Call to Order and Roll Call
The meeting was called to order at 7:30 p.m. by Co-Chairperson Borgatell.

Approval of Minutes
Gordon Hallbeck - On page 4, 1st paragraph, should read "at Parkside 90% of |
barricades were not working". |
John Meyer - It should be noted in the minutes on page 4, Item #970126, that the |
committee had a discussion prior to the representatives of Clark Dietz leaving the |
meeting, that there must of been prior knowledge of these overruns and the committee |
should have been informed prior to the change order appearing before the committee. |
In the future they would like staff to advise them ahead of time. |
It was moved by Hallbeck, seconded by Preins, to approve with amendments. |

Stan Rickard introduced Ken Havenga. Ken was in attendance to discuss complaint |
from Mr. Arnold regarding crack sealing being torn out by garbage trucks on |
Washington. |
Ken explained that there was not adequate training for the drivers of these new recycling |
trucks. They are pulling the break before the vehicle is stopped. It is a driver error. |
When this situation was brought to their attention they did meet with each driver and |
retrained them. |
Stephen Preins - This is not a new problem, but you are saying this is the first you've |
heard of it. Mr. Lichter informed Ken that Ellen Balsamo of the Village Managers office |
has contacted Waste Management prior to this. Ken responded that this was just |
brought to his attention ten days ago. |
John Kaforski asked if there are any plans to follow up on the drivers? Sometimes you |
have to retrain people more than once. Ken responded that there is a monthly |
inspection report and they will be disciplined with a letter in their file if it does continue. |
John Meyer asked if the garbage trucks in compliance with the weight limits. Roberty |
Lewis answered that a full garbage truck is overweight, but the garbage has to be |
picked up. |

Gordon Hallbeck would like more information and ballpark figures of what this might |
cost. |
Stephen Preins asked what fund the money would come from. Mr. Lichter responded |
that it would come from the Water/Sewer Reserve. |
Stan Rickard explained that he saw this as being capped by the year. Say 40,000 would |
be availabe once that runs out, people would have to wait till the next year. |
John Meyer stated that we would have to qualify people some how. Robert Lewis |
explained that we would have criteria in place before this program started. |
Stan Rickard told the committee that it wouldn't take long for anybody to convince us if |
they had a serious problem. Most people are not going to be willing to put out |
$1,000-2,000 if they don't really have a problem. |
Staff will bring back more information for the committee. |

Construction Barricade Reports (light deficiencies) |
Stan Rickard reviewed the inspection sheets and explained that our staff is doing this. |
John Meyer asked why staff didn't contact a barricade company if the contractor was not |
responding? Robert Lewis responded that it would be difficult to enforce since the |
specs were not bid that way. Next year our expectations will be a part of the specs. |
John Kaforski reminded staff that it is a safety issue. Why should our expectation be |
only 50%? Robert Lewis explained that the way the specs read, the contractor is |
required to make sure that the travel way is delineated sufficiently. That would include |
the reflectiveness of the barricades whether they are lit or not. |

Pending Change Orders
Robert Lewis reviewed the memo. |
Madison/Grace-change order will be done next week. |
Olde Towne Phase I-still negotiating with contractor. We are waiting for additional |
detail. |
22nd/Finley-IDOT opened bids. We have had a lot of breaks on the water main but did |
not want to include it in the bid so it wouldn't stall IDOT. We'll talk to the contractor |
about a change order for it after notice to proceed is issued. |
Stephen Preins - Why was Madison so free of change orders? Were there not any |
problems? Robert Lewis - Because it is a major arterial, we stressed that we would hold |
a higher standard and we had an incentive bonus on this project. This guy wanted to |
get as much of the bonus as he could. It is on schedule. |
Stephen Preins - What is happening at Elizabeth and St Charles? Will the contractor be |
charging us somehow for the delay? Robert - at worst he can charge us for |
remobilization, but we can just cut it out of the project and bid it as a separate project. |

Other Business
Joan Destephano commented on how pleased she was that the trees on Lincoln were |
saved. She also mentioned that she thought Lincoln looks good and Grove is wonderful |
to drive on. |
Robert Lewis informed the committee that we smoke tested the storm sewer on Eugenia |
last week. At once house the entire sanitary service line was smoking all the way up to |
the house. We will dig it up and see exactly how he is connected. |
John Kaforski commented on the condition of the street in front of his house on the |
Hickory side. The street is broken up really bad. He asked if we could possibly do an |
overlay before winter. |

Gordoon Hallbeck inquired about 717 S Finley. The parkway is still not restored and the |
street patch is not done. Stan Rickard - The patch will be done by Brothers as part of |
Fall Utility Cuts. Gordon Hallbeck also mentioned that the barricade there has no light. |
Our Public Works Dept. barricades are no better than contractors. |

Stephen Preins asked who will maintain the sewer in Flowerfield. Stan Rickard informed |
him the County will maintain it for at least. |
