Bartels: Addressed the issues of speeding on Maple. Peak hours between 4 & 6 PM

Maple and Westmore there is a lot of speeding going on. Also, after 10 PM there are a

lot of speeders. Wanted to decrease the speed to 25 mph. Soderstrom: Reduction of

speed will not reduce speeding by a proportionate amount. Bartels: Maple is used quite

often as a cut through to avoid Roosevelt and North Ave. By simply enforcing the speed

limits to a further extent would cut down on the speeding on Maple. Soderstrom: Our

police force does not take issue that ok if it is 8 mph over the speed limit, they are not

that casual. Of course, reducing speed limit can be done, but by doing so, you do not

get a direct result of the reduction proportionately. A main arterial street can cause

problems with reductions of speeds.

Deputy Chief Dane Cuny: 400 block of east Maple also called us about speeding.

Assigned 2 officers 2 nights in a row for 2 hours (4-6PM) 1st officer wrote 2 citations at

37 mph. 2nd officer made a few stops at 35 mph. Fastest car was clocked at 42 mph.

Natural tendency is to travel a little faster on a main thoroughfare. We do try to be in

the area at times during rush hours. We have a lot of areas through out town that are

asking for enforcement. We will try to do the same thing around your area in the 800

East block. Johnson: The average percentile is 31 MPH in that area. The top 15% are

knocked off. These are the people that will disobey all rules (stop signs, yield signs,

etc.) Soderstrom: Since we have reopened Grace & St. Charles, have we done any

new studies in this area? Johnson: No, but there needs to be a little time for

adjustment. Also, there is construction on North Ave. now, and people are probably

using this as a cut through for there. Soderstrom: We also have radar guns that you

can borrow to clock these vehicles, and this would be an option you could try. Bartels:

How do I go about doing this? Cuny: I will give you one of my cards, and you can call

me and set it up. Someone will show you how to operate it.

It was moved by Schwarz, seconded by Kuehl, to approve. The motion carried by

a voice vote

Cuny: Reviewed reports with the committee. Gron: How are we doing with the DUI

enforcement? Cuny: It is much more efficient now, we have more ways to help get

convictions. Our conviction level is up in the 90% level. Schwarz: How are you

handling the new seat belt law now? Cuny: Before an officer could not stop someone

just for not wearing a seat belt. "Hammer get Nailed" is our new slogan. We at least

have a dozen citations issued in three days. Shissler: All passengers must wear a belt?

Cuny: All front seat passengers need to have belts on and children under the age of

eight. Schwarz: I think it makes the driver more aware of his vehicle and his driving.

What is the fine? Cuny: I believe it is about $75.00. Our portion of this comes out to

about $15.00 per ticket. We do not enforce for revenue, we enforce for safety.

Johnson: Reviewed memo with the committee. Compared from last survey to this new

survey. Resident on the northwest corner installed a retaining wall on the corner/site

distant is now 130-140 feet. Did get a call from Ms. Vincent over the weekend that there

was an accident there. Schwarz: How could someone put in a retaining wall like this?

Soderstrom: They would have needed to get a permit to do this. I couldn't possibly

answer your question on this. Johnson: I do not even know when this was installed.

Gron: If you are sitting at the stop sign at the intersection, do you still have a problem

with site distance? Johnson: Yes. Schwarz: It is a shame that someone was allowed

to put this up and create this type of a hazard. Johnson: I believe that they have since

adopted a site triangle/anything before this would be grand fathered in. Gron: Asked

Johnson to check with BIS to see when this was installed.

Taken out of order due to the presence of Betty Shissler at the meeting. Shissler:

Thanked John Johnson for following up on her request. I have observed a lot of empty

spaces in the afternoon and have had people come in and ask me if they can park

there. I tell them no because they may get a ticket. I have had customers come in as

late as 4:45 and come out with tickets on their cars. Ms. Shissler passed out some

literature about what some of the other local towns were doing.

Johnson: Reviewed his memo with the committee. Gron: How do we enforce what

time a car has been there from? Cuny: Most of our enforcement of the commuter lots is

done in the morning. Soderstrom: You are saying we do not enforce after noon, but

Ms. Shissler is stating that they are getting citations. Cuny: We do have one

aggressive CSO. Schwarz: I feel this would be very advantageous to the businesses

downtown. Kuehl: Is this permit parking? Johnson: Yes. Cuny: There was discussion

about this in years past, and signs were posted that said until 5:00PM to try to

encourage more people parking and coming in to the downtown area. Soderstrom:

This potential change would not effect the commuters that are parked there from the

morning. Shissler: this would certainly create more parking in the downtown area.

Soderstrom: Would like to see this become a universal/uniform change to apply to all

lots. Gron: Just so there is no problem with someone having a permit and not having a

spot. What about the coin slots/would we be losing money from people going downtown

at 3:00? Schwarz: I do not think that it is enough revenue to really worry about it.

Schwarz: Please pass along to board that Glen Ellyn and Winfield also do this.

Schwarz: Did anyone address the problem at Elizabeth with no left turns on to

eastbound Parkside off of northbound Elizabeth? Johnson: We could put a sign up to

"yield to left turns". Soderstrom: Asked Johnson where we are with Elizabeth and

Parkside to satisfy some of the problems. Bring some info to the next meeting.

Soderstrom: Epansion ofRte. 53 past St. Charles will be petitioned to IDOT. No Left

Turns was on consent agenda. Tabled indefinitely due to Madison being Township and

Charles Lane being Lombard. Township will only open Madison when Charles Lane is

improved. There is not $300,000 in the budget right now to do this. Schwartz: It was

either both or none. Kuehl: How long ago did Mr. Schroeder state this intent?

Schwartz: Need to take control of that area, including Madison. It could be raised as a

relief for the pressure cooker downtown .
