Stan Rickard reviewed the material (memo & map). Angela Podesta addressed any

open issues regarding Green Valley (indicated by underlined text).

One thing that will help the 108" interceptor is to get more clear water out of the system.

Hammerschmidt Pond will be able to pick up some of the back yards that flood and we

would separate sewers in the area between Madison-Wilson, Lombard-Norbury. We're

hoping we can pump the pond to a storm sewer, the closest is at Main/Madison, that

way we won't have to recombine it.

John Kaforski-When we did Green Valley didn't we televise the sewers? These look like

things that didn't just happen over the last 2-3 years. Do we have copies of the

televising we did at that time? Stan Rickard-The engineering would have been done in

89-90. Richard Tross-There is a double catch basin on W Green Valley Dr that may be

connected to the storm sewer on Madison. John Kaforski-Seem to remember that we

couldn't get the elevation. John Meyer-Find it hard to believe that after the construction

we're going to go back and do things that we tried to do then. Gordon Hallbeck-When

the plans for something like this are in design, we get an overview, we don't get details.

We need to get details if there are going to be problems like this popping up. Richard

Tross-What I'm concerned with is reading a memo that in 5 years time we have

infiltration of roots in the sewer system. We should have done Insituform. In the 500 blk

of S Park there is new sewer. Overall the flooding has subsided very much. John

Meyer-Of the opinion that the role of this committee is to provide policy and direction

and provide oversight, we don't need to re-engineer projects. We have a clear policy

that we will do separate storm and sanitary, if staff made the decision not to do that,

there was an obligation to come to the committee with it. Would like minutes researched

to see if committee was told. Richard Tross-Can't see spending 200k to accomodate, in

one case, 3 homes. They should come in for the overhead sewer program. John

Kaforski-Would like to see TV tapes from then & now. Richard Tross-Seems to

remember closing structures on W Park Dr to get the water overland to the double catch

basin at 604. Stephen Priens-If they bought houses that didn't flood until we did work,

then it should be up to us to fix it. Stan Rickard-When those service lines are that low, I

find it hard to believe that they never had water before. When they thought they were

getting clear water, they were getting diluted water. Since we separated, they're getting

less clear water in the system, therefore when they back up it is sanitary. Another thing

is the whole philosphy of the overhead sewer program. Stephen Preins-If we've

caused a hardship then we need to correct it. Gordon Hallbeck-In the records we keep

about flooding check for flooding calls back to 90. If there were calls, then the

construction didn't cause it. John DeFalco-Would like to find out about TVing in 89-90,

staff should research notes on project to see if committee was informed about the

decision not to separate W Park Rd, check records from 90 on to see if there are

flooding calls from then. If it is a situation where there have been no calls from that

address then perhaps we will make an adjustment to the Overhead Sewer Grant

program.

David Dratnol reviewed the change order.

Gordon Hallbeck-We seem to be running into a lot of bad soil that is not identified in the

borings. Are we not doing enough borings or is the company not good? David

Dratnol-borings are taken about every 300'. Unfortunately that doesn't catch everything,

even if you decrease the space you won't catch everything. We're doing standard

practice and get the best results we can. Stan Rickard-one solution is to just increase

the quantity on every job. Unsuitable soil is unsuitable soil, it's not going to change. In

the future you will probably see some more conservative estimates for this reason.

Stephen Preins-Our average percentage of change orders for 1998 is 1.7. That's pretty

good. For this you need to look at the big picture. Gordon Hallbeck-Is there any chance

that we will be getting some of the cost from Nicor? David Dratnol-the franchise

agreement would not allow for that.
