side and the

path. The stretch on the west side there, we may eliminate the sidewalk. St. Charles is

a full access intersection with dedicated left turn lanes on all 4 legs, but no right turn

lanes. Woodland is a porkchop, but possibly no raised median due to right-of-way

constraints. The Great Western trail will access to both sidewalks.

Sebby-Are we pursuing sound barriers with IDOT? Dratnol-Yes, they will have to look

into the noise.

Dratnol-They are proposing cutting down the Great Western Trail crossing by

approximately 14'. IDOT is looking at construction staging and noise is a concern

because of the change in profile. Pleasant Lane, the east leg, will be a right in, right out

and the west leg will be full access. Sunset is full access. North Avenue will have dual

left turn lanes and they will construct right turn lanes for all 4 legs. Sidney is full access

with a left turn lane.

Dratnol-On a typical section, IDOT is proposing sidewalk the entire length. If the Village

wants sidewalk, we will have to participate 50% and street lighting will be 100% village

cost. We may possibly eliminate some sidewalk on the west side. At the Board's

request, we will ask IDOT about using decorative street lighting fixtures with the intent to

light the sidewalk, not the road. Kaforski-Right now we have street lights at the

intersections? Dratnol-IDOT will provide lighting at major intersections, but not

necessarily an isolated light at an intersection like Charles Lane. Kaforski-I would think

that where there is existing lighting they would be required to provide that. Dratnol-It's

our responsibility to maintain it. As far as IDOT is concerned our road is no different

than a driveway. Kaforski-So if they remove it, we're responsible to put it back up?

Dratnol-Yes.

Kaforski-Aren't they required now to do a sound study? Dratnol-It is my understanding

that they are. They're still working on the studies. Kaforski-So it could be required that

they have a sound barrier all the way down? Dratnol-Theoretically yes, realistically no.

Kaforski-We still have utility work to do, correct? Dratnol-Yes, staff has recommended

some utility improvements. Anything that crosses under pavement we are

recommending be replaced during construction. The full utility improvements would be

$1.2 million, the bare minimum needed is approximately $320,000. Around Phillips

Court is where we need to re-route the sanitary sewer.

Arnold-The intersection modifications with porkchops, those are all on the east side, why

not the west? Dratnol-The amount of traffic moving to the west side is minimal.

Arnold-Is the traffic moving east going all the way to Villa Park or is it residents?

Dratnol-It's not necessarily either, for example traffic that was traveling on Harrison was

basically cut-through traffic. The improvements made to Harrison have greatly improved

the situation. Arnold-I'm glad you mentioned possible changes with Madison. I can

envision the cut-through traffic clogging up downtown on St Charles Road.

Dratnol-Motorists will take the path of least resistance. Arnold-Maybe some of the

traffic is cut-through, but some of it is certainly residents who live just east of Route 53

or west of Main. Dratnol-The Board is also looking at possible full access and a traffic

signal at Meadow. Arnold-I think it's too many porkchops. Kaforski-I think Madison

being full access makes sense. Dratnol-That option would probably require IDOT to

take 2 properties. Kaforski-I'm just saying it makes sense. I feel we have to have

access someplace. I like the idea of having 2 signals; one at the north end and one at

the south end of town. Dratnol-The problem with Madison and Harding is they are

township, the Village does not have anything to say about what happens there. The

Board did discuss the possibility of putting the signal at Charles Lane, but then you have

to deal with what happens at Charles Lane and Finley. The third possible signal location

would be at Parkview Blvd. The problem with putting a signal there is for one a sight

distance problem to looking to the west and Surrey becomes a cut-through, which IDOT

is not considering installing a signal there as part of this project. Kaforski-I think,

theoretically, once you've got 5 lanes, you're going to have to have signalization.

Arnold-The porkchop at Harrison, it appears that as you're driving north on Route 53

there is a shoulder and then all of a sudden there's a raised median at the side of the

road. Dratnol-It is set back the proper distance. Arnold-The idea of right in, right out as

a raised median poses a hazard. People run over them, drive over them, and then it

becomes an enforcement issue. Dratnol-If people want to violate the rules of the road,

they are doing it at their risk. You can not control driver behavior. Arnold-So we are

talking about an enforcement issue, if you can ignore a sign you can ignore paint on the

street. So why put in a curb and create a hazard? Dratnol-The raised median does

encourage the correct behavior. If you kept it as a painted median, the violation rate

would be higher.
